06-23-1977 VC REG-MMINUTES OF REGULAR SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, JUNE 23, 1977 1 1 Present: M. C. Love, Jr., Mayor _-_ Donald J. Kazimir, Councilman William H. Brown, Councilman Paul J. Nicoletti, Village Manager Herbert L. Gildan; Village Attorney Dolores R. Walker, Village Clerk Absent: V. A. Marks, Vice Mayor Al C. Moore, President Pro Tem Mayor Love called the Regular Session to order at 7:30 ROLL CALL p.m. All members of the Council were present except Vice Mayor Marks and President Pro Tem Moore. Councilman Kazimir gave the invocation and Mayor Love led the Council and the public in the Pledge of Allegiance to the Flag. On motion of Councilman Brown, seconded by Councilman Kazimir, all present voting aye, the Minutes of Regular Session held Thursday, June 9, 1977 were approved as written. On motion of Councilman Brown, seconded by Councilman Kazimir, all present voting aye, the following minutes were accepted by the Council: Minutes of Recreation Advisory Board Meeting held May 19, 1977 Minutes of Special Meeting of Recreation Ad- visory Board held May 17, 1977 Minutes of Regular Meeting of Planning Commission held June 7, 1977 Minutes of North Palm Beach Library Board Meeting held May 19, 1977 Mr. Tom Andres, Chairman of the Recreation Advisory Board, appeared before the Council to request that they purchase additional land for recreational pur- poses to meet our future needs. The Council heard Mr. Andres and decided to discuss the subject later at tonightTS workshop session. Concerning the recommendation of the Planning Com- mission that the Appearance Plan Ordinance be amend- ed, Councilman Kazimir moved that we instruct the Village Attorney to prepare an ordinance for Coun- cil s consideration (setting the deadline for appli- cations for Certificates of Appropriateness at four- teen days prior to the regularly scheduled meeting). The motion was seconded by Councilman Brown and all present voted aye. On motion of Councilman Kazimir, seconded by Council- BILL 270 man Brown, all present voting aye, Bill No. 270 en- PLACED ON titled: 15T READING AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING THE NORTH PALM BEACH BUDGET FOR THE FISCAL YEAR 1976-77 BY INCREASING THE ESTIMATED REVENUE OF THE GENERAL FUND AND BY APPROPRIATING MONEY FOR A PORTION OF CONSTRUCTION COST ON LIGHTHOUSE BRIDGE BULKHEAD RESTORATION AND FOR CONSTRUCTION COSTS AT ALLAMANDA PARK was placed on first reading and read by title alone. On motion of Councilman Brown, seconded by Councilman BILL 271 Kazimir, all present voting aye, Bill No. 271 entitled: PLACED ON 1ST READING AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING THE NORTH PALM BEACH BUDGET FOR THE FISCAL YEAR 1976-77 BY INCREASING THE ESTIMATED REVENUE AND APPROPRIATIONS OF THE GENERAL FUND BY $22,780.00 was placed on first reading and read by title alone. On motion of Councilman Brown, seconded by Councilman BILL 272 Kazimir, all present voting aye, Bill No. 272 entitled: PLACED ON 1ST READING AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING THE NORTH PALM BEACH BUDGET FOR -- THE FISCAL YEAR 1976-77 BY TRANSFERRING FUNDS FROM THE ACCOUNTS LISTED BELOW TO CAPITAL IMPROVEMENTS PROGRAM, LIGHTHOUSE BRIDGE BULKHEAD RESTORATION was placed on first reading and read by title alone. On motion of Councilman Brown, seconded by Councilman RES. 31-77 Kazimir, all present voting aye, proposed Resolution ADOPTED No. 31-77 entitled: was read in full and adopted as read as Resolution No. 31-77. On motion of Councilman Brown, seconded by Councilman Kazimir, all present voting aye, proposed Resolution No. 32-77 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, ACCEPTING THE BID OF JEFFREY ALLEN, INC. FOR 120 HEAVY DUTY WET STORAGE BATTERIES FOR GOLF CARTS IN THE AMOUNT OF $3,792.00 FROM ACCOUNT N0. 13-303, MAINTENANCE MATERIALS AUTOMOTIVE was read in full and adopted as read as Resolution No. 32-77. On motion of Councilman Kazimir, seconded by Council- man Brown, all present voting aye, proposed Resolution No. 33-77 entitled: RES. 32-77 ADOPTED RES. 33-77 ADOPTED A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, URGING THE UNITED STATES SENATE TO DENY PASSAGE OF SENATE BILL N0. 825 "VOLUNTARY STANDARDS AND ACCREDITATION ACT OF 1977" 1 was read in full and adopted as read as Resolution No. 33-77. Councilman Brown moved that we approve Palm Beach County assuming maintenance of the traffic signal at U. S. 1 and Northlake Boulevard. The motion was seconded by Councilman Kazimir and all present voted aye, Councilman Brown moved that we authorize the Mayor to sign an Agreement with Old Port Cove for the con- struction of an emergency medical communication an- tenna on top of the roof at "Marina Tower.TM The motion coas seconded by Councilman Kazimir and all present voted aye. P. B. COUNTY TO ASSUME MAIN- TENANCE OF TRAFFIC SIGNAL AT U. S. 1 & NORTHLAKE BLVD.
