07-14-1977 VC REG-MMINUTES OF REGULAR SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, JULY 14, 1977 Present: M. C. Love, Jr., Mayor _ V. A. Marks, Vice Mayor Al C. Nolan, Acting Village Manager Thomas Yeager, Village Attorney Dolores R. 6Valker, Village Clerk Mayor Love called the Regular Session to order at 7:30 ROLL CALL p.m. All members of the Council were present. CONTROL STRUCTURES Mayor-Love informed the group that Old Port Cove was not AT OLD PORT building a bulkhead. They were building erosion control COVE structures. He stated that the Florida Inland Navigational District had directed Old Port Cove to build these erosion control structures because it would be a definite navi- gation hazard if they were not built. He also informed them that the plans presented by Old Port Cove for these erosion control structures had been reviewed and approved by our Village Engineer, Village Attorney and Building Official before a permit was issued. On motion of Vice Mayor Marks, seconded by Councilman Kazimir, all present voting aye, the following minutes were accepted by the Council: Minutes of North Palm Beach Library Board Meet- ing held June 16, 1977 Minutes of Regular Meeting of North Palm Beach _ Country Club Advisory Board held June 21, 1977 ' Minutes of Regular Meeting of Planning Commission held July 5, 1977 On motion of Vice Mayor Marks, seconded by Councilman _ BILL 270 Kazimir, all present voting aye, Bill No. 270 entitled: PLACED ON 2ND READING Minutes of Regular Session Held Thursday, July 14, 1977 Page 2 AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING THE NORTH PALM BEACH BUDGET FOR THE FISCAL YEAR 1976-77 BY INCREASING THE ESTIMATED REVENUE OF THE GENERAL FUND AND BY APPROPRIATING MONEY FOR A PORTION 0£ CONSTRUCTION COST ON LIGHT- HOUSE BRIDGE BULKHEAD RESTORATION AND FOR CONSTRUCTION COSTS AT ALLAMANDA PARK was placed on second reading and read by title alone. ORD._10-77 On motion of Councilman Brown, seconded by Vice Mayor ;BILL NO. 271 Marks, all present voting aye, Bill No. 271 entitled: PLACED ON 2ND READING AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING THE NORTH PALM BEACH BUDGET FOR THE FISCAL YEAR 1976-77 BY INCREASING THE ESTIMATED REVENUE AND APPROPRIATIONS OF THE GENERAL FUND BY $22,780.00 was placed on second reading and read by title alone. On motion of Councilman Brown, seconded by Vice Mayor BILL 271 Marks, all present voting aye, Bill No_ 271 was adopted ADOPTED AS as Ordinance No. 11-77. ORD. 11-77 ' On motion of Councilman Kazimir, seconded by Councilman BILL 272 Brown, all present voting aye, Bill No. 272 entitled: PLACED ON 2ND READING AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING THE NORTH PALM BEACH BUDGET FOR THE FISCAL YEAR 197fi-77 BY TRANSFERRING FUNDS FROi~1 THE ACCOUNTS LISTED BELOW TO CAPITAL IMPROVEMENTS PROGRAM, LIGHTHOUSE BRIDGE BULKHEAD RESTORATION was placed on second reading and read by title alone. ORD. 12-77 On motion of Vice Mayor Marks, seconded by Councilman BILL 273 Kazimir, all present voting aye, Bill No. 273 entitled: PLACED ON 2ND READING AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, ADOPTING BY REFERENCE THE STANDARD FIRE PREVENTION CODE, 1976 EDITION WITH THE 1977 RE- VISION AS THE FIRE PREVENTION CODE FOR THE VILLAGE OF NORTH PALM BEACH was placed on second reading and read by title alone. On motion of Vice Mayor Marks, seconded by Councilman BILL 273 Brown, all present voting aye, Bill No. 273 was adopted ADOPTED AS as Ordinance No. 13-77. ORD._13-77 On motion of Councilman Kazimir, seconded by Councilman BILL 274 Brown, all present voting aye, Bill No. 274 entitled: PLACED ON 2ND'READING Minutes of Regular Session Held Thursday, July 14, 1977 Page 3 AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, ADOPTING BY REFERENCE THE STANDARD HOUSING CODE, 1976 EDITION WITH THE 1977 REVISION, AS THE HOUSING CODE OF THE VILLAGE OF NORTH PAIM BEACH was placed on second reading and read by title alone. On motion of Councilman Brown, seconded by Councilman BILL 274 Kazimir - 4 to 1, with Councilman Moore opposed - ADOPTED AS Bill No. 274 was adopted as Ordinance No. 14-77. ORD. 14-77 Councilman Brown moved to amend the agenda by moving ITEM MOVED the Resolution awarding bid for the recreation building FROM WORK- at Osborne Park from the workshop agenda to the regular SHOP AGENDA agenda. The motion was seconded by Vice Mayor Marks TO REGULAR and all present voted aye. AGENDA On motion of Vice Mayor Marks, seconded by Councilman RES. 34-77 Brown, all present voting aye, proposed Resolution No. ADOPTED 34-77 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, ACCEPTING THE BID OF GENE A. BECKSTROM CORPORATION FOR RECREATION BUILDING AT OSBORNE PARK IN THE AMOUNT OF $80,966.00 FROM CAPITAL IMPROVEMENTS PROGRAM (71-4ll.10) was read in full and adopted as-read as Resolution No. 34-77. ' Vice Mayor Marks moved that we take a five minute recess. MOTION DIED The motion died for lack of a second. FOR LACK OF A SECOND Vice Mayor Marks left the meeting at 9:05 p.m. and returned at 9:11 p.m. Vice Mayor Marks moved that we approve the emergency re- APPROVAL FOR pair of the air conditioning unit at the North Palm Beach EMERGENCY RE- Country Club in the amount of $1,626.52 to be expended PAIR OF AIR from R.O.F. The. motion was seconded by Councilman Brown and all present - voted aye. Councilman Moore moved that we accept the Aetna Life and ACCEPTANCE OF Casualty CompanyTs Deposit Administration Proposed Plan VILLAGE EM- I, effective October 1, 1977, as the Village employeesT PLOYEES' pension plan. The motion was seconded by Vice Mayor NEW PENSION Marks and all present voted aye. PLAN Councilman Brown moved that we authorize the Mayor and MAYOR & MGR. the Village Manager to continue investigating the feasi- AUTHORIZED bility of annexing parcels adjacent to the Village.
