08-11-1977 VC REG-MMINUTES OF REGULAR SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, AUGUST ll, 1977 Present: M. C. Love, Jr., Mayor V. A. Marks, Vice Mayor Al C..Moore, President Pro Tem William H. Brown, Councilman Donald J. Kazimir, Councilman Paul J. Nicoletti, Village Manager Herbert L. Gildan, Village Attorney Dolores R. Walker, Village Clerk Vice Mayor Marks called the Regular Session to order at ROLL CALL 7:30 p.m. All members of the Council were .present except Mayor Love who arrived at 7:50 p.m. Vice Mayor Marks gave the invocation and Councilman Kaz- INVOCATION & imir led the Council and the public in the Pledge of PLEDGE OF Allegiance to the Flag. ALLEGIANCE On motion of Councilman Brown, seconded by Councilman APPROVAL OF Moore, all present voting aye, the Minutes of Regular MINUTES Session held Thursday, July 28, 1977 were approved as written. Under the Report of the Mayor, all Councilmen present re- .COUNCIL RESPONDS sponded to an article which appeared in the August 10-16, TO ARTICLE IN 1977 edition of the WeekDay newspaper concerning an attack WEEKDAY RE 1977-78 on the North Palm Beach 1977-78 budget proposals by former BUDGET PROPOSALS Councilman William Young. Vice Mayor Marks stated that the only Village resident who attended any of the budget workshop sessions was Thomas R. Boyle. It was the consensus of the Council that had Mr. Young attended these sessions he would have been cog- nizant of the fact that the Council worked very hard and diligently, and long into the night, to stay down to the certified millage rate. On motion of Councilman Moore, seconded by Councilman Brown, all present voting aye, the following minutes were accepted by the Council: Minutes of North Palm Beach Library Board Meeting held July 26,-1977 Minutes of Regular Meeting of Planning Commission held August 2, 1977 On motion o£ Councilman Kazimir, seconded by Councilman Brown, all present voting aye, Bill No. 276 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, ' FLORIDA, AMENDING ARTICLE VII, SECTION 7, OF THE PROVISIONS OF CHAPTER 31481, LAWS OF FLORIDA, EXTRAORDINARY SESSION 1956, AS AMENDED, BY CHANGING THE POWER AND AUTHORITY OF THE VILLAGE COUNCIL TO ADOPT A BUDGET FR~4 RESOLUTION FORM TO ORDINANCE FORM ACCEPTANCE OF MINUTES BILL 276 PLACED ON 1ST READING was placed on first reading and read by title alone. Minutes of Regular Session Held Thursday, August 11, 1977 Page 2 I 1 On motion of Councilman Brown, seconded by Councilman Kazimir, all present voting aye, Bill No. 277 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING THE NORTH PALM BEACH BUDGET FOR THE FISCAL YEAR 1976-77 BY APPROPRIATION TRANSFERS was placed on first reading and read by title alone. Councilman Moore moved that we approve the withdrawal of the Village of North Palm Beach from participation in the County Library System for Fiscal Year 1977-78, effective October 1, 1977, and direct the Mayor to write a letter to the County Commissioners stating why. The motion was seconded by Councilman Brown and all present voted aye. BILL 277 PLACED ON 1ST READING WITHDRAWAL FRavI COUNTY LIBRARY SYSTEM Councilman Brown moved that we approve the designation DESIGNATION OF of Mr. C. R. OTMeilia as Acting Village Manager for ACTING VILLAGE the period August 20 through September 3, 1977. The- MGR. APPROVED motion was seconded by Councilman Kazimir and-all present voted aye. Mayor Love arrived at 7:50 p.m., at which time Vice Mayor Marks turned the gavel over to him. Vice Mayor Marks moved that if a suit is filed to contest levying taxes against municipalities for the Sheriff is Road Patrol that the Village o£ North Palm Beach should join as party with that municipality or municipalities. that file suit and officially lend its support to that city or cities in this fight. The motion was seconded by Councilman Kazimir and all present voted aye. There being no further business to come before the Council, on motion of Vice Mayor Marks, seconded by Councilman Moore, all present voting aye, the meeting was adjourned at 8:00 p.m. Minutes recorded by: Dolores R.
