11-11-1976 VC REG-MMINUTES OF REGULAR SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, NOVEMBER 11, 1976 Present: M. C. Love, Jr., Mayor V. A. Marks, Vice Mayor Al C. Moore, President Pro Tem Donald J. Kazimir, Councilman Mervin H. McIntyre, Councilman Paul J. Nicoletti, Village Manager Herbert L. Gildan, Village Attorney Dolores R. Walker, Village Clerk Mayor Love called the Regular Session to order at 7:35 p.m. All members of the Council were present. Mayor Love gave the invocation and Councilman Kazimir led the Council and the public in the Pledge of Allegiance to the Flag. On motion of Councilman Moore, seconded by Councilman Kazimir, all present voting aye,-the following minutes were approved by Council: Minutes of Regular Session held Thursday, October 28, 1976 fl Minutes of Special Meeting held Wednesday, November 3, 1976 Minutes of Recessed Special Meeting held Monday, November 8, 1976 Mayor-Love, on behalf of the Village of North Palm Beach, presented a plaque to Buddy Baareke in recog- nition of his many years of dedicated service as-Pool Manager of the North Palm Beach Country Club. On motion of Councilman Kazimir, seconded by Vice Mayor Marks, all present voting aye, the following minutes were accepted by Council: Minutes of Regular Meeting of Planning and Zoning Advisory Board held October 13, 1976 Minutes of Special Meeting of Planning and Zoning Advisory Board held October 27, 1976 Councilman Kazimir moved that the recommendation contained in the minutes of-the North Palm Beach Tennis Advisory Board meeting of October 5, 1976 that club rule be added to require all teams repre- senting the North Palm Beach Tennis Club be comprised of club members only be tabled: The motion was seconded by Councilman McIntyre and all present voted aye. ROLL CALL INVOCATION & PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES PRESENTATION OF PLAQUE TO BUDDY BAARCKE ACCEPTANCE OF MINUTES TENNIS AD. BD. REC~IMENDATION TABLED Minutes of Regular Session Held Thursday, November 11, 1976 Page 2 i Vice Mayor Marks moved that we send the question of accepting non-resident golf memberships to the Country Club Advisory Board and request that they get back to the Council with their recommendation for Council's regular meeting of November 24, 1976. The motion was seconded by Councilman Kazimir and all present voted aye. Councilman Moore moved that we give a rebate on pool membership dues to Mrs. Merle Eberhardt from November 1, 1976 to April 30, 1977. The motion was seconded by Vice Mayor Marks and passed 3-2, with Councilman Kazimir and Councilman McIntyre opposed. Councilman Kazimir moved that we approve an emergency purchase to remove and replace upper packing blade in the amount of $2,285.00 to be expended from Account No. 23-303 and the amount of $300.00 to be expended from Account No. 23-201 for Packer No, 19, and to confirm the action taken by the Village Manager for this emergency purchase. The motion was seconded by Vice Mayor Marks and all present voted aye. Councilman McIntyre moved that we set the locker rental fee at the North Palm Beach Country Club at $20.00 per year effective immediately. The motion was seconded by Councilman Moore. Councilman Moore moved to amend the motion to have the $20,00 locker rental fee retroactive to October 1, 1976. The motion died for lack of a second. Thereof-ter Council voted on the main motion which failed 3-2, with Vice Mayor Marks, Councilman Moore and Council- man Kazimir opposed. COUNCIL RE- QUESTS RECOM- MENDATION OF CC AD, BD. RE NON-RESIDENT GOLF MEMBERSHIPS REBATE ON POOL MEMBERSHI', FOR MRS. EBER- HARDT APPROVED EMERGENCY PURCHASE FOR PACKER 19 APPROVED MOTION RE LOCKER RENTAL FEE AT NPBCC MOTION TO AMEND DIED FOR LACK OF A SECOND MOTION FAILED 3-2- Vice Mayor Marks moved that we place on the agenda at t}7is NON-AGENDA time the request of North Shore High School for a donation ITEM PLACED for the North Shore Choir. The motion was seconded by ON AGENDA Councilman Kazimir and passed 4-1, with Councilman McIntyre opposed. Vice Mayor Marks moved that we donate $300,00 to the MOTION TO North Shore High School Choir, to be expended from DONATE TO the Council Contingency Account. The motion was NSHS CHOIR- seconded by Councilman Kazimir. Councilman Moore moved to amend the motion by changing MOTION AMENDED the amount of the donation from $300.00 to $100.00. The motion was seconded by Councilman McIntyre and passed 4-1, with Vice Mayor Marks opposed. Thereafter Council voted on the main motion which MAIN MOTION passed unanimously, PASSED 5-0 Councilman Kazimir moved that we schedule our next regular RESlI[EDULING and workshop session for Wednesday, November 24, 1976 and OF NEXT REGULAR cancel the regular and workshop session of Thursday, & WORKSHOP. November 25, 1976. The motion was seconded by Vice Mayor SESSIONS Marks and all present voted aye.
