03-25-1976 VC REG-MMINUTES OF REGULAR MEETING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, MARCH 25, 1976 Present: Ronald L. Heraty, Mayor Mervin H. McIntyre, Vice Mayor V. A. Marks, President Pro Tem M. C. Love, Jr., Councilman Alvin C. Moore, Councilman Herbert L. Gildan, Village Attorney Paul J. Nicoletti, Village Manager Dolores R. Walker, Village Clerk Mayor Love called the Regular Meeting to order at 8:03 ROLL CALL p.m. All members of .the Council were present. Councilman Marks gave the invocation and Vice Mayor INVOCATION & Heraty led the Council and the public in the pledge of PLEDGE OF allegiance to the flag. ALLEGIANCE The organization of the Council is required by the COUNCIL Village Charter to be done at the next regular meeting ORGANIZATION of the Council following the election of any Councilman. Therefore, Council proceeded-with its organization in accordance with Article III, Section 6, of the Village Charter. Councilman Marks moved that Mervin H. Mclntyre_be nomin- MOTION DIED aced for the office of Mayor of the Village of North FOR LACK OF Palm Beach. The motion died for lack of a second. A SECOND- Councilman McIntyre moved that Ronald L. Heraty be R. L. HERATY nominated for the office of Mayor of the Village of N~IIN9TED AS North Palm Beach. The motion was seconded by Council- MAYOR man Marks and passed 3 to 2, with Mayor Love and Councilman Moore opposed. Councilman Marks moved that Mervin H. McIntyre be nomin- M. C, MC INTYRE ated as Vice Mayor of the Village of North Palm Beach.. NOMINATED AS The motion was seconded by Vice Mayor Heraty and all VICE MAYOR present voted aye. Councilman McIntyre moved that V. A. Marks be nominated for the office of President Pro Tem. The motion was seconded by Vice Mayor Heraty and. passed 4 to 1, with Mayor Love opposed. Council then instructed the Village Clerk to place the names of Ronald L. Heraty as Mayor; Mervin H. McIntyre as Vice Mayor; and V. A. Marks as President Fro Tem on proposed Resolution No. 15-76. V. A. MARKS NOMINATED AS PRESIDENT PRO TEM PLACEMENT OF NAMES ON PROPOSED RES. 15-76 On motion of Councilman NfeTntyre, seconded by Councilman RES. 15-76 Marks - LE to 1, with Mayor Love opposed -.proposed Resolu- ADOPTED tion No. 15-76 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, APPOINTING CERTAIN OFFICERS FOR SUCH VILLAGE was read in full and adopted as read as Resolution No. 15-76. The Village Clerk then administered the Oath of Office OATHS OF to Mayor Heraty, Vice Mayor McIntyre and President Pro OFFICE Tem Marks. On motion of Councilman Marks, seconded by Councilman APPROVAL OF Love, all present voting aye, the minutes of Special MIN_UTE_S Meeting held Wednesday, March 17, 1976 were approved as written. On motion of Vice Mayor McIntyre; seconded by Council- ACCEPTANCE OF man Marks, all present voting aye, the following minutes MINUTES were accepted by the Council: _ Minutes of Regular Meeting of Community Appearance Board held March 2, 1976 Minutes of Recreation Advisory Board meeting held March 9, 1976 Minutes of Community Center Advisory Board meeting held March 15, 1976 On motion of Vice Mayor McIntyre, seconded by Councilman RESIGNATIONS Marks, all present voting aye, the following resignations ACCEPTED were accepted from members of Village Advisory Boards: Al Moore - Planning and Zoning Advisory Board William Beiswanger - Planning and Zoning Advisory Board Robert C. Calhoun - Community Development Citizen s Action Committee Mary Ver Nooy - Beautification Committee Virginia Greene - Beautification-Committee On motion of Vice Mayor McIntyre, seconded by Councilman BILL 241 Moore - 4 to 1, with Councilman Marks opposed, Bill No. PLACED ON 241 entitled: 2ND READING AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING THE VILLAGE OF NORTH PALM BEACH BUDGET FOR FISCAL YEAR 1975-76 BY INCREASING THE ANTICIPATED REVENUE AT THE NORTH PALM BEACH COUNTRY CLUB AND BY APPROPRIATING MONEY FOR A SECRETARY AND A FOOD AND BEVERAGE MANAGER AT THE NORTH PALM BEACH COUNTRY CLUB was placed on second reading and read by title alone. Vice Mayor McIntyre moved that Bill No. 241 be adopted as MOTION TO Ordinance No. 4-76. The motion was seconded by Councilman ADOPT BILL Love, 241 AS ORD. 4-76 Councilman Marks moved to amend Bill No. 241 as follows: MOTION DIED That a secretary only be hired at the country club at FOR LACK OF this time. The motion died for lack of a second. A 2ND Thereafter Council voted on the main motion which passed BILL 241 3 to 2, with Councilman Marks and Councilman Moore opposed. ADOPTED AS Therefore, Bill No. 241 was adopted as Ordinance No. 4-76. ORD. 4-76 Minutes of Regular Meeting Held Thursday, March 25, 1976 Page 3 On motion of Councilman Love, seconded by Councilman BILL 242 Marks, all present voting aye, Bi11 No. 242 entitled: PLACED ON 2ND READING AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING PORTIONS OF ORDINANCE N0. 15-75, THE BUDGET ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, CONCERNING DETAILED APPROPRIATIONS FOR THE FISCAL YEAR 1975-76 was placed on second reading and read by title alone. On motion of Vice Mayor McIntyre, seconded by Councilman BILL 242 Marks, all present voting aye, Bill No. 242 was adopted _ ADOPTED AS as Ordinance No. 5-76. On motion of Councilman Love, seconded by Councilman RES. 16-76 Marks, all present voting aye, proposed Resolution No. ADOPTED 16-76 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, ACCEPTING THE BID OF SIMGO CORPORATION FOR TWO TENNIS COURTS - NORTH PALM BEACH COUNTRY CLUB - IN THE AMOUNT OF $21,100 FROM ACCOUNT NO. 15-404.5 was read in full and adopted as read as Resolution N_o. 16-76. On motion of Councilman Marks, seconded by Vice Mayor RES. 18-76 McIntyre, all present voting aye, proposed Resolution ADOPTED No. 18-76 entitled: A RESOLUTION OF THE VILId1GE COUNCIL OF NORTH PALM BEACH, FLORIDA, ENDORSING, WITH PROVISO, THE PROPOSED FLORIDA STATE DEPARTMENT OF TRANSPORTATION IMPROVEMENTS TO PGA BOULEVARD FRGM ALTERNATE AlA TO U. S. HIGHWAY N0. 1 was read in full and adopted as read as Resolution No. 18-76. Vice Mayor McIntyre moved that $975 be expended from APPROVAL TO Account No. OS-500 and used to replace a 125 hp engine EXPEND $975 for the Public Safety patrol boat. The motion was FROM OS-500 seconded by Councilman Moore and all present voted FOR PUB. SAFETY aye. PATROL BOAT Councilman Marks moved that the proposed improvements -MOTION ON ' to the North Palm Beach Country Club parking facilities PARKING LOT be placed on Council workshop meeting.- The motion was FACILITIES seconded by Vice Mayor McIntyre and failed 4 to 1, BEING WORK- with Mayor Heraty, Vice Mayor McIntyre, Councilman SHOPPED FAILED Love and Councilman Moore opposed. Councilman Love moved that we accept and approve the _, DRAWING FOR drawing showing proposed improvements for parking PARKING LOT facilities at the North Palm Beach Country Cluh. The FACILITIES motion was seconded by Councilman Moore all present APPROVED voted aye. Councilman Marks instructed the Clerk to state in these minutes that he voted aye although he is not for it. On motion of Councilman Marks, seconded by Vice Mayor REGULAR SESSIONS McIntyre, all present voting aye, that we establish TO BEGIN AT 7:30 p.m. as the time to begin regular sessions of 7:30 P.M. the Village Council (effective April 8, 1976). On motion of Councilman Love, seconded by Councilman VILLAGE GOLF Moore, all present voting aye, that we continue the TOURNAMENT Village Golf Tournament, sponsor it and charge the same rates as in the past to be expended from Account ' No. 16-260.
