08-26-1976 VC REG-MMINUTES OF REGULAR SESSION OF THE VILLAGE COUNCri, OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, AUGUST 26, 1976 1 1 Present: Mervin H. McIntyre, Vice Mayor V. A. Marks, President Pro Tem M. C. Love, Jr., Councilman Al C. Moore, Councilman Herbert A. Watt, Councilman -- Alan Ciklin, Village Attorney Paul J. Nicoletti, Village Manager Dolores R. Walker, Village Clerk Vice Mayor McIntyre called the Regular Session to order at 7:35 p.m. All members of the Council were present. Councilman Marks gave the invocation and Councilman Watt led the Council and the public in the Pledge of Allegiance to the Flag. On motion of Councilman Love, seconded by Councilman Moore, all present voting aye, the minutes of Regular Session held Thursday, August 12, 1976 were approved as written. On motion of Councilman Marks, seconded by Councilman Love, all present voting aye, the following minutes were accepted by the Council:. Minutes of Bicentennial Committee Meeting held July 27, 1976 Minutes of Bicentennial Committee Meeting held August 17, 1976 1 Minutes of Country Club Advisory Board Regular/Special Meeting held August 18, 1976 Councilman Moore moved that all used tennis equipment be given to the YMCA without charge. The motion was seconded by Councilman Marks and all present voted aye. On motion of Councilman Love, seconded by Councilman Watt, all present voting aye, Bill No. 253 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING THE 1975-76 VILLAGE BUDGET BY TRANSFERRING THE SUM OF $437.00 FROM BUDGET ACCOUNT N0. 32-415 (DISHES) TO ACCOUNT N0. 32-406 (FURNITURE) was placed on second reading and read by title alone. On motion of Councilman Love, seconded by Councilman Watt, all present voting aye, Bill No. 253 was adopted as Ordinance No. 16-76. The motion was seconded by Councilman Watt and Failed 3 to 2, with Vice Mayor McIntyre, Councilman Love and Councilman Marks opposed. On motion of Councilman Love, seconded by Councilman Marks - 4 to 1, with Councilman Moore opposed - Bill No. 255 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING ARTICLE VII, SECTION 7, OF THE PROVISIONS OF CHAPTER 31481, LAWS OF FLORIDA, EXTRAORDINARY SESSION 1956, AS AMENDED, BY CHANGING THE POWER AND AUTHORITY OF THE VILLAGE COUNCIL TO ADOPT A BUDGET FROM ORDINANCE FORM TO RESOLUTION FORM was placed on first reading and read by title alone. On motion of Councilman Marks, seconded by Councilman Love, all present voting aye, proposed Resolution No. 63-76 entitled: A RESOLUTION OF THE VILLAGE COLTNCIL OF NORTH PALM BEACH, FLORIDA, ACCEPTING THE BID OF BOOTH CONSTRUCTION COMPANY FOR CONSTRUCTION OF COUNTRY CLUB MAINTENANCE FACILITY, FENCING AND ALLOWANCES IN THE AMOUNT OF $101,855.00 FROM $210,000 IMPROVEMENT REVENUE BONDS, SERIES 1975 1 u was read in full and adopted as read as Resolution No. 63-76. On motion of Councilman Love, seconded by Councilman Watt, all present voting aye, proposed Resolution No. 64-76 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, ACCEPTING THE BID OF SHANNON R. GINN FOR BASE BID PLUS ALL ALTERATIONS - NORTH PALM BEACH LIBRARY IN THE AMOUNT OF $96,700.00 FROM ACCOUNT NO. 10-404.1 was read in full and adopted as read as Resolution No. 64-76. On motion of Councilman Marks, seconded by Councilman Love, all present voting aye, proposed Resolution No. 65-76 entitled: MOTION TO DEFER BILL 255 TO WORKSHOP FAILED BILL 255 PLACED ON 1ST READING RES 63-76 ADOPTED.: RES 64-76 ADOPTED RES. 65-76 ADOPTED A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, DIRECTING THE VILLAGE MANAGER AND VILLAGE FINANCE DIRECTOR TO PREPARE AN INTERDEPARTMENTAL ACCOUNTING BETWEEN THE DEPARTMENT OF THE COUNTRY CLUB AND THE GENERAL FUND OF THE VILLAGE WHEREBY THE OPERATING INCOME OF THE COUNTRY CLUB DEPARTMENT WOULD REPAY THE SUM OF $10,000.00 PER YEAR, INCLUDING INTEREST ON THE MONEYS ADVANCED FROM THE GENERAL FUND OF THE VILLAGE TO --- THE COUNTRY CLUB FUND FOR REMODELING THE BAR IN THE DINING ROOM was read in full and adopted as read as Resolution No: 65-76.
