Walker, Village Clerk Mayor Love called the Regular Meeting to order at 8:00 p.m. All members of the Council were present. Councilman Marks gave the invocation and Councilman Greeley led the Council and the public in the Pledge of Allegiance to the Flag. On motion of Councilman Greeley, seconded by Councilman McIntyre, all present voting aye, the minutes of Public Hearing on Bill No. 229 held Thursday, August 28, 1975; and the minutes of Regular Meeting held Thursday, August 28, 1975 were approved as written. On motion of Councilman Marks, seconded by Councilman McIntyre, all present voting aye, the following minutes were accepted by the Village Council: Minutes of Regular Meeting of Planning and Zoning Advisory Board held August 6, 1975 Minutes of North Palm Beach Library Board Meeting held August 21, 1975 Minutes of North Palm Beach Bicentennia]. Committee Meeting held August 21, 1975 Minutes of North Palm Beach Bicentennial Committee Meeting held August 26, 1975 Minutes of Beautification Committee Meeting held August 26, 1975 Minutes of Regular Meeting of Community Appearance Board held September 2, 1975 Vice Mayor Heraty moved that we approve Mr. W. Laverne LockmillerTs membership to the North Palm Beach Tennis Club due to his indication at the time he completed his application to the Tennis Pro that he was going to join the club, and it was just a matter of getting his check to Village Hall. The motion was seconded by Councilman Greeley and failed .4 to 1, with Mayor Love, Councilman Greeley, Councilman Marks and Councilman McIntyre opposed. On motion of Vice Mayor Heraty, seconded by Councilman RES. 51-75 Greeley, all present voting aye, proposed Resolution ADOPTED No. 51-75 entitled: _ A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, ACCEPTING THE BID OF BUDGET FENCE COMPANY, INC. FOR TENNIS COURT FENCE REPAIRS IN THE AMOUNT OF $1,427.00 was read in full and adopted as read as Resolution No. 51-75. The monies are appropriated in Account No. 15-404 of the Village budget. Councilman McIntyre moved that the tennis fees for MOTION TO 1975-76 be approved. The motion was seconded by APPROVE TENNIS Councilman Marks. FEES FOR 1975- 76 Vice Mayor Heraty moved to amend the motion as follows: MOTION ' That we raise the non-resident adult fee (before 6 p.m.) AMENDED from $1.50 to $2.50; the non-resident adult fee (after 6 p.m.) from $2.00 to $3.00; the non-resident junior. fee (before 6 p.m.) from $1.OD to_$1.50; and the non- resident junior fee (after 6 p.m.) from $1.50 to $2.00. The motion was seconded by Councilman Greeley and all. present voted aye. Thereafter Council voted on the main motion which passed TENNIS FEES unanimously. Therefore, the tennis fees for 1975-76 were -FOR 1975-76 approved as amended. APPROVED AS AMENDED Minutes of Regular-Meeting =I Held Thursday, September 11, 1975 Page 4 On motion of Vice Mayor Heraty, seconded by Councilman NON-RESIDENT Marks, all present voting aye, that we instruct our TENNIS MEMBER- Village Manager that until we have a recommendation back SHIPS CLOSED from the Tennis Advisory Board, we close all non-resident tennis memberships. Qn motion of Councilman Greeley, seconded by Councilman NPBCC RATES McIntyre, all present voting aye, that we approve the POR 1975-76 rates for the North Palm Beach Country Club for 1975-76 APPROVED AS as presented. PRESENTED On motion of Councilman Greeley, seconded by Vice Mayor Heraty, all present voting aye, that we authorize the Village Manager to issue a.purchase order to East Coast Fire Equipment, Inc. for one Ring Saw in the amount of $510.00 and one Porto Power Rescue-__Kt in the amount of $560.00, the funds to be expended from the Public Safety Department Paramedic Accounts. VILLAGE MGR. AUTHORIZED TO ISSUE P.O. FOR RESCUE EQUTAKENT On motion of Vice Mayor Heraty, seconded by Councilman FUNDS APPROVED Greeley, all present voting aye, that we approve the FOR VILLAGE funds for Mr. Gildan to make a trip to Tallahassee for ATTORNEY`S oral argument on Bankers Life and Casualty Company v. TRIP TO Trustees of the Internal Improvement Trust Fund. TALLAHASSEE Councilman McIntyre moved that the Mayor attend this MOTION DIED meeting also. The motion died for lack of a second. FOR LACK OF A SECOND Vice Mayor Heraty moved that we approve the fo]lowing APPROVAL FOR transfer of funds:to Account No. 13-401.2: TRANSFER OF Fil,~DS IN AMT. $ 9,600 from Account No. 13-ll0 OF $32,600 TO 11,000 from Account No_ 14-110 ACCT N0. 12,000 from Account No_ 15-404.4 13-401.2 The motion was seconded by Councilman Greeley and all present voted aye. Councilman McIntyre moved that we make a donation to MOTION TO Inter-City First Aid Squad. The motion was seconded MAKE DONATION by Councilman Marks. TO INTER-CITY FIRST AID SQUAD Vice Mayor Heraty moved to amend the motion to make MOTION the dollar amount of the main motion $4,700, the funds AMENDED to be expended from Account No. 16-236. The motion was seconded by Councilman McIntyre and all present voted aye. Thereafter Council voted on the main motion which $4,700 TO BE passed unanimously. Therefore a donation in the amount DONATED TO of $4,700 will be made by the Village to Inter-City INTER-CITY First Aid Squad. FIRST AID SQUAD Vice Mayor Heraty moved that we donate $500 to the $500 TO BE Animal Rescue League, the funds to be expended from DONATED TO Account No. 16-236. The motion was seconded by ANIMAL RESCUE Councilman Greeley, and all present voted aye. LEAGUE Minutes of Regular Meeting Held September 11, 1975 Page 5 Councilman McIntyre moved that the monthly fee to be paid MOTION TO to future Council members to be elected in 1976 and 1977 INCREASE be set at $200.00 per month. The motion was seconded FUTURE COUN- by Councilman Marks. CIL MEMBERS SALARY Councilman Greeley instructed the Village Clerk to include f COUNCILMAN GREELEY'S - the following statement for the record in the minutes o this meeting: STATEMENT FOR-THE I object to the increase. I think that we all have RECORD a civic duty here, and I think the salary should be $1.00 per year. Councilman McIntyre instructed the Village Clerk to include COUNCILMAN the following statement for the record in the minutes of MCINTYRE'S this meeting: STATEMENT FOR THE Until the budget year of 1966-67, the fee paid to RECORD Council members was set at $50.00 per month. At that time, nine years ago, the fee was increased to $100.00 per month. During the budget year of 1966-67, the Village Manager received a salary of $10_,000; the Building Official was paid $8,736.00; and-the Director of Public Safety was paid $6,876.00. The total Village operating_budge_t was $499,418.00. During the budget year of 1975-76, the Village Manager will receive $24,000.00, a 140% increase. The Building Official, who now is also responsible for Sanitation and Village Maintenance, will be paid $18,500.00, an increase of lll%. The Director of Public Safety will be paid $17,800.00, an increase of 1$8%. The Village operating budget for the 1975-76 budget year has grown to $3,1.].6,951.00,-which is ari increase of 524%. Due to what I consider to be a 500% or better increase in the responsibilities of Qur Department Heads during the past nine years, I feel the increase in their salaries is justifiable. Also, I am sure that the responsibilities that will be placed upon our Council members who will be elected in 1976 and 1977 will also have been increased 500% and I feel they should be paid accordingly. The fee of $200.00 per month will-he in keeping with what is paid Council members with similar responsibilities in our surrounding communities and will, I think, encourage younger people with families to provide for to become involved in Village government. Vice Mayor Heraty moved to table the motion. The motion MOTION TO was seconded by Councilman Greeley and failed 3 to 2, with TABLE FAILED Mayor Love, Councilman-Marks and Councilman McIntyre opposed. Thereafter Council voted on the main motion which passed MAIN MOTION 4 to 1, with Councilman Greeley opposed. PASSED 4 TO 1 Minutes of Regular Meeting Held September 11, 1975 Page 6 1 Councilman McIntyre moved to_haye the Mayor and the Village Manager attend the Florida-League of Cities Convention. The motion was seconded by Councilman Marks. Councilman Marks moved to amend the motion to have any Councilman who would like to attend the Florida League of Cities Convention be authorized to do so. The motion was seconded by Vice Mayor Heraty and all present voted aye. Thereafter Council voted on the main motion which passed unanimously. Therefore, the rlayor,_Village Manager and any Councilman who wishes to do so may attend the Florida League of Cities Convention. Councilman McIntyre moved that the Council authorize the Mayor to take whatever steps are necessary to employ auditors to do whatever he feels is necessary to get the job done to satisfy his own thinking that the budget is or is not, or has or has not been properly carried out. The motion was withdrawn by Councilman McIntyre. Councilman McIntyre moved that the Council authorize the Mayor to analyze our budgets to the extent necessary for the MayorTs satisfaction and provide a report to the Council of the results. This motion also authorizes the Mayor to employ a Certified Public Accountant for this task. The motion was seconded by Councilman Greeley. Councilman Marks move that the motion be amended to allow Mr. Gildan to accompany the Mayor in all endeavors involved in the budget analysis. The motion was seconded by Vice Mayor Heraty. Mayor Love had a roll ca71 vote on this motion as follows: Councilman McIntyre - No Councilman Marks - Yes - Mayor Love - No Councilman Greeley - No Vice Mayor Heraty - Yes The motion failed 3 to 2, with Mayor .Love, Councilman Greeley and Councilman McIntyre opposed. Thereafter Council voted on the main motion. Mayor Love had a roll call vote on this motion as follows: Councilman McIntyre - Xes Councilman Marks - Yes Mayor Love - -Yes Councilman Greeley Yes Vice Mayor Heraty _ Yes Therefore the main motion passed unanimously.
