Love, Jr., Mayor Ronald L. Heraty, Vice Mayor __ William A. Greeley, Councilman & Acting Village Manager Dr. V. A. Marks, Councilman Mervin H. McIntyre, Councilman Herbert L. Gildan, Village Attorney Dolores R. Walker, Village Clerk Mayor Love called the Regular Meeting to order at 8:05 p.m. All members of the Council were present. Councilman Greeley gave the invocation and Councilman Marks led the Council and the public in the Pledge of Allegiance to the Flag. On motion of Vice Mayor Heraty, seconded by Councilman- McIntyre, all present voting aye, the following minutes were approved as written: Minutes of Regular Meeting held Thursday, September 25, 1975 Minutes of Regular Meeting held Thursday, September 25, 1975 reconvened Monday, September 29, 1975 Minutes of Special Meeting held Tuesday, September 30, 1975 Mayor Love, on behalf of the Village, signed the following Proclamations: ROLI; CALL INVOCATION & PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES PROCLAMATIONS SIGNED BY MAYOR National Federation of Business and Professional Women's Club Week - October 18 through October 25, 1975 1 Under Statements from the Public, various members of the STATEMENTS audience spoke both against and in favor of the Council. FROM THE action in relieving the Village Manager of his duties. PUBLIC The members of the Council replied to questions and made statements concerning the matter. The meeting was recessed at 9:20 p.m. and was reconvened at 9:28 p.m. On motion of Vice Mayor Heraty, seconded by Councilman McIntyre, all present voting aye, the following minutes were accepted by the Council: RECESS ACCEPTANCE OF MINUTES Minutes of Regular Meeting of the Planning and Zoning Advisory Board held September 3, 1975 Minutes of Special Meeting of the Planning and Zoning Advisory Board held September 10, 1975 Minutes of North Palm Beach Bicentennial Committee Meeting held September 16, 1975 Minutes of Beautification Committee Meeting held September 23, 1975 Minutes of Regular Meeting Held Thursday, October 9, 1975 Page 2 The Village Council discussed the recommendation contained RECOMMENDATION in the minutes of the Recreation Advisory Board meeting of OF REC. AD. BD, September 9, 1975, requesting that the Council send a letter. to all Village residents to get a sample straw ballot of _ _ _ what the residents think about our Civic Center. Councilman Marks moved that we bring this to the floor; CIVIC CENTER that we establish a committee (for the Civic Center and COMMITTEE TO get on with this project. It has been setting around - BE APPOINTED !i for a couple of years, We have money that we set aside TO GET FACTS in the budget this year to use to get this program under- TO VILLAGE way, at least investigate it, and I think we ought to RESIDENTS ON appoint a committee and let's get-it underway, Mr. Mayor. THIS PROJECT The motion was seconded by Councilman McIntyre and all present voted aye. On motion of Vice Mayor Heraty, seconded by Councilman ORIi:-TO BE Greeley, all present voting aye, that we draft an ordinance DRAFTED TO incorporating the change in Section 10.5-40 of the Village INCORPORATE Code per the recommendation of the Country Club Advisory CHANGE IN SEC. Board contained in the minutes of their meeting of Septem- 10.5-40 OF ber 17, 1975. VILLAGE CODE On motion of Councilman Marks, seconded by Councilman BILL 235 PLACED Greeley, all present voting aye, Bill No. 235 entitled: ON 2ND READING AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING CHAPTER 16 OF THE VILLAGE OF NORTH PALM BEACH CODE, THE FIRE PREVENTION CODE, BY ADOPTING BY REFERENCE THERETO THE STANDARD FIRE PREVENTION CODE, 1974 EDITION, AS THE FIRE PREVENTION CODE FOR THE VILLAGE OF NORTH FALM BEACH was placed on second reading and read by title alone. On motion of Councilman Marks, seconded by Councilman BILL 235 McIntyre, all present voting aye, Bill No, 235. was ADOPTED AS ORD. adopted as Ordinance No. 16-75. 16-75 On motion of Councilman Greeley, seconded by Vice Mayor BILL 236 Heraty, all present voting aye, Bill No. 236 entitled: PLACED ON 2ND READING AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA AMENDING CHAPTER 13 OF THE VILLAGE OF NORTH PALM BEACH CODE, BY ADOPTING BY REFERENCE THERETO THE NATIONAL ELECTRICAL CODE, 1975 EDITION, AS PART OF THE ELECTRIC CODE FOR THE VILLAGE OF NORTH PALM BEACH was placed on second reading and read by title alone. On motion of Councilman McIntyre,. seconded by Councilman Greeley, all present voting aye, Bill No. 236 was adopted as Ordinance No. 17-75. On motion of Councilman McIntyre, seconded by Councilman BILL-237 Marks, all present voting aye, Bill No. 237 was adopted ADOPTED AS as Ordinance No. 18•-75. ORD. 18-75 Councilman Marks moved that the proposed Resolution RES. ON ELECTRIC accepting the bid of Ross Products, Inc. for 60 GOLF CARTS 3-wheel electric golf carts in the amount of $61,740 TABLED be tabled until such time as we are sure of our $210,000 bond issue. The motion was seconded by Councilman McIntyre and passed 4 to 1, with Councilman Greeley opposed. Vice Mayor Heraty moved that we authorize the Acting ACTING VILLAGE Village Manager to call for bids for traffic signals MGR. AUTHORIZED at North Anchorage Drive and U. S. Highway 1 and Old TO CALL FOR BIDS Port Cove and U. S. Highway 1. The motion was seconded AT N. ANCHORAGE by Councilman McIntyre and all present voted aye. & OLD PORT COVE - The cost of the traffic signal at North Anchorage and TRAFFIC SIGNALS U. S. Highway 1 is $20,000; and the cost of the traffic. signal at Old Port Cove and U. S. Highway 1 is $25,000. These funds are to be expended from Federal Revenue_ Sharing Fund. On motion of Councilman McIntyre, seconded by Vice Mayor POSITION IN Heraty, all present voting aye, that we fill the position DEPT. OF PUB. in the Department of Public Services, Administration, SERV., ADMINIS- and that we transfer $6,240 from Account No. OS-500 TRATION, FILLED to Account No. 02-110. On motion of Vice Mayor Heraty, seconded by Councilman Marks - 4-0, with Councilman Greeley abstaining due to his position of Acting Village Manager - that we direct the Acting Village Manager to get an agreement drawn up by Mr. Gildan on purchasing and leasing golf carts from Ross Products, Inc. AGREEMENT TO BE DRAWN ON PURCHAS- ING & LEASING GOLF CARTS FROM ROSS PRODUCTS,_ INC. Councilman McIntyre moved that we reinstitute our work- COUNCIL SCHEDULED shop meetings and schedule one workshop meeting for the 1 WORKSHOP FOR third Thursday of each month. The motion was seconded 3RD THURSDAY by Councilman Greeley and all present voted aye. OF EACH MONTH On motion of Vice Mayor Heraty, seconded by Councilman $600 INCREASE McIntyre - 4-0, with Councilman Greeley abstaining due APPROVED FOR to his position of Acting Village Manager - that we DIR. OF CC approve a $600 increase for the Director of Country ACTIVITIES Club Activities effective October 1, 1975.
