03-13-1975 VC REG-MMINUTES OF REGULAR MEETING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLDRIDA HELD THURSDAY, MARCH 13, 1975 1 LJ [: Present: Walter N. Colbath, Jr., Mayor M. C. Love, Jr., Vice Mayor William A. Greeley, Councilman. Ronald L. Heraty, Councilman Robert F. Slater, Councilman Herbert L. Gildan, Village Attorney Lawrence J, Robbins, Village Manager Dolores R. Walker, Village Clerk Mayor Colbath called the Regular Meeting to order at 8:00 p.m. All members of the Council were present. Councilman Gr€eley gave the invocation and Vice Mayor Love led the Council and the public in the Pledge of Allegiance to the Flag. On motion of Councilman Greeley, seconded by Councilman Heraty, all present voting aye, the minutes of Regular Meeting held Thursday, February 27, 1975 were approved as written. On motion of Councilman Heraty, seconded by Councilman Greeley, all present voting aye, the following minutes were accepted by the Council: Minutes of Regular Meeting of North Palm Beach Country Club Board of Governors held January 26, 1975 Minutes of Regular Meeting of Planning and Zoning Advisory Board held February 12, 1975 Minutes of Beautification Committee Meeting held February 26, 1975 Minutes of Community Appearance Board Meeting held March 4, 1975 ROLL CALL INVOCATION & PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES ACCEPTANCE OI` MINUTES On motion of Councilman Greeley, seconded by Vice Mayor BD. OF GOV. Love, all present voting aye, that if during the course RECOMMENDATION of a membership year a member of the North Palm Beach Country Club moves out of the Village that the membership be continued for the balance of the fiscal year at the rate as it was under the contract. Regarding the recommendation of the Board of Governors that underground conduit be installed for the electrical service from the rest room adjacent to the 7th tee to the beginning of the tree line between the 3rd and 6th fairway, Vice Mayor-Love moved that we take the telephone pole down and that the underground wires be run back. The _ motion died for lack of a second. MOTION RE BD. OF GOV. RECOM- MENDATION DIED FOR LACK OF A SECOND On motion of Councilman Heraty, seconded by Councilman BEAUTIFICATION Greeley, all present voting aye, that we deny the COMM. RECOMMENDA- recommendation of the Beautification Committee regarding TION DENIED fenced areas at congested apartment areas and marinas for dogs to use. Minutes of Regular Meeting Held Thursday, March 13, 1975 Page 2 On motion of Councilman Heraty, seconded by Councilman Greeley, all present voting aye, Bill No. 219 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING CHAPTER 2 OF THE VILLAGE OF NORTH PALM BEACH CODE BY CREATING THE DEPARTMENT OF COUNTRY CLUB ACTIVITIES AS PART OF THE AD- MINISTRATIVE SERVICE OF THE VILLAGE OF NORTH PALM BEACH, SETTING FORTH THE DUTIES AND RESPONSIBILITIES OF THE COUNTRY CLUB DIRECTOR; AMENDING CHAPTER 10.5 OF THE VILLAGE OF NORTH PALM BEACH CODE BY REPEALING THE OFFICE OF COUNTRY CLUB MANAGER was placed on first reading and read in full. On motion of Vice Mayor Love, seconded by Councilman Heraty, all present voting aye, Bill No. 220 entitled AN ORDINANCE OF-THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING CHAPTER 41 OF THE VILLAGE OF NORTH PALM BEACH CODE BY AMENDING LANDSCAPING REQUIREMENTS SO THAT IN INSTANCES WHERE ONE TREE IS REQUIRED FOR A CERTAIN NUMBER OF LINEAL FEET, THE LOCATION OF SAID TREES MAY BE ANYWHERE WITHIN THE GIVEN AREA AND NEED NOT BE AT EQUAL INTERVALS ~] was placed on first reading and read by title alone. On motion of Vice.Mayor Love, seconded by Councilman Slater - 4 - 0, with Councilman Greeley abstaining due to his position as Country Club Manager - proposed Resolution No. 10-75 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, ACCEPTING THE BID OP HECTOR TURF FOR TWO GREENS MOWERS WITH ATTACHMENTS IN THE AMOUNT OF $7,292.20 was read in full and adopted as read as Resolution No. 10-75. On motion of Councilman Heraty, seconded by Council- man Greeley, all present voting aye, proposed Resolu- tion 11-75 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, CREATING A TENNIS ADVISORY BOARD, SETTING FORTH ITS POWERS AND RESPONSIBILITIES 1 was read in full and adopted as read as Resolution No. 11-75. Councilman Heraty moved to reconsider Resolution No. 11-75. The motion was seconded by Councilman Greeley and all present voted aye. Councilman Heraty moved to amend Resolution No. ll-75 as follows: That we substitute the word three for the word two, and substitute the word two for the word one in Section 2. The motion was seconded by Councilman Greeley and all present voted aye. On motion of Councilman Greeley, seconded by Councilman Heraty, all present voting aye, proposed Resolution BILL 219 PLACED ON 1ST READING BILL, 220 PLACED ON 1ST READING RES. 10-75 ADOPTED RES. ll-75 ADOPTED RES. 11-75 RECONSIDERED RES. 11-75 AMENDED REB: 12-75 ADOPTED Minutes of Regular Meeting Held Thursday, March 13, 1975 Page 3 No. 12-75 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, TO ALL MEMBERS OF THE FLORIDA ' STATE BOARD OF BUILDING CODES AND STANDARDS RECOMMENDING THAT THE BOARD MAKE CERTAIN PROPOSALS TO THE FLORIDA LEGISLATURE AS REQUIRED BY CHAPTER 74-167, LAWS OF FLORIDA was read in full and adopted as-read as Resolution No. 12-75. On motion of Councilman Heraty, seconded by Councilman Greeley, all present voting aye, Ken Bornrs resignation from the Recreation Advisory Board. was accepted by the Council . On motion of Councilman-Heraty, seconded by Councilman Greeley, all present voting aye, proposed Resolution No. 13-75 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, APPOINTING MEMBERS TO THE NORTH PALM BEACH TENNIS ADVISORY BOARD was read in full and adopted as read as Resolution No. 13-75. K. BORN'S RESIGNATION FROM REC. AD. BD. ACCEPTED RES. 13-75 ADOPTED On motion of Vice Mayor Love, seconded by Councilman CLUB ADMINISTRATION Slater - 4 - 0, with Councilman Greeley abstaining TO BE TURNED OVER due to his position as Country Club Manager - that TO MR. ROBBINS we turn over the administration of the North Palm Beach EFFECTIVE 3/20/75 Country Club to Mr. Robbins effective March 20, 1975. On motion of Councilman Heraty, seconded by Councilman GREENS FEES Slater - 4 - 0, with Councilman Greeley abstaining RESTRUCTURED due to his position as Country Club Manager - that we restructure the greens fees from May 1 tb November 1 to $5.OD for residents and $7.50 for non-residents On motion of Councilman Heraty, seconded by Councilman R. CALHOUN Greeley, all present voting aye, that we appoint Mr. APPOINTED TO Robert Calhoun to the Citizen Action Committee CITIZEN ACTION as the representative for North Palm Beach. COMMITTEE On motion of Councilman Heraty, seconded by Councilman C. OTMEILIA Slater, all present voting aye,_that we appoint APPOINTED TO Mr. C. R. O'Meilia to the Technical Advisory Committee TECHNICAL ADVISORY for North Palm Beach. COMMITTEE On motion of Councilman Heraty, seconded by Vice BOND ISSUE TO Mayor Love - 4 - 0, with Councilman Greeley abstain- FINANCE CERTAIN ing due to his position as Country Club Manager - IMPROVEMENTS AT that we authorize the Village Manager and the NPBCC Village Attorney to look into a bond issue to finance a cart shod with bag storage, carts, renovation of the parking lots, and possible remodeling of the locker rooms.
