07-24-1975 VC REG-MMINUTES OF .REGULAR-MEETING _-- ----'- OF` THE -- - VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA -_ HELD THURSDAY, JULY 2~+, 1475 Present: M. C. Love, Jr., Mayor William A. Greeley, Councilman Dr. V. A. Marks, Councilman Mervin H. McIntyre, Councilman Herbert L. Gildan, Village Attorney Lawrence J. Robbins, Village Manager, Acting as Deputy Village Clerk Absent: Ronald L. Heraty, Vice Mayor Mayor Love called the Regular Meeting to order at 8:05 p.m. All members of the Council were present except Vice Mayor Heraty, who was absent due to illness. Councilman Greeley gave the invocation and Councilman McIntyre led the Council and the public in the Pledge of Allegiance to the Flag. On motion of Councilman McIntyre, seconded by Councilman Greeley, all present voting aye, the minutes of Regular Meeting held Thursday, July 10, 1975 were approved as written. Mayor Love, on behalf of the Village Council, presented a Certificate of Appreciation to Herb Kohl, a past member of the North Palm Beach Country Club Board of Governors. Certificates of Appreciation to other past members of this Board will-be mailed to them, since they were not present at this meeting to-accept-them. On motion of Councilman Marks, seconded by Councilman McIntyre, all present voting aye, the following minutes were accepted by the Council: Minutes of Community Appearance Board Meeting held July 8, 1975 Minutes of Recreation Advisory Board Meeting held July 8, 1975 Minutes of Country Club Advisory Board Meeting held July 9, 1975 Minutes of Tennis Advisory Board Meeting held July 17, 1975 On motion of Councilman Marks, seconded by Councilman McIntyre, all present voting aye, that the recommendations of advisory boards should be contained in the agenda of the second regular meeting following receipt of the minutes of the advisory boards. On motion of Councilman Marks, seconded by Councilman McIntyre, all present voting aye, Bill No. 229 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING CHAPTER 45 OF THE VILLAGE OF NORTH PALM BEACH CODE, THE ZONING CODE, BY ROLL CALL INVOCATION & PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES PRESENTATION OF CERTIFICATE OF_APPRECIATION ACCEPTANCE OF MINUTES RECOMMENDA- TIONS OF ADVISORY BOARDS BILL 229 -- PLACED ON 1ST READING Minutes of Regular Meeting Held Thursday, July 24, 1975 Page 2 RESTRICTING THE HEIGHT OF BUILDINGS WITHIN THE AREA OF THE VILLAGE OF NORTH PALM BEACH WHICH LIES SOUTH OF THE INTRACOASTAL WATERWAY AND EAST OF U. S. HIGHWAY N0. 1 TO FOUR STORIES OR FORTY FEET 1 was placed on first reading and read by title alone. On motion of Councilman McIntyre, seconded by Councilman Marks, all present voting aye, that the name of William J. Beiswanger be placed on proposed_Resolution No. 39-75. On motion of Councilman McIntyre, seconded by Councilman Marks, all present voting aye, proposed Resolution No. 39-75 entitled: A RESOLUTION OF .THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, APPOINTING MEMBER TO THE PLANNING AND ZONING ADVISORY BOARD OF THE VILLAGE OF NORTH PALM BEACH TO FILL THE UNEXPIRED TERM OF ROBERT J. LANE, WHO RESIGNED 1 was read in full and adopted as read as Resolution No. 39-75. On motion of Councilman Marks, seconded by Councilman McIntyre, all present voting aye, proposed Resolution No. 40-75 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, ACCEPTING THE BID OF FAIRFIELD MEDICAL PRODUCTS FOR PORTABLE VOICE TELEMETRY AND REPEATER, BASE STATION IN THE AMOUNT OF $15,939.00 was read in £ull and adopted as read as Resolution No. 40-75. On motion of Councilman Greeley, seconded by Council McIntyre, all present vroting aye, proposed Resolution No. 41-75 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, CREATING A BICENTENNIAL COMMITTEE FOR THE VILLAGE OF NORTH PALM BEACH TO ASSIST THE VILLAGE AND ITS RESIDENTS IN CELEBRATING THE TWO HUNDREDTH ANNIVERSARY OF THE UNITED STATES OF AMERICA was read in full and adopted as read as Resolution No. 41-75. On motion of Councilman Marks, seconded by Councilman McIntyre, that we authorize that an ordinance be drawn adopting Mr. O'MeiliaTs proposed code amendment on smoke detectors. Councilman Greeley moved to amend the motion as follows: That smoke detector systems not be mandatory. The motion died for lack of a second. W. J. BEIS- WANGER'S NAME PLACED ON PROPOSED RES. 39-75 RES. 39-75 ADOPTED RES. 40-75 ADOPTED RES. 41-75 ADOPTED MOTION AUTHOR- IZING AN ORD. ADOPTING MR. 0 ~ MEILIA' S PROPOSED CODE AMENDMENT ON SMOKE DETECTORS MOTION DIED FOR LACK OF A SECOND Minutes of Regular Meeting Held Thursday, July 24, 1975 -- Page 3 1 i~ Councilman McIntyre moved to amend the motion as follows: MOTION DIED That it be made mandatory, with a deadline of twelve months FOR LACK OF from date of passage, that smoke detectors be installed A SECOND in all multi-family residences other than duplexes, hotels - and motels-. The motion died for lack of a second. Councilman Marks called for the question on-the main motion which passed 3 to 1, with Councilman Greeley opposed. Therefore, the Village Attorney will prepare an ordinance adopting Mr. O'Meilia's proposed code amendment on smoke detectors. On motion of Councilman Marks, seconded by Councilman McIntyre, all present voting aye, that the Village Manager be authorized to call for bids for data processing equip- ment.
