01-09-1975 VC REG-MMINUTES OF REGULAR MEETING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, JANUARY 9, 1975 1 Present: Walter N. Colbath, Jr., Mayor M. C. Love, Jr., Vice Mayor William A. Greeley, Councilman Ronald L. Heraty, Councilman Robert F. Slater, Councilman Herbert L. Gildan, Village Attorney Lawrence J. Robbins; Village Manager Dolores R. Walker, Village Clerk Mayor Colbath called the Regular Meeting to order at 8:00 p.m. All members of the Council were present except Councilman Slater, who arrived at 8:14 p.m. Councilman Greeley gave the invocation and Vice Mayor Love led the Council and the public in the Pledge of Allegiance to the Flag. On motion of Councilman Heraty, seconded by Councilman Greeley, all present voting aye, the following minutes were approved as written: Minutes of Public Hearing on Bill No. 215 held Thursday, December 12, 1974 C Minutes of Public Hearing on Bill No. 2_16 held Thursday, December 12; 1974 Minutes of Regular Meeting held Thursday, December 12, 1974 ROLL CALL INVOCATION & PLEDGE OP ALLEGIANCE APPROVAL OF MINUTES. On behalf of the Village Council Mayor Colbath presented PRESENTATION OF awards to the winners of the 1974 annual Christmas AWARDS FOR Decoration Contest who were present to accept them. CHRISTMAS Awards will be mailed. to those winners who were unable -DECORATION to be present. CONTEST On motion of Councilman Heraty, seconded by Councilman Greeley, all present voting aye, the following minutes were accepted by the Council: Minutes of Recreation Advisory Board Meeting held November 13, 1974 Minutes of Recreation Advisory Board Meeting held December 10, 1974 Minutes of Regular Meeting of Planning and Zoning_ Advisory Board held December 9, 1974 Minutes of Regular Meeting of North Palm Beach Country Club Board of Governors held December 18, 1974 Councilman Slater moved to adopt the recommendation of the Board of Governors that all non-resident greens fee players must use an electric cart. The motion was seconded by Councilman Greeley and passed 4 to 1, with___ Vice Mayor Love opposed. ACCEPTANCE OF MINUTES NON-RESIDENT GREENS FEE PLAYERS MUST USE ELECTRIC CART Minutes of Regular Meeting Held Thursday, January 9, 1975 Page 2 , On motion of Councilman Greeley, seconded by Vice Mayor Love, all present voting aye, that we expend $720.00 from Account No. OS-500 for the purpose of providing standardized, decent looking containers. at the Library, Parks and other needed places in the Village. ' Councilman Slater moved that Bill No. 218 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, INCREASING COMPENSATION FOR MEMBERS OF THE VILLAGE COUNCIL AND SETTING FORTH AN EFFECTIVE DATE FOR THSS ORDINANCE be placed on first reading and read in full with the following figures: $2,000 per year for Council- men and $2,500 per year for the Mayor. The motion died for lack of a second. Councilman Heraty moved, that Bill No_ 218 be placed on first reading and, read in full with the following figures: $150 per month for the Mayor and Council- men. The motion was seconded by Councilman Slater and failed 3 to 2, with Mayor Colbath, Vice Mayor Love and. Councilman Greeley opposed. On motion of Vice Mayor Love, seconded, by Councilman Greeley, all present voting aye, that we dispense with the two workshop meetings per month for a three month trial period. ' On motion of Vice Mayor Love, seconded by Councilman Greeley, all present voting aye, proposed Resolution No. 1-75 entitled: A RESQLUTION OF THE VILLAGE COUNCIL_OF NORTH PALM BEACH, FLORIDA, SETTING FORTH THE MEETING DAYS AND TUNES FOR ADVISORY BOARDS AND COMMITTEES OF THE VILLAGE OF NORTH PALM BEACH was read in full and. adopted as read as Resolution No. 1-75. AUTHORIZATION OF $720 FROM ACCT. OS-500 FOR CONTAINERS MOTION TO PLACE BILL 218 ON 1ST READING DIED FOR_LBCK OF A SECOND MOTION TO PLACE BILL 218 ON 1ST READING FAILED 3 TO 2 COUNCIL CANCELS WORKSHOPS FOR 3 MONTH TRIAL PERIOD RES. 1-75 ADOPTED On motion of Councilman Greeley, seconded by Vice Mayor $14,000 TRANS- Love, all present voting aye, that we transfer $14,000 FERRED FROM ACCT. from Account No. OS-500 for the purpose of inoculating 05-500 FOR INOCiJ- Village trees against lethal yellowing, on both public LATING_VILLAGE. and private property, for the balance of this fiscal year. TREES On motion of Councilman Slater, seconded by Councilman Greeley, all present voting aye, that we authorize a $50 donation for the Christmas in Dixie Parade. On motion of Councilman Heraty, seconded by Vice Mayor Love, all present voting aye, that we approve the recommendation of the Village Attorney to seek a judgment for declaratory relief before proceeding any further with improvements on the leased property at St. Clare's Church. On motion of Vice Mayor-Love, seconded by Councilman Greeley, all present voting aye, that we authorize the Village Manager to expend $600 to employ an arch- itect for the purpose of preparing a schematic layout for Allamanda Park. $50 DONATION AUTHORIZED FOR CHRISTMAS IN DIXIE PARADE IMPROVEMENTS ON LEASED PROPERTY AT ST.
