Mayor Love called the Regular Meeting to order at 8:05
p.m. All members of the Council were present.
Mayor Love gave the invocation and Councilman Greeley
led the Council and the public in the Pledge of Allegiance
to the Flag.
On motion of Councilman Marks, seconded by Vice Mayor
Heraty, all present voting aye, the following minutes
were approved as written:

Mayor Love, on behalf of the Village of North Palm Beach,
presented a letter of commendation to Officer Robert F.
Sweeney, EMT, for saving the life of a Village resident.
On motion of Councilman Greeley, seconded by Vice Mayor
Heraty, all present voting aye, the following minutes
were accepted by the Council:

would be a supplement to the Village Newsletter. There will

Concerning the recommendation of the Beautification Committee BEAUT. COMM.
that debris that has been placed in the gutters on Northlake _ RECOMMENDATION
Boulevard and U. S. 1 be cleaned up, on motion of Vice Mayor TABLED
Heraty, seconded by Councilman McIntyre, all present voting
aye, that this be tabled.
Concerning the recommendation of the Country Club Advisory CC AD, BD.
Board that the Council install a flag pole at the North RECOMMENDATION
Palm Beach Country Club and purchase a flag to be .flown TABLED
for the Bicentennial and thereafter, Vice Mayor Heraty
moved that this be tabled. The motion was seconded by
Councilman McIntyre and passed 3 to 2, with Councilman
Greeley and Councilman Marks opposed.
On motion of Councilman McIntyre, seconded by Councilman RES. 68-75
Marks, all present voting aye, proposed Resolution No. ADOPTED
68-75 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM
BEACH, FLORIDA, APPOINTING MEMBER TO THE BICENTENNIAL
COMMITTEE TO REPLACE THOMAS R. BELL, wH0 RESIGNED
was read in full and adopted as read as Resolution No.
68-75.
On motion of Vice Mayor Heraty, seconded by Councilman PROPOSED RES.
Greeley, all present voting aye, that we place proposed 69-75 PLACED
Resolution No. 69-75 on the agenda at this time. ON AGENDA
On motion of Councilman McIntyre, seconded by Councilman RES. 69-75
Marks - 3 to 2, with Councilman Marks and Councilman ADOPTED
McIntyre opposed - proposed Resolution No. 69-75 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM
BEACH, FLORIDA, ACCEPTING THE BID OF PIONEER MEDICAL
SYSTEMS, INC. FOR ECG TELEMETRY AND VOICE COMMUNICATION
SYSTEM IN THE AMOUNT OF $15,885.00 FROM 1974-75 BUDGET,
ENCUMBERED FUNDS, ACCOUNT 12-408
was read in full and adopted as read as Resolution No.
69-75.
Councilman McIntyre moved that we pay Mr. Greeley a COUNCIL AUTHOR-
salary for two months at the-rate we are paying the IZATION OF
present Village Manager. The motion was seconded by SALARY FOR
Vice Mayor Heraty and passed 3 to 1, with Councilman MR. GREELEY
Marks opposed and Councilman Greeley abstaining due to
a conflict of interest.
Councilman Marks instructed the Village Clerk to include COUNCILMAN
the following statement for the record in the minutes of MARKS' STATEMENT

First, I would like to give Councilman William A. Greeley a
special vote of thanks for the_good job he did as Acting
Village Manager. Secondly,-it was my_feeling at the time
when the previous. Village Manager was fired that all Councilmen
should pitch in and do their share, or an Acting Village Manager
should have been appointed other than-from the Village Council.
At that point Councilman Greeley stated, in a public meeting,
that he did not wish to be paid for his services as Acting Village
Manager, and I went along with that at that time.
I do not believe that any elected Village official should financially
benefit from the firing of any other public official. I believe
ethically, morally, and possibly legally it is wrong to be paid
as an elected Village Councilman and then in turn be paid for
other services rendered to the Village. Councilman Greeley had
stated when the Village Councilmen wanted to increase their
salaries that he felt one dollar a year was enough for the. services.
As a result of the firing of our previous Village Manager, all other
Councilmen have put in many hours reviewing prospective applicants for
Village Manager, Village Treasurer, and indirectly will be putting in
extra time on the hiring of a Director of Country Club Activities.
All of this has been, and will be, done without additional rem~n-
eration.

In closing, again my thanks to Councilman Greeley for the duties
he performed.
Councilman Marks moved that we authorize the purchase of COUNCIL
Toro sprinkler heads and various parts and supplies for AUTHORIZATION
these heads. The motion was seconded by Councilman FOR PURCHASE
Greeley and all present voted aye. OF_SORO
SPRINKLER HEADS
Vice Mayor Heraty moved that we authorize the use of the
North Palm Beach Country Club for the Santa Claus Open
on December 29, 1975. The motion was seconded by Council-
man Greeley and all present voted aye.
Vice Mayor Heraty moved that we have Mr. Herbert L. Gildan
draft a proposed ordinance on living on boats at marinas
in the Village to be discussed at the next Council Work-
shop. The motion was seconded by Councilman Marks and
all present voted aye.
Councilman McIntyre moved that the Friday after Christmas
should be included as a holiday, but that he would be
opposed to the Friday after New Year's being a holiday.
The motion was_.seconded by Vice Mayor Heraty and all
present voted aye.
There being no further business to come before the Council,
on motion of Councilman Marks, seconded by Councilman
McIntyre, all present voting aye, the meeting was adjourned
at 9:30 p.m.
