08-28-1975 VC REG-M MINUTES OF REGULAR MEETING OF THE VILLAGE COUNCIL_OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, AUGUST 28, 1975 1 1 Present •_ M. C. Love, Jr., Mayor Ronald L. Heraty, Vice Mayor William A. Greeley, Councilman Dr. V. A. Marks, Councilman Mervin H. McIntyre, Councilman Will Nason, Village Attorney - Lawrence J. Robbins, Village Manager Dolores R. Walker, Village Clerk Mayor Love called the Regular Meeting to order at 8:05 p.m. All members of the Council were present. Councilman Greeley gave the invocation and Vice Mayor Heraty led the Council and the public in the Pledge of Allegiance to the Flag. On motion of Councilman Marks, seconded by Vice Mayor Heraty, all present voting aye, the minutes of Regular Meeting held Thursday, August 14, 1975 were approved as written. On motion of Vice Mayor Heraty, seconded by Councilman McIntyre, all present voting aye, the following minutes were accepted by the Council: Minutes of Recreation Advisory Board Meeting held August 12, 1975 Minutes of North Palm Beach Tennis Advisory Board Meeting held August 20, 1975 Minutes of Regular Meeting of Country Club Advisory Board held August 20, 1975 On motion of Vice Mayor Heraty, seconded by Councilman Greeley, all present voting aye, that we appoint Mr. William Hill to replace Mr. Howard Searcy on the County Technical Coordinating Committee for Urban Transporta- tion. Concerning the recorrunendation of the Country Club Ad- visory Board that the golfing membership cap at the North Palm Beach Country Club be raised from 650 to 675, Councilman Greeley moved that we leave the golfing membership cap at 650. The motion was second- ed by Councilman McIntyre and all present voted aye. Concerning the recommendation of the Planning and Zoning advisory Board that the .Council amend the sign code to prohibit signs on mansard roofs, Councilman •McIntyre moved that this recommendation be denied. The motion was seconded by Vice Mayor Heraty and all present voted aye. Vice Mayor Heraty moved that we approve the recom- mendation of the Beautification Committee that foot- ings and trailers be removed at Waterway Condominium. RECOMMENDATION APPROVED Minutes of Regular Meeting Held Thursday, August 2S, 1975 Page 2 Concerning the recommendation of the Beautification Com- mittee to clean up after pets when walking same, Council- man Greeley moved that we have the Village Attorney pre- pare an ordinance making it mandatory for anyone walking a dog to carry a scoop and a plastic bag. The motion was seconded by Councilman Marks and all present voted aye. On motion of Councilman McIntyre, seconded by Vice. Mayor Heraty, all present voting aye, Bill No. 229 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING CHAPTER 45 OF THE VILLAGE OF NORTH PALM BEACH CODE, THE ZONING CODE, BY RESTRICTING THE HEIGHT OF BUILDINGS WITHIN THE AREA OF THE VILLAGE OF NORTH PALM BEACH WHICH LIES SOUTH OF THE INTRACOASTAL WATERWAY AND EAST OF U. 5. HIGHWAY N0. 1 TO FOUR STORIES OR FORTY FEET was tabled for two weeks. On motion of Vice Mayor Heraty, seconded by Councilman Marks, all present voting aye, Bill No. 233 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING CHAPTER 6 OF THE VILLAGE OF NORTH PALM BEACH CODE, BY REQUIRING ALL BUILDINGS TO HAVE STREET NUMBER SO LOCATED ON THE PREMISES AS TO BE CLEARLY VISIBLE AND LEGIBLE FROM THE PUBLIC STREET was placed on first reading and read by title alone. On motion of Vice Mayor Heraty, seconded by Councilman Greeley, all present voting aye, Bill No. 234 entitled.: AN ORDINANCE OF THE VILLAGE OF NORTH PALMM BEACH, FLORIDA, LEVYING A TAX ON REAL AND PERSONAL PROPERTY LOCATED WITHIN THE CORPORATE LIMITS OF THE VILLAGE OF NORTH PALM BEACH FOR THE YEAR ENDING DECEMBER 31, 1975, FIXING THE TOTAL VALUATION THEREON AND THE TAX MILEAGE RATE THEREON FOR SAID YEAR; ADOPTING A FISCAL BUDGET FOR THE FISCAL YEAR OCTOBER 1, 1975 TO SEPTEMBER 30, 1976, BOTH INCLUSIVE, FOR THE GENERAL GOVERNMENT AND DEBT SERVICE OF THE VILLAGE OF NORTH PALM BEACH AND FOR THE PARTICULAR USE OF THE NORTH PALM BEACH COUNTRY CLUB; APPROPRIATING FUNDS. FOR EXPENDITURES AND REPEALING ALL ORDINANCES IN CONFLICT WITH THIS ORDINANCE was placed on first reading and .read by title alone. On motion of Vice Mayor Heraty, seconded by Councilman Marks, all present voting aye, Bill No. 232 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING CHAPTER 6 OF THE VILLAGE OF NORTH PALM BEACH CODE, THE BUILDING CODE FOR THE VILLAGE, BY REQUIRING THE INSTALLATION OF FIRE DETECTION SYSTEMS IN EXISTING HOTELS, MOTELS, AND MULTIPLE FAMILY DWELLING STRUCTURES WITHIN THE VILLAGE OF NORTH PALM BEACH BEAUT. COMM. RECOMMENDATION :APPROVED • . Minutes of Regular Meeting Held Thursday, August 28, 1975 Page 3 Councilman Marks moved to amend Bill No. 232 as follows: MOTION TO AMEND BILL Amend the title of the bill as follows: 232 AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING CHAPTER 6 OF THE VILLAGE OF NORTH PALM BEACH CODE, THE BUILDING CODE FOR THE VILLAGE, BY REQUIRING THE INSTALLATION OF FIRE DETECTION SYSTEMS IN EXISTING HOTELS AND MOTELS. Amend Section 1 as follows: Change the last three lines to .read: Existing hotels and motels shall comply with this Section prior to twelve (12) months from date of this Ordinance. The motion was seconded by Councilman McIntyre. Vice Mayor Heraty moved that Bill No. 232 be tabled. VICE MAYOR The motion died for lack of a second. BILL 232 The motion was seconded by Councilman McIntyre-and passed AMENDED 3 to 2, with Vice Mayor Heraty and Councilman Greeley opposed. On motion of Vice Mayor Heraty, seconded by Councilman RES. 48-75 McIntyre, all present voting aye, proposed Resolution ADOPTED No. 48-75 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, ACCEPTING THE BID OF CUSTOM AMBULANCE OF FLORIDA FOR CORONARY CARE EQUIPMENT IN THE AMOUNT OF $6,725.70 was read in full and adopted as read as Resolution No. ~}8-75. On motion of Councilman McIntyre, seconded by Councilman RES. 49-75 Marks, all present voting aye, proposed Resolution No. ADOPTED 49-75 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, ACCEPTING THE BID OF N. C. R. CORPORATION FOR MAGNETIC LEDGER COMPUTER SYSTEMS IN THE AMOUNT OF $30,080.72 was read in full and adopted as read as Resolution No. 49-75. - On motion of Councilman Marks, seconded by Vice Mayor B. SHAFFERTS Heraty, all present voting aye, the name of Betty M. NAME PLACED Shaffer was placed on proposed Resolution-No. 50-75. ON PROPOSED. RES. 50-75 ~-. Minutes of Regular Nreeting Held Thursday, August 28, 1975 Page 4 On motion of Councilman Marks, seconded. by Councilman McIntyre, all present voting aye, proposed Resolution No. 50-75 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, APPOINTING MEMBER TO THE VILLAGE BEAUTIFICATION COMMITTEE TO FILL THE UNEXPIRED TERM OF E. JAMES ILLENYE, WHO RESIGNED was read in full and adopted as read as Resolution No. 50-75. L On motion of Vice Mayor Heraty, seconded by Councilman Marks - 4 to 1, with Mayor Love opposed - that we leave the stop sign at Country Club Drive and remove the two stop signs on North Anchorage Drive. Councilman-McIntyre moved that the Council authorize the Mayor to employ an accounting firm for the purpose of analyzing the 1975-1976 Village budget worksheets as per directions from the Mayor and make a report to the Council with suggestions as to how the worksheets can be prepared so lay people, such as the Council, can understand their contents, and that the funds for this come from the CouncilmenTs Contingency Fund. The motion was seconded by Councilman Greeley and passed 3 to 2, with Vice Mayor Heraty and Councilman Marks opposed.
