10-22-2015 VC WS-MMINUTES OF THE WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA OCTOBER 22, 2015 ' Present: Robert A. Gebbia, Mayor David B. Norris, Vice Mayor Doug Bush, President Pro Tern Darryl C. Aubrey, Sc.D., Councilmember Mark Mullinix, Councilmember James P. Kelly, Village Manager Len Rubin, Village Attorney Melissa Teal, Village Clerk ROLL CALL Mayor Gebbia called the meeting to order at 9:13 p.m. All members of Council were present. All members of staff were present. NPB SURGERY CENTER CPUD APPLICATION Mr. Kelly reported receipt of an application from Dr. Scott Katzman requesting approval of a Commercial Planned Unit Development (CPUD) on a 1.2 acre parcel of property located at 872 U.S. Highway One. Mr. Kelly stated the applicant requests approval of a site plan to allow a 15,561 square foot, two -story ambulatory surgery center. Architect Zoran Lozanovski of L3 Healthcare Design, Inc. gave a presentation on the proposed North Palm Beach Surgery Center. Anthony Young was present on behalf of Harris Civil Engineers. Discussion took place concerning the requested waivers. Village Planner Jodi Nentwick clarified that a waiver to allow a reduction in the north setback would not be required. Mr. Lozanovski explained why a height waiver was requested. Mr. Lozanovski discussed the required parking spaces, which are based on the building's use as a surgery center (first floor) and clinic /health office space (second floor). WATER CLUB PHASE II PROJECT — REZONING, SITE PLAN, AND PUD AMENDMENT Discussion took place concerning the Water Club Phase II project, which includes rezoning of a 1.26 acre parcel of property located at 1240 U.S. Highway One from the C -1 Neighborhood Commercial Zoning District to the R -3 Apartment Dwelling Zoning District, demolition of an existing multi -story commercial structure, site plan approval for the construction of a 16- story, 30 unit condominium tower, and incorporation of the property into the existing Water Club Planned Unit Development. Bob Vail of the Kolter Group, and John Grimaldi of BC Architects, were present on behalf of Domani Development, LLC, and gave a presentation on Phase II of the Water Club project. Mr. Kelly noted that the Planning Commission would review the site plan, rezoning, and PUD amendment at its November 3, 2015 meeting. Minutes of Village Council Workshop Session held October 22, 2015 Page 2 of 2 CODE AMENDMENT -- NOISE ORDINANCE Mr. Kelly discussed a proposed amendment to the noise ordinance to address the issue of noise that is plainly audible through the external walls and fully closed windows and doors of a / residential structure. Discussion ensued. By consensus, this item was forwarded to the next Regular Session agenda. 10 -YEAR WATER SUPPLY FACILITIES WORK PLAN UPDATE Village Planner Jodi Nentwick reported on the statutorily required update of the 10 -Year Water Supply Plan to identify and plan for the water supply sources and facilities needed to serve existing and future development within the Village's jurisdiction. By consensus, this item was forwarded to the next Regular Session agenda. MORATORIUM ON INSTALLATION OF WIRELESS COMMUNICATIONS FACILITIES Mr. Rubin reported that due to evolutions in wireless technology, municipal jurisdictions have received applications for the installation of wireless communications facilities, including micro -cell towers or distributed antenna systems, in residential areas. Mr. Rubin advised that a moratorium was needed so that staff could review and update Village regulations regarding installation of such facilities in the right -of -way in order to ensure protection of residential areas, and provide for co- location, screening, and placement on arterial roads.
