Walker, Village Clerk Mayor Privett called the Regular Meeting to order at 8:03 p.m. All members were present except ',Councilman Colbath, who arrived at 8:45 p.m. ' Mayor Privett gave the invocation and Vice ;Mayor Cadby led the Council and the public in the Pledge of Allegiance to the Flag. On motion of Vice Mayor Cadby, seconded byl~Councilman Martin, all present voting aye, the minutes of Regular Meeting held Thursday, September 27, 1973 were approved as written. I On motion of Vice Mayor Cadby, seconded by iCouncilman Martin - 3 - 0, with Councilman Slater abstaining due to a possible conflict with his occupation - Bill No. 184 entitled: ' AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, REZONING CERTAIN PROPERTY FROM ZONING DISTRICT C-1 TO R-3 ZONING DISTRICT, AND DIRECTING THE CLERK TO UPDATE THE OFFICIAL ZONING MAP was postponed until CouncilTs Regular Meeting of November 8, 1973. On motion of Vice Mayor Cadby, seconded by ;Councilman BILL 189 Slater, all present voting aye, Bill No. 189 entitled: PLACED ON 2ND READING AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING CHAPTER 6 OF THE VILLAGE OF NORTH PALM BEACH CODE, IT BEING THE BUILDING., CODE, BY REQUIRING GREASE FILTERS (TYPE AKUS) TO BE USED WITH ' CERTAIN COOKING EQUIPMENT was placed on second reading and read by title alone. ', On motion of Vice Mayor Cadby, seconded by iCouncilman BILL 190 Martin, all present voting aye, Bill No. 190 entitled: PLACED ON ' 2ND READING AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING CHAPTER 28 OF THE VILLAGE OF NORTH PALM BEACH CODE, IT BEING THE PLUMBING CODE, BY ADOPTING BY REFERENCE THERETO THE 1'973 EDITION OF THE SOUTHERN STANDARD PLUMBING CODE, INCLUDING APPENDIX A THERETO, AS THE PLUMBING CO~E OF THE VILLAGE, AND BY MAKING CERTAIN AMENDMENTS, CORRECTIONS AND ADDITIONS TO SAID CODE ' was placed on second reading and read by tittle alone. On motion of Vice Mayor Cadby, seconded by Councilman BILL 190 Martin, all present voting aye, Bill No. 190 was ADOPTED AS adopted as Ordinance No. 14-73. ORD. 14-73 Bill No. 191 was advertised in the Palm Beach Post- Times on Sunday, October 7, 1973. Minutes of Regular Meeting Held Thursday, October 25, 1973 Page 3 1 ~; On motion of Vice Mayor Cadby, seconded by~Councilman Martin, all present voting aye, Bill No. 191 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, ADOPTING A FISCAL BUDGET FOR,THE FISCAL YEAR NOVEMBER 1, 1973 TO SEPTEMBER 30; 1974, BOTH INCLUSIVE, FOR THE GENERAL GOVERNMENT-AND DEBT SERVICE OF THE VILLAGE OF NORTH PALM BEACH AND FOR THE PARTICULAR USE OF THE NORTH PALM BEACH COUNTRY CLUB; APPROPRIATING FUNDS FOR EXPENDITURES AND REPEALING ALL ORDINANCES IN CONFLICT WITH THIS ORDINANCE was placed on second reading and read by title alone. Vice Mayor Cadby moved that Bill No._191 be adopted as Ordinance No. 15-73. The motion was seconded by Councilman Slater. Vice Mayor Cadby moved that Bill No. 191 be amended as follows: That Sections 5 and 6 be eliminated and that Section 7 be renumbered as Section 5. The motion was seconded by Councilman Martin and all present voted aye, Vice Mayor Cadby moved that Bill No. 191 be amended as follows: That Exhibit D, Reserve Operation Ed, in the amount of $21,776.00, Dining Facilities Re- modeling, be changed to the reserve account earmarked for retirement of debt service in next yearTS budget. The motion died for lack of a second. Thereafter Council voted on the main motion which passed three to one, with Vice Mayor Cadby;opposed. Therefore, Bill No. 191 was adopted as amended as Ordinance No. 15-73. Bill No. 192 was advertised in the October; 4, 1973 issue of the WeekDay Newspaper. ; On motion of Vice Mayor Cadby, seconded by Councilman Slater, all present voting aye, Bill No. 192 entitled:. AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING CHAPTER 37 OF THE VILLAGE OF NORTH PALM BEACH CODE BY AMENDING THE, REQUIREMENTS FOR RECIRCULATING PIPING AND FITTINGSIN SWIMMING POOLS was placed on second reading and read by title alone. On motion of Vice Mayor Cadby, seconded by'Councilman Martin, all present voting aye, Bill No. 192 was adopted as Ordinance No. 16-73. On motion of Vice Mayor Cadby, seconded by~Councilman Martin, all present voting aye, that we postpone the Resolution appointing two members to the Planning and Zoning Advisory Board, and the Resolution appointing one member to the Library Board until Council's 11/1/73 workshop meeting and ll/8/73 regular meeting. On motion of Vice Mayor Cadby, seconded byl,Councilman Martin, all present voting aye, that the three Resolutions on employment agreements be postponed until Councils 11/1/73 workshop meeting and ]1/8/73 regular meeting. On motion of Vice Mayor Cadby, seconded by;Councilman Martin, all present voting aye, proposed Resolution No. 35-73 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, ACCEPTING A BID ', was read in full and adopted as read as Resolution No. 35-73. On motion of Vice Mayor Cadby, seconded by ',Councilman Martin, all present voting aye, proposed Resolution No. 36-73 entitled: ' A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, ACCEPTING THE EASEMENT DEED FROM GULF OIL CORPORATION AND CONDITIONS THERETO TO CREATE A PUBLIC ALLEY BEHIND THE EXISTING GULF OIL STATION IN THE MARINA ADDITION TO THE VILLAGE OF NORTH PALM~BEACH was read in full and adopted as read as Resolution No. 36-73. On motion of Vice Mayor Cadby, seconded by ;Councilman Martin, all present voting aye, proposed Resolution No. 37-73 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, AUTHORIZING THE MAYOR AND VILLAGE CLERK TO ENTER INTO A CONTRACT WITH PARGO, INC. IN BE[~IALF OF THE VILLAGE OF NORTH PALM BEACH FOR THE LEASE OF GOLF CARTS AT THE NORTH PALM BEACH COUNTRY CLUB was read in full and adopted as read as Resolution No. 37-73. On motion of Councilman Colbath, seconded by Councilman Martin, all present voting aye, that the portion of the North Palm Beach Country Club Rules and'Regulations concerning starting times be postponed until Council s workshop meeting of November 1, 1973 and regular meeting of November 8, 1473.
