11-08-1973 VC REG-M MINUTES OF REGULAR MEETING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, NOVEMBER 8, 1973 i Present: H. Mallory, Privett, Jr., Mayor Ronald B. :Cadby, Vice Mayor Walter N. 'Colbath, Jr., Councilman Robert F. Slater, Councilman Herbert L. Gildan, Village Attorney Lawrence J. Robbins, Village Manager Dolores R.; Walker, Village Clerk Absent: Robert W. Martin, Councilman Mayor Privett called the Regular Meeting to, order at ROLL CALL 8:02 p.m. All members were present except Councilman Martin and. Councilman Colbath. Councilman Colbath arrived at 8:05 p.m. Mayor Privett gave the invocation and Vice Mayor Cadby INVOCATION & led the Council and the public. in the Pledge of PLEDGE OF Allegiance to the Flag. ALLEGIANCE On motion of Vice Mayor Cadby, seconded by Councilman APPROVAL OF Slater, all present voting aye, the minutes; of Regular MINUTES Meeting held Thursday, October 25, 1973 were approved as written. ' On motion of Vice Mayor Cadby, seconded by councilman ACCEPTANCE OE Colbath, all present voting aye, the minutes of MINUTES Beautification Committee meeting held, October 24, 1973 were accepted. Vice Mayor Cadby moved that we approve the request from MOTION RE RE- the North Shore High School Boosters Club to use the QUEST FROM N0. Par 3 Hole at the North Palm Beach Country Club for a SHORE HIGH benefit far the athletic teams at North Shore High SCHOOL BOOSTERS School. The motion was seconded by Councilman Slater. CLUB Councilman Colbath moved to amend this motion as follows: MOTION AMENDED That we adopt the recommendation of the Board of Governors that this request be granted. The motion was seconded by Vice Mayor Cadby and all present voted aye.; A copy of the request and the letter of recommendation from the Board of Governors are attached to the minutes of this meeting. Thereafter Council voted on the main motion .which MAIN MOTION PASSED passed unanimously. UNANIMOUSLY On motion of Vice Mayor Cadby, seconded by Councilman .AGENDA AMENDED Slater, all present voting aye, that the agenda be ' amended to bring up the North Palm Beach Country Club -` _ Rules and Regulations at this time. On motion of Councilman Colbath, seconded by Vice Mayor NPBCC,START- Cadby, all present voting aye, that the North Palm Beach ING TIMES Country Club Rules and Regulations with regard to start- APPROVED ing times be approved per the copy attached ,to the minutes of this meeting. Slater - 3 to 1, with Mayor Privett opposed - that we INSTRUCTED TO instruct the Village Manager to start the preliminary START PRELIMIN- work necessary to build a pedestrian bridge over the ARY WORK FOR ' Farman River. ~ PEDESTRIAN BRIDGE OVER EARMAN RIVER On motion of Vice Mayor Cadby, seconded by Councilman BILL 184 Colbath - 3 - 0, with Councilman Slater abstaining POSTPONED due to a possible conflict with his occupation - Bill No. 181E entitled: I AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, REZONING CERTAIN PRO~RTY FROM ZONING DISTRICT C-1 TO R-3 ZONING DISTRICT AND DIRECTING THE CLERK TO UPDATE THE OFFICIAL ZONING MAP was postponed until Councilrs Regular Meeting of December 13, 1973. On motion of Vice Mayor Cadby, seconded by Councilman RES. 38-73 Colbath, all present voting aye, proposed Resolution ADOPTED No. 38-73 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF",NORTH PALM BEACH, FLORIDA, AUTHORIZING THE MAYOR AND THE VILLAGE CLERK TO ENTER INTO AN'EMPLOYMENT AGREEMENT BETWEEN THE VILLAGE OF NORTH .PALM BEACH AND NOEL SHIELDS FOR SERVICES AS TENNIS PRO FOR THE VILLAGE OF NORTH PALM BEACH was read in full and adopted as read as Resolution No. 38-73. On motion o£ Vice Mayor Cadby, seconded by Councilman RES. 39-73 _ Colbath, all present voting aye, proposed Resolution ADOPTED- No. 39-73 entitled: ' A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, AUTHORIZING THE MAYOR AND . THE VILLAGE CLERK TO ENTER INTO AN EMPLOYMENT AGREEMENT BETWEEN THE VILLAGE OF NORTH ,PALM BEACH AND PETER FINLAYSON FOR SERVICES AS GOLF PRO AT THE NORTH PALM BEACH COUNTRY CLUB was-read in full and adopted as read as Resolution No. 39-73. On motion of Vice Mayor Cadby, seconded by Councilman RES. 40-73 Colbath, all present voting aye, proposed Resolution ADOPTED No. 40-73 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALd~1 BEACH, FLORIDA, AUTHORIZING THE MAYOR AND VILLAGE CLERK TO ENTER INTO AN AGREEMENT WITH L. A. On motion of Councilman Colbath, seconded by Council- TREASURER man Slater, all present voting aye, that the Treasurer AUTHORIZED TO _ be authorized to transfer the sum of $503.00 from TRANSFER $503 Account No. OS-500 to Account No. 14-402. FROM OS-500 TO 14-402 On motion of Vice Mayor Cadby, seconded by Councilman RES. 48-73 Colbath, all present voting aye, proposed Resolution ADOPTED No. 48-73 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF,NORTH s _ PALM BEACH, FLORIDA ACCEPTING A BID was read in full and adopted as read as Resolution No. 48-73. It was the Council's view that the second lowest bid was best because of the lower maintenance costs anticipated over the time the equipment would be in use due to the proximity of the dealer. On motion of Councilman Colbath, seconded by Council- RES. 50-73 man Slater - 3 to 1, with Vicq Mayor Cadby opposed - ADOPTED proposed Resolution No. 50-73 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF FORTH PALM BEACH, FLORIDA ACCEPTING A PROPOSAL was read in full and adopted as read as Resolution No. 50-73. On motion of .Vice-Mayor Cadby, seconded by Ciouncilman VILLAGE MGR. Colbath, all present voting aye, that we authorize the AUTHORIZED Village Manager to issue a purchase order to, Davis & TO ISSUE P.0. Valente for one Rex Rotary Plate Maker in the amount FOR PLATE MAKER of $795.00.
