03-08-1973 VC REG-MMINUTES OF REGULAR MEETING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, MARCH 8, 1973 Present: H. MallorylPrivett, Jr., Mayor Ronald B. Cadby, Vice Mayor Robert W. Martin, Councilman Thomas B. Rhodes, Councilman Robert F. Slater, Councilman Herbert L.,Gildan, Village Attorney Lawrence J. Robbins, Village Manager Dolores R. Walker, Village Clerk Mayor Privett called the Regular Meeting to order at 8:00 p.m. and asked the Clerk to call the roll, all. members being present. Councilman Martin gave the invocation and Councilman Rhodes led the Council and the public in the Pledge of Allegiance to the Flag. On motion of Vice Mayor Cadby, seconded by Councilman Martin, all present voting aye, the minutes of Regular Meeting held Thursday, February 22, 1973 wexe approved as written. ' On motion of Vice Mayor Cadby, seconded by Councilman Martin, all present voting aye, the corrected minutes of Regular Meeting o£ the Planning and Zoning Advisory Board held December 13, 1972; the corrected minutes of Regular Meeting of the Planning and Zoning Advisory Board held January 17, 1973; the minutes of Recreation Advisory Board meeting held February 13, 1973; and the minutes of Commun- ity Appearance Board meeting held February 20, 1973 were accepted. On motion of Vice SIayor Cadby, seconded by Councilman Rhodes, all present voting-aye, Bill No. 176, entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, SETTING FORTH ADDITIONAL LANDSCAPING REQUIREMENTS TO SCREEN REFUSE CONTAINERS FROM THE VIEW OF PUBLIC WAYS AND PUBLIC PARKING was placed on first reading and read in full. On motion of Vice Mayor Cadby, seconded by Councilman Martin, all present voting aye, Bill No. 178 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, ELIMINATING THE REQUIREMENT IN, ZONING DISTRICTS C-A, C-1, C-1-A, AND C-2, WHICH PROHIBITS PARKING IN THE FRONT TEN FEET OF THE REQUIRED FRONT YARD DEPTH IN THOSE CASES WHERE THE PROPERTY OWNERS HAVE COMPLIED WITH SECTIONS 41-16 THROUGH 41-25 OF THE VILLAGE OF NORTH PALM BEACH CODE, was placed on first reading and read in full'. ROLL CALL INVOCATION & PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES ACCEPTANCE OF MINUTES BILL 176 PLACED ON 1ST READING BILL 178 PLACED ON 1ST READING Minutes of Regular Meeting Held Thursday, March 8, 1973 Page 2 On motion of Vice Mayor Cadby, seconded by Councilman Rhodes, all present voting aye, proposed Resolution No. 9-73 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF;NORTH PALM BEACH, FLORIDA, OPPOSING PROPOSED HB 227, THE "GOOD FAITH" BILL FOR SEWAGE TREATMENT~FACILITIES was read in £ull and adopted as read as Resolution No. 9-73. Vice Mayor Cadby moved that proposed Resolution No. 10-73 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF; NORTH PALM BEACH, FLORIDA, REQUESTING THE STATE OF FLORIDA TO PURCHASE ENVIRONMENTALLY ENDANGERED; LANDS LYING WITHIN THE VILLAGE OF NORTH PALM BEACH;, BEING ALL LANDS LYING EAST OF THE WESTERN SHORES; OF LAKE WORTH WITHIN THE CORPORATE LIMITS OF THE VILLAGE OF NORTH PAId~1 BEACH be adopted as read. The motion was seconded by Council- man Martin. Councilman Martin moved that Resolution No. 10-73 be amended by adding the words in the first WYiereas ' after endangered, "and is ideally located for outdoor recreational purposes" The motion was seconded by Councilman Rhodes and all present voted aye. Thereafter Council voted on the main motion which passed. unanimously. Therefore, Resolution~No. 10-73 was adopted as amended.
