01-25-1973 VC REG-MMINUTES OF REGULAR MEETING OF THE VILLAGE COUNCIL OF NORTI-T PALM BEACH, FLORIDA HELD THURSDAY, JANUARY 25, 1973 Present: H. Mallory Privett, Jr., Mayor Robert W. Martin, Councilman Thomas B. Rhodes, Councilman Robert F. Slater, Councilman Herbert L. Gildan, Village Attorney Lawrence J. Robbins, Village Manager Dolores R. Walker, Village Clerk Absent: Ronald B. Cadby, Vice Mayor Mayor Privett called the Regular Meeting to order at ROLL CALL 8:00 p.m. and asked the Clerk to call the roll, all members being present except Vice Mayor Cadby. Councilman Rhodes gave the invocation, and Councilman INVOCATION & Martin led the Council and the public in the Pledge of PLEDGE OF Allegiance to the Flag. ALLEGIANCE On motion of Councilman Martin, seconded by Councilman APPROVAL OF Rhodes, all present voting aye, the minutes of Regular MINUTES Meeting held Thursday, January 11, 1973 were approved as written. On motion of Councilman Rhodes, seconded by Councilman ACCEPTANCE OF Martin, all present voting aye, the following minutes MINUTES were accepted by Council: Minutes of Recreation Advisory Board meeting held December 12, 1972. Minutes of Recreation Advisory Board, meeting held January 9, 1973. Minutes of Beautification Committee meeting -- held December 27, 1972. Minutes of Community Appearance Board meeting held January 9, 1973. Minutes of Zoning Board of Adjustment meeting held January 10, 1973. There was a large contingent of members of the Women's. WOMEN'S TEE Golf Association of the North Palm Beach Country Club TIMES - NPBCC present to voice their objection to the Board of Governors recommendation to close the tees to women on Sunday mornings. Mrs. Verna Siegert, President of the WGA, stated that the women had no objection to not being able to have tee time on Saturday morning, but that they should be allowed tee_time after 9:30 a.m. or 10:00 a.m. on Sunday mornings. After a lengthy discussion on this matter, the Council stated they had, not yet received the Board of Governors recommendation concerning tee time for women on Sunday mornings, and that they would defer official action until receipt of the Board's recommendation. However, the Council indicated that unless the Board had over- riding reasons, they would desire the regulation to be as follows: Men only until 9:30 a.m. on Sunday Men or couples from 9:30 a.m. to 11:00 a.m. Open from 11:00 a.m. on Minutes of Regular Meeting Held Thursday, January 25, 1973 Page 2 On motion of Councilman Martin, seconded by Councilman BILL 175 Rhodes, all present voting aye, Bill No. 175 entitled: PLACED ON 2ND READING 1 AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING CHAPTER 11 OF THE VILLA GE OF NORTH PALM BEACH CODE, BY ADDING THERETO THE DEFINITION OF ^BATTER PILE" AND SETTING FORTH REGULATIONS AND STANDARDS FOR THE DESIGN AND INSTALLATION OF BATTER PILES was placed on second reading and read by title alone. On motion of Councilman Martin, seconded by Councilman BILL 175 Rhodes, all present voting aye, Bill No. 175 was adopted ADOPTED AS as Ordinance No. 1-73. ORD. 1-73 On motion of Councilman Slater, seconded by Councilman RES. 3-73 Martin, all present voting aye, proposed Resolution ADOPTED No. 3-73 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, APPOINTING MEMBER TO THE VILLA GE RECREATION ADVISORY BOARD TO FILL THE UNEXPIRED TERM OF PAUL EMOND, WHO RESIGNED was read in full and adopted as read as Resolution No. 3-73. On motion of Councilman Rhodes, seconded by Councilman RES. 4-73 Martin - 3 - 0; with Councilman Slater abstaining due ADOPTED to possible conflict with his occupation - proposed Resolution No. 4-73 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, DECLARING A TEMPORARY HALT TO THE ISSUANCE OF BUILDING PERMITS PENDING RESOLUTION OF THE SANITARY SEWAGE PROBLEMS CONCERNING THE VILLAGE OF NORTH PALM BEACH, AND REQUESTING SIMILAR ACTION FROM THE PALM BEACH COUNTY COMMISSION, THE COMMISSION OF THE TOWN OF LAKE PARK, FLORIDA AND THE CITY COUNCIL OF THE CITY OF PALM BEACH GARDENS, FLORIDA was read in full and adopted as read as Resolution No. 4-73. On motion of Councilman Rhodes, seconded by Councilman LETTER TO Martin - 3 - 0, with Councilman Slater abstaining due APPROPRIATE to possible conflict with his occupation - that the GOVERNMENTAL Council direct the Mayor to follow up with a "whereasTM AUTHORITIES letter to the appropriate governmental authorities re- RE HALT TO questing they consider a halt to hookups to North Palm HOOKUPS TO NPB Beach Utilities, Inc. for the reasons stated in the UTILITIES, INC. Resolution just adopted, and in consideration of the fact that the number of permits which are presently outstanding represent approximately a 20% increase to the population of the Village. On motion of Councilman Martin, seconded by Councilman DONATION TO Rhodes, all present voting aye, that an expenditure of INTER-CITY funds in the amount of $4,300.00 for a donation to FIRST AID Inter-City First Aid. Squad, which provides ambulance SQUAD service to the Village of North Palm Beach,: be author- ized, t - ~ Y Minutes of Regular Held Thursday, Jan Page 3 Meeting ~.ary 25, 1973 On motion of Councilman Martin, seconded by Councilman Rhodes, all present voting aye, that the Village Treasuaer be authorized to transfer $6,897.00 to the Reserve Operation Fund, and that the bid for the Jacobsen F-10 Mower be awarded to De Bra Turf and Equipment Company in an amount not to exceed $8,890.00. BID FOR F-10 MOWER AWARDED TO DE BRA TURF & EQUIP. CO. On motion of Councilman Martin, seconded by Councilman AWARD OF BID Rhodes, all present voting aye, that we award the bid FOR OFFSET for the Offset Printing-Press in accordance with the PRINTING memo from Mr. Robbins dated January 25, 1973, and that PRESS a copy of this memo be attached to the minutes of this meeting.
