03-09-1972 VC REG-MMINUTES OF REGULAR MEETING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, MARCH 9, 1972 Present: H. Mallory Privett, Jr., Maycr Ronald B. Cadby, Vice Mayor Robert W. Martin, Councilman Thomas B. Rhodes, Councilman Robert F. Slater, Councilman Herbert L. Gildan, Village Attorney Lawrence J. Robbins, Village Manager Dolores R. Walker, Village Clerk Mayor Privett called the Regular Meeting to order at ROLL CALL 8:02 p.m. and asked the Clerk to call the roll, all members being present. Councilman Rhodes gave the invocation and Councilman INVOCATION & Slater led the Council and the public in the .Pledge of PLEDGE OF Allegiance to the Flag. ALLEGIANCE On motion of Vice Mayor Cadby, seconded by Councilman AGENDA MODIFIED Martin, all present voting aye, that we modify the agenda by moving Item (a) under "Resolutions" up to follow the "Report of Mayor.Tr On motion of Vice Mayor Cadby, seconded by Councilman 2/24/72 MINUTES ' Martin, all present voting aye, the minutes of Regular APPROVED AS Meeting held Thursday, February 24, 1972 were approved AMENDED as amended. On motion of Vice Mayor Cadby, seconded by Councilman RES. CONCERNING Martin - 3 to 2, Councilman Rhodes and Councilman DREDGE PERMITS Slater opposed - that the Resolution concerning the POSTPONED dredge permits in the Intracoastal Waterway adjacent to Old Port Cove be postponed to the workshop meeting of March 16, 1972. On motion of Vice Mayor Cadby, seconded by, Councilman ACCEPTANCE OF Martin, all present voting aye, the minutes of North MINUTES --- Palm Beach Library Board meeting held January 19, 1972; the minutes of North Palm Beach Library Board meeting held February 16, 1972; and the minutes of Beautifi- cation Committee meeting held February 23„ 1972 were accepted. On motion of Vice Mayor Cadby, seconded by Councilman BILLS 147 & Martin, all present voting aye, that Bills No. 147 148 DEFERRED "and 148 be deferred to our work shop meeting of March 16, 1972 and our regular meetin g of March 23, 1972. On motion of Vice Mayor Cadby, seconded by, Councilman AGENDA MODIFIED Rhodes, all present voting aye, that Bills. No. 149, 150, 151, 152 and 153 be moved to the last item on the agenda. On motion of Councilman Rhodes, seconded by Councilman LOW BID FROM Martin, all present voting aye, that the authority be DAVIS & VALENTE granted the Village Manager to accept the low bid from FOR SAVIN 220 Davis & Valente for a Savin 220 Copier in an amount not COPIER ACCEPTED to exceed $980.00. Vice Mayor Cadby moved that Bill No. 149 be placed on first reading and read in full. The motion was seconded by Councilman Martin. Vice Mayor Cadby moved that the original motion be amended as follows: That Bills No. 149 through 152 entitled: Bill No. 149 AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING CHAPTER 13 OF THE VILLAGE OF NORTH PALM BEACH CODE BY SETTING FORTH A REVISED ELECTRICAL CODE FOR THE VILLAGE; SETTING FORTH CERTIFICATION PRO- CEDURES FOR ELECTRICAL CONTRACTORS; SETTING FORTH THE POWERS AND DUTIES OF THE ELECTRICAL INSPECTOR; REGU- LATING THE ISSUANCE OF PERMITS AND SETTING FORTH FEES THEREFOR; ADOPTING BY REFERENCE THE NATIONAL ELECTRICAL CODE, WITH EXCEPTIONS THERETO; PROVIDING PENALTIES FOR THE VIOLATION OF THIS ORDINANCE. Bill No. 150 MOTION TO PLACE BILL 149 ON 1ST READING BILLS 149 THROUGH 152 PLACED ON 1ST READING AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING CHAPTER 10 OF THE VILLAGE OF NORTH PALM BEACH CODE BY DEFINING AND REGULATING THE BUSINESS OF BUILDING CONSTRUCTION AND CONTRACTING IN THE VILLAGE; CREATING THE NORTH PALM BEACH CONTRACTORS BOARD, FIXING QUALIFI- CATIONS OF MEMBERS AND PROVIDING POWERS AND DUTIES OF SAID BOARD; SETTING FORTH CERTIFICATION PROCEDURES AND FEES THEREFOR; PROVIDING EXEMPTIONS; PROVIDING PENALTIES FOR VIOLATION OF THIS ORDINANCE; AND SETTING FORTH THE EFFECTIVE DATE OF THIS ORDINANCE. The motion was seconded by Councilman Rhodes, and all present voted aye. Thereafter Council voted on the original motion, which passed 5 - 0.
