03-23-1972 VC REG-MMINUTES OF REGULAR MEETING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, MARCH 23, 1972 Present: H. Mallory Privett, Jr., Mayor ' Ronald B. Cadby, Vice Mayor Robert W. Martin, Councilman Thomas B. Rhodes, Councilman Robert F. Slater, Councilman Herbert L. Gildan, Village Attorney Lawrence J. Robbins, Village Manager, Acting as Deputy Village Clerk Mayor Privett called the Regular Meeting to order ROLL CALL at 8:00 p.m. and asked the Deputy Village Clerk ,to call the roll, all members being present. Mayor Privett gave the invocation and Councilman INVOCATION Martin led the Council and the public in the Pledge of & PLEDGE OF Allegiance to the Flag. ALLEGIANCE On motion of Vice Mayor Cadby, seconded by Councilman 3/9/72. Martin, all present voting aye, the minutes of Regular MINUTES Meeting held Thursday, March 9, 1972, were approved as APPROVED written. The organization of the Council is required by Village COUNCIL Charter to be done at the next regular meeting of the ORGANIZATION Council following the election of any Councilman. There- fore, Council proceeded with its organization in accordance with Article III, Section 6,of the Village Charter. On motion of Vice Mayor Cadby, seconded by Councilman H. MALLORY Martin, all present voting aye, H. Mallory Privett, Jr. PRIVETT, JR. was nominated for the office of Mayor of the Village of NOMINATED AS North Palm Beach. MAYOR On motion of Councilman Martin, seconded by Councilman RONALD B. Rhodes, all present voting aye, Ronald B. Cadby was CADBY nominated for the office of Vice Mayor of the Village NOMINATED AS of North Palm Beach. VICE MAYOR On motion of Councilman Rhodes, seconded by'Vice Mayor Cadby, all present voting aye, Robert W. Martin was nominated for the office of President Pro Tem of the Village of North Palm Beach. Council then instructed the Deputy Village Clerk to place the names of H. Mallory Privett, Jr. as Mayor; Ronald B. Cadby as Vice Mayor; and Robert W. Martin as President Pro Tem on proposed Resolution No. 10-72. ROBERT W. MARTIN NOMINATED AS PRESIDENT PRO TEM PLACEMENT OF NAMES ON PROPOSED RES. 10-72 On motion of Vice Mayor Cadby, seconded by Councilman RES. 10-72 Rhodes, all present voting aye, proposed Resolution ADOPTED No. 10-72 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, APPOINTING CERTAIN OFFICERS FOR SUCH VILLAGE ,_, was read in full and adopted as read as Resolution No. 10-72. Mallory Privett, Jr; Vice Mayor OFFICE Ronald B. Cadby; and President Pro Tem Robert W. Martin, ADMINISTERED as required by Charter, and these oaths shall be spread upon the minutes of the Council. On motion of Vice Mayor Cadby, seconded by Councilman ACCEPTANCE Martin, all present voting aye, the minutes,of Planning OF MINUTES and Zoning Advisory Board meeting held February 9, 1972; minutes of .special meeting of Planning and Zoning Ad- visory Board held February 15, 1972; minutes of special meeting of Planning and Zoning Advisory Board held March 8, 1972; minutes of Community Appearance Board meeting held March 1, 1972; minutes of Community Appearance Board meeting held March 7, 1972; and minutes of Community Appearance Board meeting held March 14, 1972 were accepted. On motion of Vice Mayor Cadby, seconded by Councilman ACCEPTANCE OF Rhodes, all present voting aye, the financial statements VILLAGE & for the Village and for the North Palm Beach Country Club NPBCC FINANCIAL for the period ending February 29, 1972 were accepted. STATEMENTS On motion of Councilman Rhodes, seconded by Vice Mayor BILLS 147 & Cadby, all present voting aye, that Bill No. 147 and 148 TABLED Bill No. 148 be tabled. On motion of Vice Mayor Cadby, seconded by Councilman AGENDA AMENDED Martin, all present voting aye, that the agenda be amended to take up Item (c) under "Resolutions.' On motion of Councilman Slater, seconded by. Councilman RES. 11-72 Rhodes, all present voting aye, proposed Resolution No. ADOPTED 11-72 entitled: A RESOLUTION OF-THE VILLAGE COUNCIL OF. NORTH PAT~'I BEACH, FLORIDA, GRANTING A CONSTRUCTION PERMIT FOR A NAVIGATION CANAL IN THE RIGHT-OF-WAY OF THE INTRA- COASTAL WATERWAY EAST OF PARKER BRIDGE. was read in full and adopted as read as Resolution No. 11-72. The letter of March 3, 1972 from the Department of Natural Resources was read into the record prior to this motion. On motion of Vice Mayor Cadby, seconded by Councilman AGENDA MODI- Rhodes, all present voting aye, that we modify the .PIED agenda to take up Item (c) under "Miscellaneous Business". On motion of Vice Mayor Cadby, seconded by Councilman Rhodes, all present voting aye, that the Indemnity Bond submitted by Old Port Cove from St. Paul Fire and Marine Insurance Company is satisfactory to the Village Council for the purposes outlined in Section 11-31 of the Village Code. On motion of Councilman Martin, seconded by Vice Mayor Cadby, all present voting aye, the Village Audit for the fiscal year ending October 31, 1971 was accepted. On motion of Vice Mayor Cadby, seconded by:Councilman Martin, all present voting aye, that the bid be awarded to Kenyon Sales Company, Fort Lauderdale, Florida, for two ~[~TeStcoaster Model 975 scooter_dumps, in an amount not to exceed $2,400.00.
