Walker, Village Clerk Mayor Privett callest the Regular Meeting to order at ROLL CALL 8:05 p.m. and asked the Clerk to call the roll, all members being present. Councilman Martin gave the invocation and Councilman INVOCATION & Rhodes led the Council and the public in the Pledge PLEDGE OF of Allegiance to the Flag. ALLEGIANCE On motion of Councilman Martin, seconded by Councilman 12/9/71 Rhodes, all present voting aye,-the minutes of Regular MINUTES Meeting held Thursday, December 9, 1971 were approved APPROVED as written. Mayor Privett,on behalf of the Village Council, pre- PRESENTATION OF sented the prizes to winners of the 1971 annual Christmas Decoration Contest who were present to accept them. The PRIZES FOR CHRISTMAS DECOR- checks will be mailed to those winners not in attendance. ATION CONTEST On motion of Vice Mayor Cadby, seconded by Councilman ACCEPTANCE OF Rhodes, all present voting aye, the minutes of Library MINUTES Board meeting held November 17, 1971; the minutes of Planning and Zoning Advisory Board meeting held December 8, 1971; and the minutes of Special Meeting of the Planning and Zoning Advisory Board held January 5, 1972 were accepted. On motion of Councilman Martin, seconded by Vice Mayor VILLAGE ATTORNEY Cadby - 4-0, Councilman Slater abstaining - that we TO REPRESENT authorize the Village Attorney to represent the Village VILLAGE RE in opposing the petition of Mr. Casto to rezone the CASTORS PETITION 242 acres just north of our boundaries from R-lAA to FOR REZONING R-2A multiple family district. Councilman Slater completely refrained from any discussion on this matter and also disqualified himself from voting. Councilman Martin moved that we deviate from the agenda AGENDA and take up "Statements from the Public" at this time. AMENDED The motion was seconded by Councilman Rhodes. ' Vice Mayor Cadby moved that we amend the main motion as follows: that "Resolutions" follow "Statements from the Public." The motion was seconded by Councilman Rhodes. All present voted aye; therefore, motion to amend passed 5-0. Thereafter Council voted on the main motion which passed 5-0. On motion of Vice Mayor Cadby, seconded by Councilman RES. 1-72 _ - Slater, all present voting aye, proposed Resolution ADOPTED No. 1-72 entitled: Minutes of Regular Meeting Held Thursday, January 13, 1972 Page 2 A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, REAFFIRMING THAT THE VILLAGE OF NORTH PALM BEACH STRONGLY SUPPORTS THE OCEANFRONT ' LAND IN NORTH PALM BEACH BECOMING A PUBLIC PARK AND COMMENDING MR. JOHN D. MAC ARTHUR FOR HIS OFFER TO LEASE THE LAND was read in full and adopted as read as Resolution No. 1-72. On motion of Vice Mayor Cadby, seconded by Councilman Rhodes, all present voting aye, proposed Resolution No. 2-72 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, AUTHORIZING THE VILLAGE TO ENTER INTO AN AGREEMENT WITH PALM BEACH COUNTY, A GOVERNMENTAL SUBDIVISION OF THE STATE OF FLORIDA, FOR fiHE COUNTY TO FURNISH THE VILLAGE LABOR, MATERIALS AND INSPECTION TO SLURRY SEAL VILLAGE ROADS was read in full and adopted as read as Resolution No. 2-72. On motion of Vice Mayor Cadby, seconded by ,Councilman Martin, all present voting aye, Bill No. 142 entitled: ' AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING SECTION 45-36 (G) OE' THE VILLAGE OF NORTH PALM BEACH CODE BY REMOVING THE REQUIREMENT FOR STANDBY EMERGENCY POWER IN COMMERCIAL BUILDINGS BETWEEN TWO STORIES AND FOUR STORIES IN HEIGHT was placed on second reading and read by title alone. On motion of Vice Mayor Cadby, seconded by Councilman Martin, all present voting aye, Bill No. 142 was adopted as Ordinance No. 1-72. On motion of Councilman Slater, seconded by. Vice Mayor Cadby, all present voting aye, that we accept the bid of National Cash Register Company for one accounting machine, per specifications provided, in an amount not to exceed $8,197.00. On motion of Vice Mayor Cadby, seconded by :Councilman Martin, all present voting aye, that the request of the Village Treasurer dated January 10, 1972, copy of which is to be appended to the minutes of this meeting, be approved. During the discussion on this motion, the Council discussed the fact that these three items had been accomplished, and it appears to them that it was simply a misunderstanding of purchasing procedures and no intent to violate standard purchasing practices. APPROVED On motion of Vice Mayor Cadby, seconded by Councilman AWARD OF BID Rhodes, all present voting aye, that we award bid for FOR LANDSCAPING Items 1 through 13 of the bid tabulation for land- MATERIAL scaping material to Eden Landscape in an amount not to exceed $1,190.00, to be paid from the Council's Con- tingent Account No. OS-500. On motion of Vice Mayor Cadby, seconded by Councilman Martin, all present voting aye, that we award bid to Qusley Sod Company for Items 20 and 21 of -the bid tabulation, in an amount not to exceed .04 per square foot for St. Augustine grass, and an amount not to ex- ceed .035 per square foot for Argentine Bahia grass.. On motion of Vice Mayor Cadby, seconded by Councilman Slater - 3 to 2, Councilman Slater and Councilman Rhodes opposed - that we award bid for Items 22 and 23 of the bid tabulation to Enzenbacher in an amount not to exceed $596.00 for Item 22, Adonidia Palms, and an amount not to exceed $294.00 for Item 23, Adonidia Palms, plus $100.00 freight total for Items 22 and 23. ' On motion of Vice Mayor Cadby, seconded by CouncilJnan Martin, all present voting aye, that we approve the purchase of an air compressor, in an amount not to exceed $650.00, from Gondas Corporation. On motion of Vice Mayor Cadby, seconded by Councilman Martin - 4 to 1, Councilman Rhodes opposed - that we award bid to Tom Lockwood for 60 Cabbage Palms in an amount not to exceed $600.00. On motion of Vice Mayor Cadby, seconded by Councilman Martin, all present voting aye, that we approve the preferential starting times per the list submitted, copy of which will be_attached to the minutes of this meeting.
