10-07-1971 VC SP-MMINUTES OF SPECIAL MEETING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, OCTOBER 7, 1971 Present: H. Mallory Privett, Jr., Mayor ' Ronald B. Cadby, Vice-Mayor Robert W. Martin, Councilman Thomas B. Rhodes, Councilman Robert F. Slater, Councilman Herbert L. Gildan, Village Attorney Lawrence J. Robbins, Village Manager Dolores R. Walker, Village Clerk Mayor Privett called the special meeting to order at 7:09 p.m. and asked the Clerk to call the roll, all members being present except Councilman Slater.- On motion of Vice Mayor Cadby, seconded by Councilman Rhodes, all present voting aye, that we recess until Councilman Slater arrives, or until 7:15 p.m. The meeting was recessed at 7:10 p.m. The meeting was reconvened at 7:15 p.m., at which time all members were present, including Councilman Slater. ' The purpose of this special meeting was to consider possible action with regard to the suit of Bankers Life and Casualty Company vs. the Village of North Palm Beach. It was essential that the Council hold this special meeting in accordance with the, provisions of the Village Charter, as appeal time could run out prior to next Thursday evening, and it was necessary for the Council to authorize the Village Attorney to proceed with the action required to appeal the recently rendered court decision in this law suit. ROLL CALL MOTION TO RECESS MEETING RECONVENED- .PURPOSE OF SPECIAL MEETING On motion of Vice Mayor Cadby, seconded by Councilman COUNCIL DIRECTS Martin, all present voting aye, that we direct the ATTORNEY TO Village Attorney to appeal the action of the court in APPEAL COURT the case of Bankers Life and Casualty Company vs. the Village ACTION of North Palm Beach, and direct the Village,Manager and Village Treasurer to set aside an adequate amount of funds in the 1971-72 budget for this purpose. Mayor Privett gave the invocation and Vice Mayor Cadby INVOCATION led the Council and the public in the Pledge o£ Allegiance & PLEDGE to the Flag. OF ALLEGIANCE Under the Petitions and Communications portion of the PUBLIC HEARING workshop agenda, there was a public hearing on the ON VILLAGE & proposed Village budget and the proposed North Palm NFBCC PROPOSED Beach Country Club budget for fiscal year 1971-72. BUDGETS ' Through the use of a Vue-Graph machine, departmental recap information was provided on a screen for viewing b QUESTIONS POSED & ANSWERED ON y those residents in attendance. For the information PROPOSED VILLAGE of the public, Mayor Privett recapped each department BUDGET and the categories of the expenditures reflected. In all instances where questions were raised concerning the proposed Village budget, responses were; made by the Mayor, the Council, or the Village Manager. Mayor Privett then recapped the proposed North Palm Qi7ESTI0NS POSED Beach Country Club budget for the benefit of the public, & ANSWERED ON and responses to questions raised were answered by the PROPOSED NPBCC Mayor, the Council, or the Country Club Manager. BUDGET There being no further business to come before the ADJOURNMENT Council, on motion of Vice Mayor Cadby, seconded by Councilman Martin, all present voting aye, the meeting was adjourned at 11:00 p.m. ~~ Minutes recorded by: Dolores R.
