10-14-1971 VC REG-MMINUTES OF REGULAR MEETING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, OCTOBER 14, 1971 Present: H. Mallory Privett, Jr., Mayor Ronald B. Cadby, Vice Mayor Robert W. Martin, Councilman Thomas B. Rhodes, Councilman Robert F. Slater, Councilman Herbert L. Gildan, Village Attorney Lawrence J.-Robbins, Village Manager Dolores R. Walker, Village Clerk Mayor Privett called tha.R~gular Meeting to order at ROLL CALL 8:20 p.m. and asked the_Clerk to call the roll, all members being present. Councilman Rhodes gave the invocation and Councilman INVOCATION & Slater led the Council and the public in the Pledge of PLEDGE OF Allegiance to the Flag. ALLEGIANCE On motion of Vice Mayor Cadby, seconded by 'Councilman APPROVAL OF Martin, all present voting aye, the Minutes of Public MINUTES Hearing on Bill 136 held Thursday, September 23, 1971; -- the Minutes of Public Hearing on Bill 138 Held Thursday, September 23, 1971; the Minutes of Workshop Meeting held Thursday, October 7, 1971 were approved as written; and the Minutes of Regular Meeting held Thursday, September 23, 1971 and the Minutes of Special Meeting held Thurs- day, October 7, 1971 were approved as amended. On motion of Vice Mayor Cadby, seconded by Councilman ACCEPTANCE Rhodes, all present voting aye, the Minutes of Board OF MINUTES of Governors Meeting held Wednesday, August 18, 1971 and the Minutes of Beautification Committee Meeting held September 22, 1971 were accepted. On motion of Vice Mayor Cadby, seconded by Councilman RECESS Rhodes, all present voting aye, that Council recess for five minutes. The meeting was recessed at 9:26 p.m. and reconvened at 9:35 p.m. On motion of Vice Mayor Cadby, seconded by :Councilman BILL 139 Rhodes, all present voting aye, Bill No. 139 entitled: PLACED ON 2ND READING AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, LEVYING A TAX ON REAL AND PERSONAL PROPERTY LOCATED WITHIN THE CORPORATE LIMITS OF THE VILLAGE OF NORTH PALM BEACH FOR THE YEAR ENDING DECEMBER 31, 1971, FIXING THE TOTAL VALUATION THEREON AND THE TAX MILEAGE RATE THEREON FOR SAID YEAR; ADOPTING A FISCAL BUDGET FOR THE FISCAL YEAR NOVEMBER 1, 1971 ' TO OCTOBER 31, 1972, INCLUSIVE, FOR THE GENERAL GOVERNMENT AND DEBT SERVICE OF THE VILLAGE OF NORTH PALM BEACH AND FOR THE PARTICULAR USE OF THE NORTH PALM BEACH COUNTRY CLUB; APPROPRIATING. FUNDS FOR EXPEND- ITURES AND REPEALING ALL ORDINANCES IN CONFLICT WITH THIS ORDINANCE was placed on second reading and read by title alone. Minutes of Regular Meeting Held Thursday, October 14, 1971 Page 2 Vice Mayor Cadby moved that Bill No. 139 be adopted as Ordinance No. 18-71. Motion was seconded by Councilman Martin. On motion of Vice Mayor Cadby, seconded by Councilman Rhodes, all present voting aye, that Bill No. 139 be amended 'to include the property assessment figures as received from the Palm Beach County Tax Assessor as follows: Gross Assessed Valuation as Equalized - Real Property Homestead, WidowsT & Disability Exemption $12,244,500 Other Exemptions 10,598,441 Total Exemptions Net Assessed Valuation - Real Property Net Assessed Valuation as Equalized - Personal Property Total Assessed Valuation as Equalized - Real Property and Personal Property On motion of Vice Mayor Cadby, seconded by Ceuncil- man Slater, all present voting aye, that Bill No. 139 be amended by changing the millage from,8.8 mills ' to 8.7 mills throughout. On motion of Vice Mayor Cadby, seconded by Councilman Rhodes, all present voting aye, that Bill No. 139 be amended to include new Exhibits A through E as now attached rather than Exhibits A through E that were attached on first reading. ' Thereafter Council voted on the main motion which passed S - 0. Therefore, Bi11 No. 139 was adopted as amended as Ordinance No. 18-71 by unanimous vote of the Council. On motion of Vice Mayor Cadby, seconded by Councilman Rhodes, all present voting aye, Bill No. 14Q entitled AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING PORTIONS OF ORDINANCE N0. 219-70, CONCERNING DETAILED APPROPRIATIONS FOR THE FISCAL YEAR 1970-71 was placed on first reading and read in full. On motion of Vice Mayor Cadby, seconded by Councilman Martin, all present voting aye, proposed Resolution No. 26-71 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, SETTING FORTH THOSE PERSONS WHO SHALL SIGN AND COUNTERSIGN CHECKS ON ALL DEPOSITORIES OF FUNDS OF THE VILLAGE OF NORTH PALM BEACH MOTION TO ADOPT BILL 139 AS ORD. 18-71 BILL 139 AMENDED $106,721,152 22,842,941 83,578,211 5,289,600 89,167,811 BILL 139 ADOPTED AS AMENDED AS ORD. 18-71 BILL 140 PLACED ON 1ST READING RES. 26-71 ADOPTED was read in full and adopted as read as Resolution No. 26-71. Minutes of Regular Meeting Held Thursday, October 14, 1971 Page 3 On motion of Vice Mayor Cadby, seconded by; Councilman RES. 27-71 Rhodes - 4 to 1, Councilman Martin opposed - proposed ADOPTED Resolution No. 27-71 entitled: A RESOLUTION OF THE VILLAGE COUNCIL O£ NORTH PALM BEACH, FLORIDA, URGING THE ADOPTION OF JOINT RESO- LUTION 844, INTRODUCED BY CONGRESSMAN PAUL G. ROGERS IN THE U. S. HOUSE OF REPRESENTATIVES ON AUGUST 4, 1971, WHICH BILL PROPOSES AN AMENDMENT TO THE CON- STITUTION OF THE UNITED STATES THAT "NO CHILD SHALL BE DEPRIVED OF EDUCATION OR OTHERWISE BE FORCED TO ATTEND A SCHOOL NOT CHOSEN BY SUCH CHILD WHEN SUCH CHILD IS NOT IN THE SCHOOL NEAREST THE AREA OF RESIDENCE OF SUCH CHILDT'~ AND THAT ALL CONGRESSMEN AND SENATORS OF .THE UNITED STATES AND MEMBERS OF THE LEGISLATURES OF THE VARIOUS STATES SUPPORT SAID AMENDMENT was read in full and adopted as read as Resolution No. 27-71. 1 On motion of Vice. There being no further business to come before the Council, on motion of Councilman Martin, seconded by Councilman Slater, all present voting aye, the meeting was adjourned at 11:45 p.m. REDETERMINATION TO CONTINUE EX- EMPTION OF UN- EMPLOYMENT COMP.
