ACCEPTED On motion of Councilman Privett, seconded by Council- man Cadby, all present voting aye, that we award the bid for an apron mower to DeBra Turf & Equipment Company in an amount not to exceed $1,495.00, such funds to be taken from the North Palm Beach Country Club Reserve Operation Fund. On motion of Councilman Cadby, seconded by Councilman Watt, all present voting aye, the minutes of Regular Meeting of Planning and Zoning Advisory Board held February 16, 1971; the minutes of Regular Meeting of Planning and Zoning Advisory Board held March 3, 1971; and the minutes of Board of Governors Meeting held February 17, 1971 were accepted. On motion of Councilman Cadby, seconded by Councilman Privett, all present voting aye, Bill No. 102 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, SETTING FORTH CONSTRUCTION STANDARDS FOR DOCKS, PIERS AND OTHER APPROVED STRUCTURES IN THE WATERWAYS OF THE VILLAGE OF NORTH PAIM BEACH was tabled. On motion of Councilman Cadby, seconded by Councilman Privett, all present voting aye, Bill No. 116 was adopted as Ordinance No. 227-71. Councilman Privett asked the Clerk to read the letter from Jim Watson, Director of Planning, Zoning and Building, Palm Beach County, dated March 5, 1971, address- ed to Mr. Mervin McIntyre, Chairman of the Planning and Zoning Advisory Board, concerning the Villages annexa- tion of a portion of Section 4, Township 42, Range 43 and the rezoning of this property. Councilman Privett also asked the Clerk to read the letter from George M. Waters and Mary Anne Waters dated March 9, 1971, addressed to the Honorable Thomas Bell and Village Council, requesting that the ten, acres of land recently annexed into the Village of North Palm Beach be deannexed from the Village immediately. On motion of Councilman Privett, seconded by Councilman Cadby, all present voting aye, Bill No. 115 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING CHAPTER 45 OF THE VILLAGE OF NORTH PALM BEACH CODE BY CREATING A NEW ZONING DISTRICT TO BE DESIGNATED R-C-l, RESIDENTIAL- COMMERCIAL DISTRICT was abolished. On motion of Councilman Privett, seconded by Councilman Cadby, all present voting aye, Bill No. 118 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, REZONING CERTAIN PROPERTY FROM ZONING DISTRICT R-1 TO ZONING DISTRICT R-C-1 A1VD DIRECTING THE CLERK TO UPDATE THE OFFICIAL ZONING MAP 1 was abolished. O~Meilia, Director of Public Services, approached MR. O'MEILIATS the Chair and stated he would like to comment on Mr. Jim COMMENTS ON J. Watson's letter of March 5, 1971. His comments are listed WATSONTS LETTER below: OF 3/5/71 1. Mr. Watson spoke about high, low and medium density without any definition as to what he was talking about. 2. Mr. Watson complained about the Village not notifying him of the annexation or the change in zoning, and there is no requirement for the Village to do so. Mr. O'Meilia felt this was facetious because the,County is _ attempting to develop the beach area into a state __ park, which would create a lot more traffic than the ten acres in question. On motion of Councilman Cadby, seconded by Councilman Watt, RES. N0. 492-71 all present voting aye, proposed Resolution No. 492-71 ADOPTED entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, REQUESTING THE BOARD OF COUNTY -- COMMISSIONERS OF PALM BEACH COUNTY, FLORIDA, TO PAVE THAT PORTION OF ALAMANDA DRIVE WHICH LIES BETWEEN THE NORTHERN BOUNDARY OF PLAT 4, OF THE VILLAGE OF NORTH PALM BEACH AND THE NORTHERN $OUNDARY OF THE PROPERTY .OWNED BY ST. CLARETS CATHOLIC CHURCH was read in full and adopted as read as Resolution No. 492-71. On motion of Councilman Privett, seconded by Councilman RES. N0. 493-71 Cadby, all present voting aye, proposed Resolution No. ADOPTED 493-71 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, AUTHORIZING AND DIRECTING THE MAYOR AND VILLAGE CLERK TO SIGN THAT CERTAIN AGREEMENT WITH ' PALM BEACH COUNTY REGARDING MEMBERSHIP IN THE PALM BEACH COUNTY LIBRARY SYSTEM was read in full and adopted as read as Resolution No. 493-71. On motion of Councilman Privett, seconded by Council- RES. N0.494-71 man Cadby, all present voting aye, proposed Resolution ADOPTED No. 494-71 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PAIM BEACH, FLORIDA, AUTHORIZING THE MAYOR AND THE VILLAGE CLERK TO SIGN A DISCLAIMER TO A CERTAIN DRAINAGE EASEMENT LOTS 158 AND 159, ACCORDING TO. THE PLAT OF PALM BEACH LAKE WORTH ESTATES AS RECORDED IN PLAT BOOK 125, AT PAGE 168, RECORDS OF PALM BEACH COUNTY, FLORIDA was read in full and adopted as read as Resolution No. 494-71. Village Manager gave Council an oral report on the MGR.~S REPORT meeting he had attended earlier this evening with the ON MEETING WITH County Tax Assessor and the County Tax Collector regard- COUNTY TAX ing the fee for services rendered by the County to the ASSESSOR & COUNTY municipalities in Palm Beach County for assessing and TAX COLLECTOR collecting taxes for the municipalities. On motion of Councilman Privett, seconded by Councilman MGR. AUTHORIZED Cadby, all present voting aye, that in light of the fact TO GO OUT FOR that the three described vehicles will no longer be PUBLIC BID FOR SALE needed by the Village, the Manager be authorized to go OF 3 VILLAGE out for public bid for sale of said vehicles. VEHICLES Minutes of Regular Meeting Held Thursday, March 11, 1971 Page 4 1 I Mayor Tom Bell stated that this being his last official Council meeting, he would like to publicly express his appreciation to all of the Village staff. He said he had never had anything but the finest cooperation from everybody. He said he has apgreciated the opportunity to serve the Village for the past eight years and to serve with the past councils and the present council - that it has been a very fine experience and has been a real en- joyment to him.
