Mayor Gebbia called the meeting to order at 8:23 p.m. All members of Council were present.
All members of staff were present.
LAND DEVELOPMENT REGULATIONS FOR LIGHT INDUSTRIAL ZONING DISTRICT
Mr. Kelly summarized the history of this item, including the 2009 amendment to the Village's
Comprehensive Plan to incorporate a Light Industrial /Business land use classification, and the
adoption of Ordinance 2010 -18, which approved the voluntary annexation of seven parcels of land
and incorporated a conceptual list of uses to be included within the Light Industrial Zoning District.
Mr. Kelly noted that Ordinance 2010 -18 also stipulated that such uses "shall be incorporated into
the land development regulations" for the Light Industrial Zoning District; however, it expressly
provided the Village Council the ability to condition, limit or otherwise regulate the conceptual list
of uses and add additional uses at the time it formally adopted the land development regulations.
Mr. Kelly reported that at its December 2, 2014 meeting, the Planning Commission, sitting as the
Local Planning Agency, determined that the proposed land development regulations were consistent
with the Village Comprehensive Plan, and voted to approve the proposed regulations conditioned
upon staff allowing "food trucks" as an accessory use to any permitted use within the Light
Industrial District.
Village Planner Jodi Nentwick gave a presentation on the light industrial zoning area. Mrs. Nentwick
reported the light industrial zoning area currently comprises about seven acres, with an additional
60.19 acres in the Village's future annexation area. Mrs. Nentwick advised the area is mixture of
commercial, multi - family, and single - family properties. Mrs. Nentwick reviewed the wellfield
protection areas and noted that all permitted and accessory uses are subject to the wellfield protection
provisions of the Palm Beach County Unified Land Development Code.
Discussion took place concerning the reference to breeding and sale in the definition for the permitted
use "Kennel (Commercial)." An objection was raised to including breeding and sale as it could
conflict with the ban on puppy mills. Discussion ensued on including boarding and grooming in this
category or in the "Dog Daycare" category. Mr. Rubin will review and revise these categories.
Discussion was held regarding food trucks as a permitted use, as well as any Village regulations
concerning licenses and permits. Mrs. Nentwick advised that a food truck is permitted as an
accessory use to the primary use, and would be required to obtain a business tax receipt, including
applicable licenses. Mrs. Nentwick will review the restrictions on food trucks.

Discussion ensued concerning the permitted use of "residential substance abuse treatment." Mr. Rubin
clarified that "residential substance abuse treatment" refers to a facility with residential use and
treatment under one roof, which is different than a sober home or recovery residence.
Regarding wellfield protection requirements, Mrs. Nentwick reported that because the Village's
light industrial area is within wellfield Zones 1 and 2, businesses located in the light industrial
zoning district must obtain permits from Palm Beach County Environmental Resources Management
(ERM). Mrs. Nentwick advised that both ERM and Seacoast Utility Authority (SUA) had reviewed
the list of permitted uses. Mr. Rubin explained that SUA must work around the established and
permitted businesses in order to drill new wells.
Discussion took place concerning supplemental use regulations with regard to refrigerated trucks.
Mr. Rubin will address this issue so that it applies uniformly and not just to butcher shops.
By consensus, Council forwarded this item to the next Regular Session agenda.
VILLAGE HALL HVAC CONTROL SYSTEM
Discussion and consideration regarding the approval of a contract with Wisch & Jackson Company
of Florida, Inc. to supply an automation control system for managing the HVAC system at Village Hall.
Mr. Kelly advised that ongoing problems with the Village Hall HVAC system were ultimately
determined to be due to the electronic control system. Mr. Kelly reviewed the measures taken to
evaluate the system and obtain proposals for repair or replacement. Mr. Kelly highlighted the
advantages of using an automated building management system, and recommended purchasing the
system offered by Wisch & Jackson Company of Florida, Inc. through an existing contract with the
School District of Palm Beach County.
Public Works Director Brian Moree noted the current control system is outdated and no longer
supported by the manufacturer. Mr. Moree discussed the cost to replace the current control system.
Wisch & Jackson Company representatives responded to questions from the Council concerning
control systems.
By consensus, the Council forwarded this item to the next Regular Session agenda.
