Walker, Village Clerk Mayor Privett called the Regular Meeting to order at 8:0.0 ROLL CALL p.m. and asked the Clerk to_call the roll, all members - -- being present. Councilman Martin gave the invocation and Councilman INVOCATION & Slater led the Council and the public in the Pledge of PLEDGE OF Allegiance to the_E1ag. ALLEGIANCE - On motion of Councilman Martin, seconded by Vice Mayor MINUTES OF PUB. Cadby, all present voting aye, the minutes of Public Hear- HEARING & REG. ing held Thursday, May 27, 1971 were approved as written; MEETING OF and the minutes of Regular Meeting held Thursday, May 5/2T%71 APPROVED 27, 1971 were approved as amended. Mayor Privett referred to letter he had written Mr. MAYOR'S LETTER TO George Blanek, Chairman of-the Palm Beach County Board G. BLANCK RE of Public Instruction, dated June 9, 1971, in which he again stated the position of the Village Council with re- CHANGE IN SCHOOL BOUNDARIES ' gard to the changing of high school boundaries within our community; namely, that we are strongly opposed to any changes which would require a portion of the students __ from North Palm Beach to attend a different high school. The -- Mayor stated he had a telephone conversation with Mr. Blanek this week and that Mr. Blanck assured him that he would be contacted if anything about a change in boundaries came before the School Board. Mayor Privett advised the Council that he had attended a meeting at Palm Beach Gardens of all Mayors in this area last Tuesday evening. Several subjects were discussed, and the Mayor felt that it was a good meeting. He also felt that we should cooperate as much as possible. The next meeting of the Mayors will be held at Palm Beach Shores in about - three months. Mayor Privett referred to letter from Robert R. Sellers, Chairman of the Planning and Zoning Commission of Palm Beach Gardens, requesting the Village to send a representative to attend their workshop meeting on Tuesday, June 15, 1971, at which time a request for annexation and zoning from Mr. Luther Taylor and Mr. Francis Ryan on a ten acre parcel of ' land i.n Sec. 4-42-43 lying south of State Road 703. will be discussed. The Mayor stated that he and Vice-Mayor Cadby will attend this meeting. MEETING OF _ MAYORS LETTER FROM R, ..SELLERS, P & Z COMM. OF PBG RE ANNEX- ATION REQUEST On motion of Vice-Mayor Cadby, seconded by Councilman Mar- 5/26/71 REPORT tin, all present voting aye, the Report of Beautification OF BEAUT, COMM. Committee of May 26; 1971 was accepted. ACCEPTED Minutes of Regular Meeting Held Thursday, June 10, 1971 Page 2 Vice Mayor Cadby made the-following motion: In view of the emergency breakdown of the check valve at the country club pool, I move that we pay Farmer & Irwin Corporation $687.33 for the installation of a new check valve on the return line, The motion was seconded by Councilman ' Martin. All present voted aye; therefore, motion passed unanimously. On motion of Councilman Martin, seconded by, Councilman Rhodes, all present voting aye, consideration of Bi71 No. 121 was postponed for two weeks until the Councils Regular Meeting of June 24, 1971. On motion of Vice Mayor Cadby, seconded by Councilman Slater, all present voting aye, Bill No. 125 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING SECTION 45-17 OF THE VILLAGE OF NORTH PALM BEACH CODE BY REMOVING CERTAIN PROPERTY FROM R-1 SINGLE FAMILY DWELLING DISTRICT AND RE- CLASSIFYING SAID PROPERTY R-2 MULTIPLE FAMILY DWELLING DISTRICT; BY DIRECTING THE CLERK TO BRING THE OFFICIAL ZONING MAP UP TO DATE; BY: PROVIDING FOR THE REPEAL OF ORDINANCES OR CODE PROVISIONS IN CONFLICT HEREWITH AND FOR OTHER PURPOSES was placed on second reading and read by title only. On motion of Councilman Slater, seconded by Councilman Rhodes, all present voting aye, Bill No. 125 was adopted ' as Ordinance No. 5-71. On motion of Vice Mayor Cadby, seconded by Councilman Slater, all .present voting aye, Bill No. 127 entitled: AN ORDINANCE OF THE VILIAGE OF NORTH P1~LM BEACH, FLORIDA, AMENDING SECTION 41-13 AND REPEALING SECTION 41-13(3) OF THE VILLAGE OF NORTH PALM BEACH CODE BY PERMITTING TREES SET FORTH ON EXHIBIT 1 TO ORDINANCE N0. 207-70 TO BE PLANTED IN ANY SWALE AREA OF THE VILLAGE OF NORTH PAIM BEACH, SO LONG AS THE SAME SHALL PROVIDE A HARMONIOUS :VIEW ON SAID STREET was placed on second reading and read by title alone. On motion of Vice Mayor Cadby, seconded by Councilman Slater, all present voting aye, Bill No. 127 was adopted as Ordinance No. 6-71. On motion of Vice Mayor Cadby, seconded by Councilman Slater, all present voting aye, Bill No, 128 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, ' FLORIDA, PERMITTING A PROPERTY OWNER TO ESCROW MONEY FOR SIDEWALK IN LIEU OF CONSTRUCTING A SIDEWALK FOR ANY PORTION OP A PLOT OF LAND WHICH FRONTS UPON A DEDICATED STREET RIGHT-OF-WAY WHERE THE STREET HAS NOT YET BEEN CONSTRUCTED PAYMENT TO FARMER & IRWIN FOR CHECK VALVE AT CC-POOL CONSIDERATION OF B1ZL 121 POSTPONED B1ZL 125 - PLACED ON 2ND READING BILL 125 ADOPTED AS ORD. 5-71 BILL 127 PLACED ON 2ND READING BILL 127 -- ADOPTED AS ORD. 6-71 Blii l2s PLACED ON 2ND READING _1 was placed on second reading and read by title alone. On motion of Vice Mayor Cadby, seconded by Councilman Martin, all present voting aye, Bill No. 130 entitled: BILL 128 ADOPTED AS ORD. 7-71 BILL 130 PLACED ON 1ST READING AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING CHAPTER 10.5 OF THE VILLAGE OF NORTH PALM BEACH CODE BY LIMITING PENALTIES ON DELINQUENT COUNTRY CLUB-ACCOUNTS TO_THOSE ACCOUNTS OF TEN DOLLARS OR MORE was placed on first reading and read in full. On motion of Councilman Slater, seconded by'Vice Mayor Cadby, all present voting aye, that the agenda be modified to take up Miscellaneous Business prior to Resolutions. Vice.Mayor Cadby made the following motion: That we con- tribute $750 to the North County Drug Abuse.Program, Inc., $250 of which is to be specified for the youth recreational portion of the North County Drug Abuse Program. Vice Mayor Cadby amended his motion prior to its being seconded as follows: That we contribute $750 to the North County Drug Abuse Program,-Inc., and that a letter be sent to the North County Drug Abuse Program specifying that the donation is made contingent upon North Palm Beach residents being able to participate in the program, and requesting a statement of the purposes for which the money was used. This motion was seconded by Councilman Martin. All .present voted aye; therefore, Vice Mayor Cadby's original motion as amended passed 5 - 0. On motion of Vice Mayor Cadby, seconded by Councilman Rhodes, all present voting aye, that we donate $250 from our Special Events Account to the Animal Rescue League. On motion of Vice Mayor Cadby, seconded by Councilman Martin, all present voting aye, that we direct the Treasurer to pay Carol Brennan the sum of $11.00 from Account No. OS-500 for money paid for an abandoned bicycle which, in fact, was not abandoned-and was re- claimed by the Village. On motion of Vice Mayor Cadby, seconded by Councilman Martin, all present voting aye, proposed Resolution No. 14-71 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF;NORTH PALM BEACH, FLORIDA, AUTHORIZING AND DIRECTING THE MAYOR AND THE VILLAGE CLERK TO SIGN A CONTRACT WITH DARGEL . CONSTRUCTION CO_, INC. FOR CONSTRUCTION OF A PUBLIC WORKS BUILDING ON PROSPERITY FARMS ROAD IN THE VILLAGE OF NORTH PALM BEACH AND APPROVING CERTAIN CHANGE ORDERS THERETO AGENDA MODIFIED $750 CONTRIBU- TION TO NO. COUNTY DRUG ABIISE PROGRAM $250 DONATED TO ANIMAL _RESCUE LEAGUE REFUND TO C. BRENNAN FOR BICYCLE RE- CLAIMED BY VILLAGE RES. 14-71 ADOPTED was read in full-and adopted as read as Resolution No. 14-71. Mayor Cadby, seconded by Councilman Slater - 4 to 1, Councilman Rhodes opposed - proposed Resolution No. 15-71 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, REQUESTING THE DEPARTMENT OF TRANS- PORTATION OF THE STATE OF FLORIDA TO LOWER THE SPEED L1S1IT ON U. S. HIGHWAY #1 TO FORTY FIVE MILES PER HOUR, AND TO EXPEDITE APPROVAL OF SIGNALIZATION PERMITS was read in full and adopted as read as Resolution No. --- 15-71. Mayor Privett passed the gavel to Vice Mayor Cadby and made the following motion:. That the following be adopted as tennis court rules: 1. Courts open for play 7:00 a.m, through ll:00 p.m. 2. Tennis shoes and proper attire must be worn. TENNIS COURT - RULES _ _ 3. Limit playing time to one hour if other players-are.-.-- waiting. 4. Children under. twelve are requested to limit their play to daylight hours except when playing with an adult. 1 5. Conduct must be exemplary at all times. 6. Courts subject to being closed for_tournaments. 7. Court reservations - to be eligible to make reservations through the Recreation Department, you must be registered. Registration fees are $1.00 per person per year for residents of North Palm Beach. 8. Registration fees are $10.00 per person per year for non-residents. Non-residents must have paid this fee in order to use the courts. 9. Courts may be reserved 24 hours isi advance. 10, Court reservations 5:00 p.m. to 11:00 p.m. only. ll. Rules 7 through 10 shall apply to the four north - courts only. 1 The motion was seconded by Councilman Martin. The motion - passed 4 to 1, Vice Mayor Cadby opposed. Vice.
