08-27-2015 VC WS-MMINUTES OF THE WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA AUGUST 27, 2015 i Present: Robert A. Gebbia, Mayor David B. Norris, Vice Mayor Darryl C. Aubrey, Sc.D., Councilmember Mark Mullinix, Councilmember James P. Kelly, Village Manager Len Rubin, Village Attorney Melissa Teal, Village Clerk Absent: ROLL CALL Doug Bush, President Pro Tem Mayor Gebbia called the meeting to order at 8:32 p.m. All members of Council were present, except President Pro Tem Bush, who was out of town. All members of staff were present. WATER CLUB PHASE II SMALL -SCALE COMPREHENSIVE PLAN AMENDMENT Mr. Kelly reported on an application from Domani Development, LLC, for a proposed small - scale land use amendment to the Village's Comprehensive Plan for the property adjacent to the southern boundary of the Water Club condominium project. Mr. Kelly stated the applicant is seeking to change the land use classification for this 1.26 acre property from Commercial to High Density Residential to replace the current professional office building with a multi - family residential structure to be incorporated into the existing Water Club project. John Grimaldi of Kolter Properties, representing the applicant, Domani Development, LLC, gave a presentation on the land use amendment for Water Club Phase II. During discussion, Mr. Grimaldi stated the existing office building would be demolished and replaced with a 16 -story building containing 30 residential units. By consensus of the Council, this item was forwarded to the next Regular Session agenda. REZONING APPLICATION Mr. Kelly reported on an application from Wild Papaya Nursery & Garden Center, Inc., to rezone approximately 2.0 acres of land located north of Northlake Boulevard and west of the Florida East Coast railway right -of -way from Palm Beach County Commercial General and Palm Beach County Multi- Family Medium Density zoning districts to the North Palm Beach Light Industrial zoning district. Mr. Kelly advised that the request is consistent with the current land use and the proposed nursery use is a permitted use within the I -L Light Industrial zoning district. Josh Nichols, Senior Planner with Jon E. Schmidt and Associates, representing Wild Papaya Nursery, gave a presentation on the rezoning application. By consensus of the Council, this item was forwarded to the next Regular Session agenda.
