04-08-1971 VC REG-MMINUTES OF REGULAR MEETING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, APRIL 8, 1971 Present: H. Mallory Privett, Jr., Mayor Ronald B. Cadby, Vice-Mayor Robert W. Martin, Councilman Thomas B. Rhodes, Councilman Robert F. Slater, Councilman Lawrence J. Robbins, Village Manager John D. Hayes, Country Club Manager Herbert L. Gildan, Village Attorney Dolores R. Walker, Village Clerk Mayor Privett called the regular meeting to order at ROLL CALL 8:00 p.m. and asked the Clerk to call the roll, all members being present except Councilman Slater, who arrived at 8:18 p.m. - Councilman Rhodes gave the invocation and Vice-Mayor INVOCATION & Cadby led the Council and the public in the Pledge of PLEDGE OP Allegiance to the Flag. ALLEGIANCE On motion of Vice-Mayor Cadby, seconded by Councilman AGENDA FOLLOWED Rhodes, all present voting aye, that we follow the AS PROPOSED IN agenda as proposed in Bill No. 119 rather than the BILL 119 agenda now required by the Code. On motion of Vice-Mayor Cadby, seconded by Councilman 3/25/71 MINUTES Martin, all present voting aye, the minutes of regular APPROVED_A5 ' meeting held Thursday, March 25, 1971 were approved AMENDED as amended. Mayor Privett stated that he and Councilman Martin OPENING OF were at J. M. Fields for the opening of the Freedom FREEDOM VAN Van. He said that it appeared to be a very fine ATTENDED BY project. The van will be at Fields until 9:00 p.m. MAYOR PRIVETT this evening and then will be moving to Riviera Beach & COiNCILMAN and further south. MARTIN Mayor Privett referred to the schedule of meetings SCHEDULE OF of the Council with Village Officers and Department MEETINGS OF Heads, per his letter to the Council dated April 8, COUNCIZ, VILLAGE 1971. At these meetings the appropriate people will OFFICERS & discuss their function in the operation of .the Village DEPT. HEADS with the Council. Mayor Privett felt that this would __ _ result in a more informed Council and would help the Council in making decisions which concern these Village functions. ACCEPTED Vice-Mayor Cadby reported on the Village Golf Tourna- VICE-MAYOR ment which will be held April 17 and 18. He stated 50 REPORTS ON posters have been placed throughout the Village; the VILLAGE GOLF necessary trophies have been ordered; that there will TOURNAMENT be 20 door prizes, and that additional golf carts will be provided by Pargo. There will be a shotgun start at 8:30 a.m. on both the 17th and 18th. Mr. Hayes advised the Council -that at the special meeting of the North Palm Beach Country Club held April 7, 1971 the following persons were elected to the Board of Governors by the country club membership: Robert Geraghty - 2 year term William Greeley - 2 year term Henry Shepherd - 1 year term On motion of Councilman Slater, seconded by Vice-Mayor Cadby, all present voting aye, Bill No. 119 entitled:. AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING SECTION 2-17 OF THE VILLAGE OF NORTH PALM BEACH CODE BY CHANGING THE ORDER OF BUSINESS TO BE FOLLOWED AT MEETINGS OF THE VILLAGE COUNCIL was placed on second reading and read by title alone. On motion of Vice-Mayor Cadby, seconded by Councilman Martin, all present voting aye, Bill No. 119 was adopted as Ordinance No. 229-71. On motion of Vice-Mayor Cadby, seconded by Councilman Slater - 3 to 2, Vice-Mayor Cadby, Councilman Slater and Councilman Rhodes for - Mayor Privett and Council- man Martin against - Bill No. 120 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING CHAPTER 45 OF THE VILLAGE OF NORTH PALM BEACH CODE BY SETTING FORTH REGULATIONS CONCERNING THE HEIGHT AND LOCATION OF FENCES AND WALLS IN THE VILLAGE was placed on first reading and read in full. There will be a public hearing on Bill No. 120, May 6, 1971 at 7:30 p.m, in the Village Hall. Vice-Mayor Cadl~y made a motion that Bill No. 122 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, DEANNEXING CERTAIN PROPERTY FROM THE BOUNDARIES OF THE VILLAGE OF NORTH PALM BEACH be placed on second reading and read by title only. The motion was seconded by Councilman Martin. The motion passed 4 - 0. Councilman Slater disqualified himself and abstained from voting according to the provisions of the Charter since if may affect his financial interests. Bill No. 122 was then read by title only. On motion of Councilman Martin, seconded by Council- man Rhodes, all present voting aye, proposed Resolution No. 498-71 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, AUTHORIZING AND DIRECTING THE MAYOR AND VILLAGE CLERK TO EXECUTE AN AGREEMENT BETWEEN THE VILLAGE OF NORTH PALM BEACH AND DAVID L. REID, PALM BEACH COUNTY TAX ASSESSOR, AND C. E. McGEHEE, PALM BEACH COUNTY TAX COLLECTOR, FOR THE ASSESSMENT AND COLLECTION OF MUNICIPAL PROPERTY TAXES IN 1971 was read in full and adopted as read as Resolution No. 498-71. On motion of Councilman Rhodes, seconded by Councilman Slater, all present voting aye, proposed Resolution No. 499-71 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OE NORTH PALM BEACH, FLORIDA, URGING AND PETITIONING THE LEGISLATURE OF THE STATE OF FLORIDA TO REPEAL OR AMEND CHAPTER 69-54, LAWS OF THE STATE OF FLORIDA, WHICH IS AN ACT RELATING TO THE ASSESSMENT, EQUALIZATION AND COLLECTION OF AD VALOREM TAXES BY MUNICIPALITIES; PROVIDING FOR THE ASSESSMENT AND COLLECTION OE ALL AD VALOREM TAXES LEVIED BY 1PiONTCSPALITIES TO BE ASSESSED BY THE COUNTY TAX ASSESSOR AND COLLECTED BY THE COUNTY TAX COLLECTOR OF THE COUNTY IN WHICH THE MUNICIPALITIES ARE LOCATED was read in full and adopted as read as Rescel.ution.No. 499-71. On motion of Vice-Mayor Cadby, seconded by Councilman Slater, all present voting aye, proposed Resolution No. 500-71 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, REAFFIRMING TO THE BOARD OF COUNTY COMMISSIONERS OF PALM BEACH COUNTY AND-ALL OTHERS INVOLVED WITH SECURING OCEANFRONT LAND FOR PUBLIC BEACHES THAT THE VILLAGE OF NORTH PALM BEACH STRONGLY SUPPORTS THE LOCATION OF A PUBLIC BEACH WITHIN THE CORPORATE LIMITS OE THE VILLAGE OF NORTH PAIM BEACH was read in full and adopted as read as Resolution No. 500-71, On motion of Rhodes, all starting wit: that they be suffix of th the numbers new year.
