04-22-1971 VC REG-MMINUTES OF REGULAR MEETING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, APRIL 22, 1971 Present: H. Mallory Privett, Jr., Mayor Ronald B. Cadby, Vice Mayor Robert W. Martin, Councilman Thomas B. Rhodes, Councilman Robert F. Slater, Councilman Lawrence J. Robbins, Village Manager Herbert L. Gildan, Village Attorney • Frances A. Fox, Village Treasurer Dolores R. Walker, Village Clerk Mayor Privett Balled the Regular Meeting to order at 8:OS:p.m. and asked the Clerk_ to call the roll, all members being-present. Councilman Martin gave the invocation and Councilman Slater led the Council and the public in the Pledge of _- Allegiance to the Flag. - On motion of Vice-Mayor Cadby, seconded by Councilman Rhodes, all present voting aye, the minutes of Regular Meeting held Thursday, April 8, 1971, and the minutes of Public Hearing held Thursday, April 15, 1971 were approved as written. Mayor Privett advised the Council that he had met with Mr. Robbins recently to review what had beer-done on Civic Day in the past. This is the day when students of local schools take over the Village for that day. Arrangements with the schools are being made for Civic Day, which will be held this year on May 7. Mayor Privett referred to his letter to Mr. Wingard, Manager of Pix Shoe Store, asking him to do something about the signs he puts in the windows. The Mayor advised the Council that Mr. Wingard had contacted him, stating that he understood the problem and had eliminated half the signs they normally have in the store. Mr. Wingard advised Mayor Privett that he would cooperate in every manner and the Mayor was very pleased with Mr. Wingardts comments. On motion of Councilman Martin, seconded by.Councilman Rhodes, all present voting aye,-the minutes of North Palm Beach Library Board meeting held PYarch 31, 1971; the minutes of Recreation Advisory Board meeting held April 13, 1971; the minutes of Board of Governors meeting held March 17, 1971; the minutes of Special Meeting of the North Palm Beach. Country Club held April 7, 1971; and the minutes of Special Meeting of the Planning and Zoning Advisory Board held.Apri1 15, 1971 were accepted. Mr. Peter L. McCranels, Coordinator of the Link Foundation, appeared before the Council and gave a lengthy dissertation on this organization which deals with those addicted to drugs, especially hard core drug addicts. Mr. McCranels invited the Council to visit their facility on Congress Avenue. ROLL CALL INVOCATION & PLEDGE OF ALLEGIANCE 4/8/71 MINUTES OF' REG. OF PIX SHOE STORE ACCEPTANCE OF MINUTES OF MEETINGS OF VARIOUS VILLAGE BOARDS REQUEST FOR CONTRIBUTION TO LINK FOUNDATION The prime purpose of Mr. McCranels appearance before Minutes of Regular Meeting Held Thursday, April 22, 1971 Page 2 the Council was to solicit a $500 contribution from the Village for the Link Foundation. The Council £elt they did not want to make this contribution until they further investigated this organization. __ On motion of Vice-Mayor Cadby, seconded by Councilman Slater, all present voting aye, that we do indeed pledge $500 to the Link Foundation contingent upon our investigation between now and the next meeting. On motion of Vice-Mayor Cadby, seconded by. ACCEPTED On motion of Vice-Mayor Cadby, seconded by ,Councilman BILL 123 Slater, all present voting aye, Bill Nm. 123 entitled: PLACED ON 2ND READING AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING SECTION 45-17 "OF THE VILLAGE CODE BY REMOVING CERTAIN PROPERTY FROM R-1 SINGLE FAMILY DWELLING DISTRICT AND RECLASSIFYING SAID PROPERTY AS R-2 MULTIPLE FAMILY DWELLING DISTRICT; BY DIRECTING THE CLERK TO BRING THE _ OFFICIAL ZONING MAP UP TO DATE; BY PROVIDING FOR THE REPEAL OF ORDINANCES OR CODE PROVISIONS IN CONFLICT HEREWITH AND FOR OTHER PURPOSES was placed on second reading and read by title alone. On motion of Councilman Martin, seconded by Vice- Mayor Cadby, all present voting aye, Bill No. 123 was adopted as Ordinance No. 1-71. On motion of Councilman Slater, seconded by Councilman Rhodes, all present voting aye, that we postpone con- sideration of Bill No. 124 until after the Resolution portion of the agenda. Minutes of Regular Meeting Held Thursday, April 22, 1971 Page 3 There will be a public hearing on Bill No. 125, May 27, 1971 at 7:30 p.m. in the Village Hall. - On motion of Vice-Mayor Cadby, seconded by Councilman RES. 2-71 Martin, all present voting aye, proposed Resolution ADOPTED No. 2-71 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, REQUESTING THE BOARD OF COUNTY _ __ COMMISSIONERS OF PALM BEACH COUNTY TO ERECT FENCING ON-THE BRIDGE OVER THE EARMAN RIVER ON PROSPERITY FARMS ROAD TO SAFEGUARD PEDESTRIANS CROSSING SAID- _ BRIDGE IN VIEW OF THE DIRE EMERGENCY AND DANGER AT THAT LOCATION was adopted as read as Resolution No. 2-71, with the amendment changing the five foot fence to £our foot fence. On motion of Vice-Mayor Cadby, seconded by Councilman MANAGER AUTH- Martin, all present voting aye, that we authorize the ORIZED TO Village Manager to spend up to $850.00 out of the. SPEND $850_ Contingency Fund for the installation of a, fence on the TO ERECT Prosperity Farms Road bridge across the Earman River FENCE, IF in the event that the County Commission does not take NECESSARY the action requested of them in our Resolution No. 2-71, within one week. On motion of Councilman-Martin, seconded by Councilman -NAMES PLACED Rhodes, all present voting aye, the names of Dr. W. R. ON PROPOSED McIlvaine and Scott E, Hood were placed on proposed RES. 3-71 Resolution No. 3-71. On motion of Counci7.man Rhodes, seconded by Councilman RES. 3-71 Martin, all present voting aye, proposed Resolution ADOPTED No. 3-71 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, APPOINTING MEMBERS TO THE NORTH PALM BEACH COUNTRY CLUB BOARD OF GOVERNORS AND SETTING FORTH THE TERMS OF OFFICE OF SUCH MEMBERS was read in full and adopted as read as Resolution No. --- 3-71. On motion of Vice-Mayor Cadby, seconded by Councilman- NAMES PLACED Martin - 4 to 1, Councilman Slater opposed - the names ON PROPOSED of Alvin C. Moore, Walter L. Huckeba and Mervin H. RES. 4-71 McIntyre for a two-year term, and the name of Mrs. A. J. Venzara for a one year term, were placed on proposed Resolution No. 4-71. On motion of Vice-Mayor Cadby, seconded by Councilman RES. 4-71 Rhodes - 4 to 1, Councilman Slater opposed - proposed ADOPTED Resolution No. 4-71 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PAID BEACH, FLORIDA, APPOINTING MEMBERS TO THE PLANNING AND ZONING ADVISORY BOARD OF THE VILLAGE OF NORTH PALM BEACH was read in full and adopted as read as Resolution No. 4-71. On motion of Councilman Rhodes, seconded by Councilman RES. 5-71 Martin, all present voting aye, proposed Resolution ADOPTED No. 5-71 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, APPOINTING MEMBERS TO THE VILLAGE RECREATION ADVISORY BOARD was read in full and adopted as read as Resolution No. 5-71. On motion of Councilman Rhodes, seconded by Vice-Mayor NAMES PLACED Cadby, all present voting aye, the names of George ON PROPOSED H. Meyer, Ole Nissen and Howard Campbell were placed RES. 6-71 on proposed Resolution No. 6-71. On motion of Councilman Rhodes, seconded by Councilman RES. 6-71 Martin, all present voting aye, proposed Resolution_No. ADOPTED 6-71 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, APPOINTING MEMBERS TO THE ' LIBRARY BOARD OF THE VILLAGE OF NORTH PALM BEACH was read in full and adopted as read as Resolution No. 6-71. On motion of Councilman Martin, seconded by Councilman Slater, all present voting aye, the names of Martin Plenge, Reginald Campbell and Archie Matthews were placed on proposed Resolution No. 7-71. On motion of Councilman Martin, seconded by Councilman Slater, all present voting aye, proposed Resolution No. 7-71 entitled: NAMES PLACED ON PROPOSED RES. 7-71 RES. 7-71 ADOPTED A RESOLUTION OF THE VILLAGE COIINCIL OF NORTH PALM BEACH, FLORIDA, APPOINTING MEMBERS TO THE VILLAGE BEAUTIFICATION COMMITTEE was read in full and adopted as read as Resolution No. 7-71. On motion of Vice-Mayor Cadby, seconded by Councilman BILL 124 Rhodes - 4 to 1, Councilman Martin opposed - Bill FLACED_ON No. 124 entitled: 1ST READING AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, - _ FLORIDA, SETTING FORTH CONSTRUCTION STANDARDS FOR DOCKS, PIERS AND OTHER APPROVED STRUCTURES IN TH€ WATERWAYS OF THE VILLAGE OF NORTH PALM BEACH was placed on first reading and read in full.
