Thomas F. Lewis, Mayor Thomas R. Bell, Vice-Mayor Ronald B. Cadby, Councilman H. Mallory Privett, Jr., Councilman Herbert A. Watt, Councilman Herbert L. Gildan, Village Attorney Lawrence J. Robbins, Village Manager Dolores R. Walker, Village Clerk the Regular Meeting to .order at 8:03 Clerk to call the roll,: all members Vice-Mayor Be11 gave the invocation, and Councilman Watt led the Council and the public in the Pledge of Allegiance to the Flag. On motion of Vice-Mayor Bell, seconded by Councilman Watt, all present voting aye, the minutes of Tax Equalizing Board Meeting held Thursday, September 17, 1970; and the minutes of Regular Meeting held Thursday, September 24, 1970 were approved as written. Mayor Lewis referred to letter he had received from Jack Dean, County Administrator, dated September 30, 1970, advising of the Palm Beach County CommissionTs efforts in trying to establish a motor vehicle in- spection station in the north end of the county. Mayor Lewis referred to letter from Mary Veckman, 713 Lakeside Drive, dated October 1, 1970,-thanking our Public Safety Department for keeping an eye on their home while they were away. ROLI. MEETING APPROVED LETTER FROM JACK DEAN RE VEHICLE IN- SPECTION STATION LETTER OF THANKS TO PUBLIC SAFE- TY DEPT. FROM M. VECKMAN Mayor Lewis referred to letter from Mr. R. P. Skully, LETTER FROM Area Manager of the Miami Area Office of the FAA, dated FAA RE LOW October 2, 1970, advising that they are conducting an FLYING AIR- investigation into the incident of the low flying CRAFT military aircraft that buzzed the Village. on Tuesday, September 1, 1970. Mayor Lewis advised the Council that the police and firemen's barbecue would be held on Sunday, November 15, and appointed a committee comprised of Vice-Mayor Bell, Councilman Cadby, Village Manager Robbins and Public Safety Director Kohl to set up the barbecue and make. arrangements for a suitable location. On motion of Councilman Cadby, seconded by Councilman Privett, all present voting aye, the minutes of Board of Governors meeting held Wednesday, September 16, 1970 were accepted. MEETING ACCEPTED Minutes of Regular Meeting Held Thursday, Oct. 8, 1970 Page 2 On motion of Councilman Watt, seconded by Vice-Mayor BILL 104 Bell, all present voting aye, Bill No. 104 entitled: PLACED ON 1ST READING AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, & READ IN FULL FLORIDA, AMENDING PORTIONS OF ORDINANCE N0. 197-69, CONCERNING DETAILED APPROPRIATIONS FOR THE FISCAL YEAR 1969-70 was placed on first reading and read in full. Mayor Lewis passed the gavel to Vice-Mayox Be11 and left the meeting at 8:25 p.m. On motion of Councilman Privett, seconded by Council- RES. NO. man Cadby, all present voting aye, proposed Resolution 467-70 No. 467-70 entitled: ADOPTED A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH -- PALM BEACH, FLORIDA, AUTHORIZING THE MAYOR AND VILLAGE CLERK TO SIGN A LEASE AGREEMENT WITH PARGO, INC. FOR THE USE OF GOLF CARTS' BY THE NORTH PALM BEACH COUNTRY CLUB was read in full and adopted as read as Resolution No. 467-70. On motion of Councilman Privett, seconded by Council- RES, N0. ' man Cadby, all present voting aye, proposed Resolution ~}68-70 - No. X468-70 entitled: ADOPTED A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM _ BEACH, FLORIDA, SETTING FORTH THOSE PERSONS WHO _ SHALL SIGN AND COUNTERSIGN CHECKS ON ALL DEPOSITORIES - _ OF FUNDS OF THE VILLAGE OF NORTH PALM BEACH was read in full and adopted as read as Resolution No. X468-70. Mayor Lewis returned to the meeting at 8:40 p.m., at -.. which time Vice-Mayor Bell returned the gavel to Mayor Lewis. Mr. Sam Hayes, Country Club Manager, gave Council a REPORT OF report on what has transpired at the Club since his CC MANAGER - appointment as Manager. Village Manager read highlights of Report from Direct- REPORT FROM or of Public Safety for September 1970. DIR. OF PUBLIC SAFETY FOR SEPT. Village Manager advised Council that Mr. Nidy is a1- REPORT FROM MGR. most finished with the shuffleboard courts, and that ON SHUFFLEBOARD ' next week we will commence-with the balance of work COURTS AT SR. that is to be done on the complex. CITIZENS COMPLEX On motion of Councilman Privett, seconded by Council- RULES & REGU- man Cadby, all present voting aye, that the Council CATIONS FOR request the Board of Governors of the North Palm Beach NPBCC TO BE Country Club to prepare a complete written document ~ PREPARED BY covering rules and regulations for the North Palm Beach BD. OF GOV. Country Club, and submit same to the Council by the end of January 1971 for adoption by resolution.
