03-02-1970 VC PH2-MMINUTES OF PUBLIC HEARING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD MONDAY, MARCH 2, 1970 Present: Thomas F. Lewis, Mayor Thomas R. Bell, Vice-Mayor Allan V. Everard, Councilman H. Mallory Privett, Jr., Councilman Herbert A. Watt, Councilman Herbert L. Gildan, Village Attorney Lawrence J. Robbins, Village Manaffer Dolores R. Walker, Village Clerk Mayor Lewis called the public hearing to order at 8:47 p.m. and asked the Clerk to call the roll, all members being present. Clerk read legal notice of public hearing which was published in the Palm Beach Post on February 15, 1970 and posted as required by Village Charter. Clerk read Bill No. 88 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING ORDINANCE N0. 20,'AS HERETO- FORE AMENDED, THE SAME BEING THE COMPREHENSIVE ZONING ORDINANCE OF SAID VILLAGE, BY RESTRICTING THE HEIGHTS OF BUILDINGS LOCATED WITHIN 500 FEET OF AN R-1, SINGLE FAMILY DWELLING DISTRICT, TO NOT MORE THAN FOUR STORIES OR SIXTY FEET IN HEIGHT in total. Mayor Lewis stated that the purpose of the public hearing was to hear the pros and cons from the people concerning this bill. Mr. Clair Andersen, representing 0. P. Corporation, Bankers Life and Casualty Company and Royal American Realty, Inc. was opposed to the passage of this pro- posed ordinance. Those who spoke in favor. of the proposed ordinance were: Ron Cadby 629 Kingfish Road W. C. Page 2 ~' 1 1 Following are varionns comments made by persons relative to this proposed ordinance: Bob Winship, 1029 Country Club Drive -Stated we can have skyscrapers and condominiums taking over section we thought was R-1. Asked if present sewer facilities, present fire equipment and schools can handle high rise complexes. Also asked if the Village can go from 18,000 to 25,000 or 30,OOQ. He stated he does not know the answers to these questions and doesn't think anyone else does either. Jim Collins, 729 Teal Way - Stated the ordinance as read leaves something to be desired in that the 500 ft. figure and elevation figure probably is not ample for buffer zone. Feels more study should be_ given to this proposed ordinance. Mike Diver, 708 Teal Way- Stated he circulated the petition asking for 500 ft. lim3ation of entire Village, and stated that this petition was not meant as a stopgap measure. Fred Smith, 908 Shore Road - Stated he would be concerned as to what would happen beyond this height limitation. Would recommend that this proposed ordinance be changed to continue this on a pyramid basis. VARIOUS COMMENTS OF PERSONS RE BShL N0. 88 Don Connell, 917 Westwind Drive - Stated he would like to see the total height within the Village limited to four stories - not just within 500 ft. of an R-1, single family dwelling. Bob Slater, 782 Lakeside Drive - Stated he would oppose any measure that limited all buildings within the Village to four stories in height. He said there would be nothing wrong with a 20, 25 or 30 ft. building-along the ocean- front. He asked the Council to please not make it a general rule for a four story height limitation through- out the Village. There being no further business to come before the Council at this public hearing, on motion of Councilman Watt, seconded by Vice-Mayor Bell, all present voting aye, the public hearing was adjourned at_9;10 p.m: Minutes recorded by: Dolores R.
