03-26-1970 VC REG-MMINUTES OF REGULAR MEETING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, MARCH 26, 1970 1 Present: Thomas F. Lewis, Mayor Thomas R. Bell, Vice-Mayor Ronald B. Cadby;-Councilman H. Mallory Privett, Jr., Councilman Herbert A. Watt, Councilman Herbert L. Gildan, Village Attorney Lawrence J. Robbins, Village Manager Dolores R. Walker, Village Clerk - Mayor Lewis called the Regular Meeting to order at ROLL-CALL 8:15 p.m. and asked the Clerk to call the roll, all members being present. Vice-Mayor Be11 led the Council and the public in the PLEDGE QF Pledge of Allegiance to the Flag. ALLEGIANCE Mayor Lewis introduced newly elecited Councilman, Ronald B. Cadby, to the public. On motion of Vice-Mayor Bell, seconded by Councilman Watt, all present voting aye, the minutes of Regular Meeting held March 12, 1970 were approved as written; the minutes of Special Meeting held March 18, 1970 were approved as written; the minutes of Special Emergency Meeting held March 19, 1970 were approved as read; and the minutes of Special Meeting held March 24, 1970 were approved as written. Council then proceeded with its organization in accor- dance with Article III, Section 6, of the Village Charter. Councilman Watt nominated Thomas F. Lewis for Mayor. There being no further nominations for Mayor, on motion of Vice-Mayor Bell, seconded by Councilman Cadby, all present voting aye, that nominations for Mayor be closed. Councilman Watt nominated Thomas R. Bell for Vice- Mayor. There being no further nominations, for Vice- Mayor, on motion of Councilman Cadby, seconded by Councilman Watt, all present voting aye, that nomi- nations for Vice-Mayor be closed. Vice-Mayor Bell nominated Herbert A. Watt for President Pro Tem. There being no further nomina- tions for President Pro Tem, on motion of Vice-Mayor Be11, seconded by Councilman Cadby, all present voting aye, that nominations for President_ Pro Tem be closed. On motion of Councilman Privett, seconded by Council- man Watt, all present voting aye, that Clerk be in- structed to enter on proposed .Resolution No. 444-70 the names of those persons nominated as Mayor, Vice- Mayor and President Pro Tem, of the Village Council. N0. man Cadby, all present voting aye, proposed Resolution 444-70 No. 444-70 entitled: ADOPTED A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH 1 PALM BEACH, FLORIDA, APPOINTING CERTAIN OFFICERS FOR SUCH VILLAGE was read in full and adopted as read as Resolution No. 444-70. Mayer Lewis thanked the Council very much for their MAYOR THANKS confidence, and said that to serve the people of the COUNCIL Village of North Palm Beach is an honor. He stated that you do not serve the people by just sitting on the Council - that the greatest reward is actually seeing things happening. He said that it is a feeling- of personal responsibility to see that things progress in the right manner. He said he is sure that he and anyrrmember of the Council is available to the citizens- most any time to work out Village problems,. Vice-Mayor Bell said he would like to reiterate what VICE-MAYOR Mayor Lewis said, with a personal "thank you" to the THANKS COUNCIL members of the Council. He stated it is always a privilege and an honor to be voted by your fellow Councilmen to the position of either Mayor or Vice- Mayor, and that he would like to offer his personal thanks to the Council for their confidence. Village-Clerk administered oath to faithfully and im- partially execute the duties of office, as required by Article III, Section 8 of the Village Charter, to Mayor Lewis, Vice-Mayor Bell, and President Pro Tem Watt. These oaths shall be spread upon the minutes of the Council. Mayor Lewis read proclamation on Village Beauti- fication Period - March 30 through April 12, 1970'_ Mayor Lewis stated that at the Council's workshop meeting of April 16, he and the Village Manager would like to give a presentation to the Council on the CDAP program. This entails essentially setting up a program that would involve as many as eighty-four citizens on various committees, chaired by an executive committee, to report back to the Council. This would take about ten to twelve months for com- pletion. It is a program budget for the next ten years for the community. The minutes of Regular Meeting of the Planning and Zoning Advisory Board held March 4, 1970 were tabled until Council's April 2 workshop meeting. ' On motion of Councilman Privett, seconded by Vice- Maycr Bell, all present voting aye, the minutes of Board of Governors meeting held February 18, 1970 were accepted by Council. On motion of Vice-Mayor Bell, seconded by Councilman Cadby, all present voting aye, that Mr. F.. W. Speaker's resignation from the Planning and Zoning Advisory Board be accepted. Village Manager read highlights of financial statements for the Village and for the North Palm Beach Country Club for period ending February 28, 1970. These financial statements were tabled until Council`s Regular Meeting of April 9, 1970. Mayor Lewis passed the gavel to President Pro Tem, Herbert A. Watt, and moved that the following appointive positions in the Village of North Palm Beach be re- affirmed: Lawrence J. Robbins, Village Manager Dolores R. Walker, Village Clerk Herbert L. Gildan, Village Attorney Thomas Yaeger, Village Prosecutor Howard Harrison, Village Judge Charles Wilson, Judge ad Litem George Baldwin, Judge ad Litem Lloyd Herold, Judge ad Litem James Morrison, Judge ad Litem Frances A. Fox, Village.,Treasurer, Tax Assessor and Tax Collector Howard Searcy, Village Engineer Callaway, Carpenter & May, Village Auditors and all boards and committees in the Village appointed by the Council which are not directly under the dis- cretion of the Village Manager_ This motion was seconded by Councilman Privett. All present voted aye; therefore, motion passed unanimously. The President Pro Tem returned the gavel to Mayor -- Lewis. Councilman Cadby was appointed as Village Civil Defense Director and as the Village's representative for the Governors Safety Coordinating Council. On motion of Councilman Privett, seconded by Council- man Watt, all present voting aye, that we transfer $3,400 from Account No. 04-401, and $3,800 from Account No. 04-402 of the North Palm Beach Country Club budget to the Reserve Operation Fund of the North Palm Beach Country Club.
