07-09-1970 VC REG-M MINUTES OF REGULAR MEETING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, JULY 9, 1970 Present: Thomas F. Lewis, Mayor. Thomas R. Be11, Vice-Mayor Ronald B. Cadby, Councilman Herbert L. Gildan, Village Attorney Lawrence J. Robbins, Village Manager Dolores R. Walker; Village Clerk Absent: H. Mallory Privett, Jr., Councilman Herbert A. Watt, Councilman Mayor Lewis called the Regular Meeting to order at 8:03 p.m. ROLL-CALL and asked the Clerk to call the roll, all members being present except Councilman Privett and Councilman Watt. Vice-Mayor Bell led the Council and th_e public in the PLEDGE OF pledge of allegiance to the flag. ALLEGIANCE On motion of Councilman Cadby, seconded by Vice-Mayor 6/25/70 Be11, all present voting aye, the minutes of Regular MINUTES Meeting held Thursday, June 25, 1970 were approved as APPROVED AS corrected. CORRECTED On motion of Councilman Cadby, seconded by Vice-Mayor 6/10/i0 Be11, all present voting aye, the minutes of Planning MINUTES OF P and Zoning Advisory Board meeting held Wednesday, June & Z AD. BD. 10, 1970 were accepted. MEETING _ ACCEPTED On motion of Councilman Cadby, seconded by Vice-Mayor BILL N0. 94 Bell, all present voting aye, Bi11 No. 94 entitled: PLACED ON 1ST READING & READ AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, _ IN FULL FLORIDA, LICENSING AND REGULATING THE OPERATION OF BOATS; PROVIDING FOR THE SAFETY AND COMFORT OF - T T - - PERSONS USING WATERWAYS; REQUIRING CLEANLINESS AT _ DOCKS; AND PRESCRIBING PENALTIES FOR THE VIOLATION OF ITS PROVISIONS was placed on first reading and read in full. On motion of Councilman Cadby, seconded by Vice-Mayor BILL N0. 95 -- Bell, all present voting aye, Bill No. 95 entitled: PLACED_ON 2ND READING & READ AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, BY TITLE ONLY FLORIDA, AMENDING ORDINANCE NO. 206-70 BY AMENDING THE REQUIREMENTS FOR THE REGISTRATION AND INOCULA- _ _- TION OF DOGS AND CATS WITHIN THE VILLAGE was placed on second reading and read by title only. On motion of Councilman Cadby, seconded by Vice-Mayor Bell, all present voting aye, Bi11 No. 95 was adopted as Ordinance No. 210-70. On motion of Councilman Cadby, seconded by Vice-Mayor Bell, all present voting-aye, proposed Resolution No. 461-70 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, ACCEPTING A TWENTY-FOOT ALLEY FROM THE SOUTHLAND CORPORATION IN MARINA ADDITION TO THE VILLAGE OF NORTH PALM BEACH, FLORIDA BILL N0. 95 ADOPTED AS ORD. N0. 210-70 RES. NO. 461-70 ADOPTED - _~ was read in full and adopted as read as Resolution No. ~F61-70. REPORT FOR --- JUNE 1970 On motion of Councilman Cadby, seconded by Vice-Mayor $300 CON- Bell, all present voting aye, that we expend $300.00 TRIBU TION FOR -- from Account No. 16-236 for a contribution to the _ FIREWORKS DIS- -- Riviera Beach-Lake Park Jaycees for fireworks display. PLAY The Clerk was instructed by the Council to enter into NUMBER OF SIG- the minutes of this meeting that the total number of NATURES ON signatures on the Petition submitted to the Council by PETITION SUB- Mr. Donald R. Mattson is 1,415. MITTED BY D. R. MATTSON On motion of Vice-Mayor Be11, seconded by Councilman BIDS AWARDED Cadby, all present voting aye, that we award, contingent FOR TENNIS upon $6500.00 contribution, grading and paving contract COMPLEX to Atlas Construction Company, West Palm Beach, for a total sum of $7,200; that the lighting system contract be awarded to Hamilton Electric, Inc., West Palm Beach, in the amount of $11,934; that the fencing contract be awarded to Reeves Fence Company, Tampa, Florida, for - a total sum of $3,780 (this sum of $3,780. includes the alternate 1-A material) for the tennis complex. On motion of Councilman Cadby, seconded by Vice-Mayor $687.50_ Bell, all present voting aye, that we appropriate APPROPRIATED $687.50 to Palm Beach Bottling Works for a Model A-350. FOR ICE CUBER Ice-O-Matic ice cuber from contingent account No. 02-490, and that account No. 02-403 be encumbered in that amount.
