Mayor Lewis called the Regular Meeting to order at ROLL CALL
8:05 p.m. and asked the Clerk to call the roll, all mem-
bers being present except Vice-Mayor Bell and Council-
man Privett, both of whom were excused due;to being
out of town on business.
Immediately following roll call, the Council and the PLEDGE OF
public joined in the Pledge of .Allegiance to the Flag. ALLEGIANCE

Stu Taber, Recreation Director, introduced to the
Council Barry Green, a 14 year old boy who'ihelped design
and build the Village float, which was entered in three
different parades; namely, the Christmas in Dixie Parade,
the Jupiter Parade and the South Florida Fair Parade.
Mr. Green approached Mr. Taber for this project to acquire
credit for his Eagle Scout award. He was appointed by Mr.
Taber to attend the Lake Park Council Meeting on Monday,
January 5, to accept the second place trophy which the
Village float won in the Christmas in Dixie Parade.
Mr. Green presented the trophy to Mayor Lewis. Mayor
Lewis, on behalf of the Village of North Palm Beach,
thanked him for his ingenuity on the design and his
supervision of the float. The Mayor further stated that
it was very gratifying that a young man like Mr. Green
would ask fora civic project to help in acquiring his
Eagle Scout award, and stated that we Americans don't
have to worry about the future when we know that young
men like Mr. Green will step into leadership positions.
He again thanked Mr. Green and told him he felt we were
awarded this trophy primarily because of his efforts.
On motion of Councilman Watt, seconded by Councilman
' Everard, all present voting aye, the minutes of
regular meeting of the Planning and Zoning Advisory
Board held November 26, 1969; the minutes of Beauti-
fication Committee meeting held December 8; 1969; and
the minutes of Recreation Advisory Board meeting held
December 9, 1969 were accepted by Council.',

Mayor Lewis referred to Mr. H. L. Gildan's letter of
January 7, 1970 in which Mr. Gildan rendered his legal
opinion on the handling of surplus accounts in the Village
budgets. Mr. Gildan stated in this letter 'that it is his
opinion that these budgets_are drawn within the legal
limits of applicable law.

Everard, all present voting aye, that we accept the
Manager's recommendation and approve Purchase Order
No. 1965 to Pioneer Metals, Inc. in an amount not to
exceed $775.00 for equipment to heat and cool the
ballet studio.
