02-26-1970 VC REG-MMINUTES OF REGULAR MEETING OF THE _ VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, FEBRUARY 26, 1970 Present: - Thomas F. Lewis, Mayor Thomas R. Bell, Vice-Mayor 1 Allan V. Everard, Councilman H. Mallory Privett, Jr., Councilman Herbert A. Watt, Councilman Herbert L. Gildan, Village Attorney Lawrence J. Robbins, Village Manager, acting as Deputy Village-Clerk Mayor Lewis called the Regular Meeting to order at 10:25 p.m. and asked the Village Manager, acting as Deputy Village Clerk, to call the roll, all members being present. On motion of Councilman Watt, seconded by Councilman Privett, all present voting aye, the minutes of Regular Meeting held Thursday, February 12, 1970 were approved as written. Mayor Lewis advised the Council and the ,public of the successful Open House on Friday, February 20, at the teen center located in the old country club building. Mayor Lewis referred to letter.from.Trustees of the Internal Improvement Fund and displayed to the members of the Council and. the public the aerial photo of February 1968 and the aerial photo of February 1970. He stated that there has been some encroachment into the soverign waters and bottom of Lake Worth. The Mayor referred this matter to the Village, Attorney and Village Manager for immediate action.. ROLL_CALL 2/12J70 -- MINUTES APPROVED TEEN CENTER OPEN HOIISE LETTER & AERIAL PHOTOS RE ENCROACHMENT IN LAKE WORTH On motion of Councilman Watt, seconded by Councilman Privett, all present voting aye, the minutes of Recrea- tion Advisory Board meeting held February 17, 1970 were accepted by Council. On motion of Councilman Watt, seconded by Vice-Mayor Bell, all present voting aye, Bi11 No. 90 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING THE SOUTHERN STANDARD BUILDING CODE, AS ADOPTED BY THE VILLAGE OF NORTH PALM BEACH, BY REPEALING SECTION 106.6 OF-SAID CODE, WHICH WILL PROHIBIT THE ISSUANCE OF SPECIAL PERMITS FOR FOUNDATIONS ON BUILDINGS: was abolished. On motion of Vice-Mayor Bell, seconded by, Councilman Watt, all present voting aye, proposed Resolution No. x+39-70 entitled: 2/17/70 MINUTES _I OF REC. AD. BD. MEETING ACCEPTED. BILL N0. 90 ABOLISHED RES. N0. x}39-70 ADOPTED A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, AUTHORIZING RELEASE OF REMAINING MONEYS HELD IN SUBDIVISION AND PLATTERS ESCROW AGREEMENT DATED NOVEMBER 6, 1968 was read in full and adopted as read as Resolution No. X139-70. Minutes of Regular Meeting Held Feb. 26, 1970 Page 2 Councilman Watt left the Council Meeting at 10.45 p.m._ Village Manager read highlights of financial statements VILLAGE & for the Village and the North Palm Beach Country Club NPBCC FINANCIAL- for period ending January 31, 1970. On motion of -STATEMENTS FOR_ Vice-Mayor Bell, seconded by Councilman Everard, all 1/31/70 present voting aye, these financial statements were ACCEPTED accepted by Council and a true copy of each wi71 be attached to the minutes of this meeting. On motion of Councilman Privett, seconded. by Councilman BID FOR LIBRARY Everard, all present voting aye, Council awarded the SHELVING AWARDED sale of surplus library shelving to Mrs. Lois Jeffcott TO LOIS JEFFCOTT for a bid in the amount of $25.00. IN AMT. OF $25.00 After discussion on waterway control for the Village, VILLAGE this item was referred to the Village Manager for WATERWAY further study, with assistance and recommendations CONTROL by Mr. Bob Rowe. On motion of Vice-Mayor Bell, seconded by Councilman Everard, all present voting aye, Council awarded bid to Farmer & Irwin Corporation, as recommended by the Village Manager, in an amount not to exceed $2,925.00, for the installation of the pool heater. BID FOR INSTALLATION OF POOL HEATER AWARDED TO FARMER & IRWIN IN AMT. OF $2,925.00 Relative to the golf course irrigation system, dis- GOLF COURSE cession was held as to the status of the specifics- IRRIGATION Lions by members of the Council, Chairman of the SYSTEM Board of Governors and the Village Manager. The Village Manager was instructed to advise the engineers to formulate the bid specs on the basis of total in- stallation, alternate materials only. Village Manager advised the Council that North Palm CONSIDERATION Beach Utilities, Inc. would like consideration of the OF 7 FT. dedication of a 7 ft. easement running parallel to the EASEMENT - west right-of-way line of U. S. Highway No. l the NPB UTILITIES, entire length of the Village and Country Club properties. INC. Council advised Manager to secure the complete proposal from the utility company before any action would be contemplated.
