12-10-1970 VC REG-MMINUTES OF REGULAR MEETING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, DECEMBER 10, 1970 Present: - Thomas F. Lewis, Mayor Thomas R. Be11, Vice-Mayor H. Mallory Privett, Jr., Councilman Herbert A. Watt, Councilman Herbert L. Gildan, Village Attorney John D. Hayes, Country Club Manager Lawrence J. Robbins, Village Manager Dolores R. Walker; Village Clerk Absent: Ronald B. Cadby, Councilman Mayor Lewis called the Regular Meeting to order at ROLL CALL 8:15 p.m. and asked the Clerk to call the roll, all members being present except Councilman Cadby. Councilman Watt was not present at roll call, but arrived at 9:55 p.m. Councilman Privett led the Council and the public in the PLEDGE OF Pledge of Allegiance to the Flag. ALLEGIANCE Mayor Lewis referred to thank you note from Mrs. Tom THANK YOU Bell, thanking the Village-for the lovely plant they NOTE FROM sent her while she was in the hospital undergoing MRS. TOM BELL surgery. Mayor Lewis referred to letter from Mrs. B. Burklund, THANK YOU thanking the Council and all those who worked so hard NOTE FROM MRS. to make the dinner dance for members of Village Boards B._BURKLUND and Committees such a success. Mayor Lewis referred to thank you note from Mr. & Mrs. THANK YOU Howard Campbell, expressing their appreciation to the NOTE FROM MR. Village for the dinner dance. & MRS. ON PRIVATE RESIDENTIAL PROPERTY WITHIN THE VILLAGE WITHOUT EXPRESS CONSENT OF THE OWNER OR ADULT OCCUPANT THEREOF was placed on first reading and read in full. On motion of Councilman Privett, seconded by Vice-Mayor RES. 479-70 Be11, all present voting aye, proposed Resolution No. ADOPTED ~F79-70 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, APPOINTING MEMBERS TO THE VILLAGE BEAUTIFICATION COMMITTEE was read in full and adopted as read as Resolution No. 479-70. MOTION TO PLACE NAMES OF MESSRS.. SMITH & SIEGEL TO PROPOSED RES. PROPOSED RES. _ APPOINTING MEMBERS TO BIf - OF GOV. POST- PONED On motion of Vice-Mayor Bell, seconded by Councilman Privett, all present voting aye, proposed Resolution No. 480-70 entitled: RES. 480-70 'I ADOPTED A RESOLUTION OF THE VILLAGE COUNCIL OF' NORT1-I PALM BEACH, FLORIDA, AUTHORIZING AND DIRECTING THE MAYOR AND VILLAGE CLERK TO ENTER INTO AN AGREEMENT WITH RUDOLPH M. ARSENICOS, A.I.A., FOR DESIGNING _ _ A PUBLIC WORKS COMPLEX FOR THE VILLAGE OF NORTH PALM BEACH 1 1 was read in full and adopted as read as Resolution No. 480-70. On motion of Councilman Privett, seconded by Vice-Mayor POQL PAINTING Bell, all present voting aye, that we accept the bid of BID AWARDED TO Sun Art in the amount of $3,350 for the painting of the SUN ART North Palm Beach Country Club pool. Mayor Lewis passed the gavel to Vice-Mayor Bell and PREFERENTIAL made the following motion: That preferential starting STARTING TIMES times for MGA members be allowed-for the three follow- FOR MGA ing MGA sponsored tournaments: March 21 - Scrambles Fun Day August 22 -Scrambles Fun Day September 18 and 19 - MGA Championship By definition, preferential starting times ?re starting times allowed for MGA members during the week and up to the Friday prior to the tournament. The motion was seconded by Councilman Privett. A11 present voted aye; therefore, motion passed unanimously. Vice-Mayor Bell returned the gavel to Mayor Lewis. On motion of Vice-Mayor Bell, seconded by Councilman DATES IN 1971 Privett, all present voting aye, that on February 21 GOLF COURSE IS and October 23 and 24, all in the year 1971, the golf TO BE RESERVED course be reserved for the Pro Am on February 21 and Beat Our Pro on October 23 and 24, and advance starting times be allowed for all North Palm Beach Country Club members according to the tournament rules. On motion of Vice-Mayor Bell, seconded by Councilman GOLF COURSE TO Watt, all present voting aye, that on Apri1.10 and 11, BE RESERVED 1971, the golf course be reserved for the Village of FOR VILLAGE North Palm Beach golf tournament. On motion of Councilman Privett, seconded by Councilman REDUCTION IN Watt, all present voting aye, that card holding social GREENS FEES FOR members of the North Palm Beach Country Club be allowed -CARD HOLDING to play golf six times a year at a $2.00 reduction in SOCIAL MEbIBERS greens fees in effect at the time of play. ACCEPTED On motion of Vice-Mayor Be11, seconded by Councilman VILLAGE MGR. Watt, all present voting aye, 'that the Village Manager AUTHORIZED TO be authorized to expend an amount not to exceed $975.00 PURCHASE MATER For materials to coat the tennis courts from American TO COAT TENNIS Recreation Industries, Inc. COURTS On motion of Vice-Mayor Be11, seconded by Councilman VILLAGE MGR. Watt, all present voting aye, that the Village Manager AUTHORIZED TO be authorized to expend an amount not to exceed PURCHASE 3 $8,759.22 for the purchase of three police vehicles POLICE VEHIChES from Palm Beach Dodge. On motion of Councilman Privett, seconded by Council- man Watt, all present voting aye, that the. Manager be authorized to go out for bid for sale of street light poles and fixtures in Golfview Addition. ' On motion of Vice-Mayor Be11, seconded by Councilman Watt - 3 to 1, Councilman Privett opposed - that the expenditures from Account OS-500 as submitted by the Village Treasurer be approved. There being no further business to come before the Council, on motion of Vice-Mayor Bell, seconded by Councilman Watt, a11-present voting aye, the meeting was adjourned at 11x42-p-. m. VILLAGE MGR.
