08-13-1970 VC REG-MMINUTES OF REGULAR MEETING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, AUGUST 13, 1970 1 ~J Present: Absent: Thomas R. Bell, Vice-Mayor Ronald B. Cadby, Councilman H. Mallory Privett, Jr., Councilman Herbert A. Watt, Councilman Herbert L. Gildan, Village Attorney Lawrence J. Robbins, Village Manager Dolores R. Walker, Village Clerk Thomas F. Lewis, Mayor Vice-Mayor Bell called the Regular Meeting to order at 8:05 p.m. and asked the Clerk to call the roll, all members being present except Mayor Lewis. Councilman Privett led the Council and the public in the Pledge of Allegiance to the Flag. On motion of Councilman Cadby, seconded by Councilman Watt, all present noting aye, the minutes of Regular Meeting held Thursday, July 23, 1970, and the minutes of Tax Equalizing Board Meeting held Monday, August 3, 1970 were approved as written. On motion of Councilman Watt, seconded by Councilman Cadby, all present voting aye, the minutes of Special Meeting held Thursday, August 6, 1970 were approved as read. ACCEPTED On motion of Councilman Cadby, seconded by Councilman BILL 94 PLACED Watt, all present voting aye, Bill No. 94 entitled: ON 2ND READING & READ BY TITLE AN ORDINANCE OF THE VILLAGE OF NORTH PALM ONLY BEACH, FLORIDA, LICENSING AND REGULATING THE OPERATION OF BOATS; PROVIDING FOR THE SAFETY S, Minutes of Regular Meeting Held Thursday, August 13, 1970 Page 2 AND COMFORT OF PERSONS USING WATERWAYS; REQUIRING CLEANLINESS AT DOCKS; AND PRESCRIBING PENALTIES FOR THE VIOLATION OF ITS PROVISIONS was placed on second reading and read by title only. On motion of Councilman Cadby, seconded by Councilman Watt, that Bi11 No. 94 be adopted as Ordinance No. 212-70. Councilman Privett made a motion that we amend Bill No. 9LF, Section 6, last sentence as follows: 'Twith the exception of the waters of Lake Worth and the Intracoastal Waterway and the North Palm Beach Water- way beyond 1,000 feet from the North Pa1m'Beach Marina, and the Earman River beyond 1,000 feet from the North Palm Beach Marina, and 1,000 feet from the Northlake Marina." Motion died for-lack of a second. On motion of Councilman Cadby, seconded by Councilman Watt, all present voting aye, Bill No. 94 was adopted- as Ordinance No. 212-70. On motion of Councilman Privett, seconded by Council- man Watt, all present voting aye, Bill No, 97 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, ' FLORIDA, MAKING IT UNLAWFUL TO COMMIT ANY ACT WHICH IS OR SHALL BE RECOGNIZED BY THE LAWS OF THE STATE OF FLORIDA AS A MISDEMEANOR WITHIN THE COR- PORATE LIMITS OF THE VILLAGE OF NORTH PALM BEACH was placed on second reading and read by title only. On motion of Councilman Cadby, seconded by Councilman Watt, all present voting aye, Bi11 No. 97 was adopted as Ordinance No. 213-70. On motion of Councilman Watt, seconded by Councilman Privett, all present voting aye, Bi11 No. 98 en- titled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, ASSESSING THE SUM OF ONE DOLLAR AGAINST EVERY PERSON CONVICTED FOR VIOLATION OF A MUNICIPAL ORDINANCE IN THE MUNICIPAL COURT OF THE VILLAGE OF NORTH PALM BEACH, PURSUANT TO CHAPTER 69-111, FLORIDA STATUTES was placed on second reading and read by title only. N0. man Cadby, all present voting aye, proposed Resolution ~F6~4-70 No. 46~F-70 entitled: ADOPTED A RESOLUTION OF THE VILLAGE COUNCIL OF: NORTH PALM BEACH, FLORIDA, COMMENDING DELORES GROUSE FOR HER -- OUTSTANDING SERVICES AS AN EMPLOYEE AT THE NORTH -- PALM BEACH COUNTRY CLUB AND FOR HER UNTIRING EFFORTS AS ACTING COUNTRY CLUB MANAGER 1 was read in full and adopted as read as Resolution No. ~F6 ~F-70 . REPORT FOR JULY, 1970 On motion of Councilman Watt, seconded by Councilman Privett, all present voting aye, the financial statements for the Village and the North Palm Beach Country Club for period ending May 31, 1970; and the financial statements for the Village and the North Palm Beach Country Club for period ending. June 30, 1970 were accepted, and a true copy of each will be attached to the minutes of this meeting. Village Manager read highlights of Report from Director of Public Safety for July 1970. Village Manager read North Palm Beach Public Library Report for July 1970. On motion of Councilman Privett, seconded by Council- man Cadby - 3 to 1, Vice-Mayor Bell opposed - that we pay our $300.00 in dues to the Palm Beach County Municipal League.
