Mayor Gebbia called the meeting to order at 8:21 p.m. All members of Council were present.
All members of staff were present.
DEVELOPMENT OF VISION STATEMENT AND MASTER PLAN FOR THE VILLAGE
Mr. Kelly noted the Council had expressed the desire to develop a vision statement and master plan
for the Village in conjunction with the ongoing revisions to the Village's zoning regulations and
the creation of a Unified Land Development Code.
Mr. Kelly stated the Treasure Coast Regional Planning Council ( TCRPC) is recognized as a
governmental entity created by an interlocal agreement among Palm Beach, Martin, St. Lucie
and Indian River Counties, with the statutory purpose of providing planning and technical
assistance related to growth management and economic development for the governments within
its jurisdiction. Mr. Kelly advised that as a non - profit agency, TCRPC provides its services at cost;
therefore, the Village may contract with TCRPC through the execution of an Interlocal Agreement
without the need to seek competitive proposals. Mr. Kelly noted the ability to supplement local
government planning dollars with other public agency funding due to the active partnerships
TCRPC has with many other public agencies, including the Metropolitan Planning Organization
and the Florida Department of Transportation. Mr. Kelly reported that TCRPC had provided the
Village with a proposal to perform planning services at a total cost of $243,300.00.
TCRPC Director of Strategic Development and Policy, Kim DeLaney, gave a presentation entitled
"Creating Business Plans for Community Redevelopment," followed by questions from the Council.
Discussion ensued on whether to proceed with TCRPC for the development of a Village master plan
or issue a Request for Proposals from the private sector for these services.
Council consensus was in favor of engaging TCRPC to develop a master plan for the Village.
An Interlocal Agreement will be placed on the next Regular Session agenda for Council consideration.
