A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF
NORTH PALM BEACH, FLORIDA APPROVING AND AUTHORIZING THE
SOLE SOURCE PURCHASE OF TWO LICENSE PLATE RECOGNITION (LPR)
CAMERAS AND PROCESSOR AND TWO MOBILE LPR ROAD WARRIOR
SPEED TRAILERS FROM NDI RECOGNITION SYSTEMS; AUTHORIZING
AND DIRECTING THE MAYOR AND VILLAGE CLERK TO AMEND THE
CAPITAL PROJECTS FUND BUDGET TO TRANSFER $74,000.00 FROM THE
CAPITAL RESERVE ACCOUNT TO THE IT — MACHINERY AND EQUIPMENT
CAPITAL ACCOUNT TO FUND THE PURCHASE; AND PROVIDING FOR
AN EFFECTIVE DATE.
WHEREAS, Village Administration is requesting the purchase of: (a) two license plate
recognition cameras and processor and (b) two mobile LPR Road Warrior speed trailers from
NDI Recognition Systems utilizing Capital Improvement Plan (CIP) funds; and
WHEREAS, due the Village's existing contract with the City of Palm Beach Gardens for
dispatch services, this is a sole source purchase and the LPR technology and equipment may only
be purchased directly from NDI; and
WHEREAS, the Village Council seeks to amend the current capital projects fund budget to
transfer $74,000.00 from the Capital Reserve Account to the IT — Machinery and Equipment
Capital Account to fund the purchase of the equipment; and
WHEREAS, the Village Council determines that the adoption of this Resolution is in the best
interests of the Village and its residents.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE
OF NORTH PALM BEACH, FLORIDA as follows:
Section 1. The foregoing recitals are ratified as true and incorporated herein.
Section 2. The Village Council hereby approves the sole source purchase of. (a) two license
plate recognition cameras and processor and (b) two mobile LPR Road Warrior speed trailers
from NDI Recognition Systems, including one year of annual support, at total cost of $74,000.00,
with funds expended from Account No. K5004 -66490 (IT — Machinery and Equipment).
Section 3. In order to fund this expenditure, the Village Council hereby approves a budget
amendment for the transfer of funds as indicated below:

Section 4. The Mayor and Village Clerk are hereby authorized and directed to execute the
budget amendment for and on behalf of the Village of North Palm Beach.
Section 5. This resolution shall take effect immediately upon its adoption.
