01-08-2015 VC REG-MMINUTES OF THE REGULAR SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA JANUARY 8, 2015 Present: Darryl C. Aubrey, Sc.D., Mayor Robert A. Gebbia, Vice Mayor David B. Norris, President Pro Tem Doug Bush, Councilman James P. Kelly, Village Manager Len Rubin, Village Attorney Melissa Teal, Village Clerk Absent: William L. Manuel, Councilman ROLL CALL Mayor Aubrey called the meeting to order at 7:30 p.m. All members of Council were present, except Councilman Manuel, who was absent due to illness. All members of staff were present. INVOCATION AND PLEDGE OF ALLEGIANCE President Pro Tern Norris gave the invocation and Councilman Bush led the public in the Pledge of Allegiance. AWARDS AND RECOGNITION On behalf of the Village Council, Mayor Aubrey presented Karen Roberts with a Certificate of Appreciation in recognition of her service on the General Employees Pension Board. APPROVAL OF MINUTES The Minutes of the Regular Session held December 11, 2014 were approved as written. STATEMENTS FROM THE PUBLIC, PETITIONS AND COMMUNICATIONS The Council interviewed Alan Kral, Stephen Nagrotsky, and Jay Owen for one vacant resident member position on the General Employees Retirement Board. RESOLUTION 2015 -01 — APPOINTING A MEMBER TO THE GENERAL EMPLOYEES RETIREMENT BOARD By written ballots, the originals of which are attached to the minutes of record, Alan Kral was appointed to the General Employees Retirement Board. Thereafter, Mr. Kral's name was entered into Resolution 2015 -01. A motion was made by Councilman Bush, seconded by Vice Mayor Gebbia, and passed unanimously to adopt Resolution 2015 -01 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA APPOINTING A RESIDENT MEMBER TO THE GENERAL EMPLOYEES RETIREMENT BOARD; AND PROVIDING FOR AN EFFECTIVE DATE. Minutes of Village Council Regular Session held January 8, 2015 Page 2 of 4 PUBLIC HEARING AND 2ND READING OF ORDINANCE 2015 -01 — COMPREHENSIVE PAY AND CLASSIFICATION PLAN AMENDMENT A motion was made by President Pro Tern Norris and seconded by Councilman Bush to adopt and enact on second reading Ordinance 2015 -01 entitled: AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING THE VILLAGE'S COMPREHENSIVE PAY AND CLASSIFICATION PLAN APPROVED BY ORDINANCE NO. 2014 -09 TO RECLASSIFY THE PAY GRADE FOR THE POSITION OF FIRE RESCUE LIEUTENANT AND TO ADD THE POSITIONS OF DRIVER ENGINEER/EMT AND DRIVER ENGINEER/MEDIC ALONG WITH CORRESPONDING PAY GRADES; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. Mayor Aubrey opened the public hearing. There being no comments from the public, Mayor Aubrey closed the public hearing. Thereafter, the motion to adopt and enact Ordinance 2015 -01 on second reading passed unanimously. CONSENT AGENDA APPROVED Vice Mayor Gebbia moved to approve the consent agenda, with the exception of items 2, 3, and 6. Councilman Bush seconded the motion and all present voted aye. The following items were approved: Resolution 2015 -02 declaring one 1995 Cushman Textron sanitation jitney as surplus property and authorizing its disposal Resolution 2015 -05 approving a blanket purchase order for the Public Works Department with Mullinax Ford in an amount not to exceed $12,500 Resolution 2015 -06 approving a blanket purchase order for the Public Works Department with Florida Brake and Truck Parts, Inc. in amount not to exceed $12,500 Receive for file Minutes of the Golf Advisory Board meeting held 11/17/14 Receive for file Minutes of the Recreation Advisory Board meeting held 12/9/14 RESOLUTION 2015 -03 — PUBLIC WORKS PURCHASE ORDER WITH THE HOME DEPOT A motion was made by President Pro Tern Norris and seconded by Vice Mayor Gebbia to adopt Resolution 2015 -03 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA APPROVING A BLANKET PURCHASE ORDER FOR THE PUBLIC WORKS DEPARTMENT WITH THE HOME DEPOT IN AN AMOUNT NOT TO EXCEED $12,500; AND PROVIDING FOR AN EFFECTIVE DATE. Discussion took place concerning the Vehicle Maintenance — Auto Parts Supplies line item. Public Works Director Brian Moree explained that this line item was included in both the Home Depot and Lowes's purchase orders for the purchase of generalized lubricants and other non- specialized items that are available at these stores for a lower cost. Thereafter, the motion to adopt Resolution 2015 -03 passed unanimously. Minutes of Village Council Regular Session held January 8, 2015 Page 3 of 4 RESOLUTION 2015 -04 — PUBLIC WORKS PURCHASE ORDER WITH LOWE'S HOME IMPROVEMENT A motion was made by Councilman Bush and seconded by Vice Mayor Gebbia to adopt Resolution 2015 -03 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA APPROVING A BLANKET PURCHASE ORDER FOR THE PUBLIC WORKS DEPARTMENT WITH LOWES HOME IMPROVEMENT IN AN AMOUNT NOT TO EXCEED $12,500; AND PROVIDING FOR AN EFFECTIVE DATE. Thereafter, the motion to adopt Resolution 2015 -04 passed unanimously. RESOLUTION 2015 -07 — PUBLIC WORKS PURCHASE ORDER WITH G & K UNIFORM SERVICES, INC. A motion was made by President Pro Tem Norris and seconded by Vice Mayor Gebbia to adopt Resolution 2015 -03 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA APPROVING A BLANKET PURCHASE ORDER FOR THE PUBLIC WORKS DEPARTMENT WITH G & K UNIFORM SERVICES, INC. IN AN AMOUNT NOT TO EXCEED $12,050; AND PROVIDING FOR AN EFFECTIVE DATE. Discussion took place concerning the Vehicle Maintenance — Shop Tools & Supplies line item. Council consensus was to approve the resolution and allow Public Works Director Brian Moree to confirm the account number and correct it, if necessary. Thereafter, the motion to adopt Resolution 2015 -07 passed unanimously. RESOLUTION 2015 -08 — RE- ROOFING OF LIBRARY & PUBLIC WORKS BUILDING A motion was made by Councilman Bush and seconded by Vice Mayor Gebbia to adopt Resolution 2015 -08 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, ACCEPTING THE PROPOSAL OF MEADE CONSTRUCTION, INC. FOR THE REROOF OF THE VILLAGE LIBRARY AND PUBLIC WORKS BUILDING; AUTHORIZING AND DIRECTING THE MAYOR AND VILLAGE CLERK TO AMEND THE CAPITAL PROJECTS FUND BUDGET TO TRANSFER $199,749.00 FROM THE CAPITAL RESERVE ACCOUNT TO THE LIBRARY — CONSTRUCTION AND MAJOR RENOVATION AND FACILITIES — CONSTRUCTION AND MAJOR RENOVATION CAPITAL ACCOUNTS TO FUND THE PURCHASE; PROVIDING FOR CONFLICTS; AND PROVIDING FOR AN EFFECTIVE DATE. Mr. Kelly stated the proposals were evaluated by a selection committee using criteria included in the Request for Proposals. Based on the scores assigned by the selection committee, Mr. Kelly recommended accepting the proposal of Meade Construction, Inc. Mr. Kelly explained the a differences between the two lowest proposals were related to wind -load and warranty. Thereafter, the motion to adopt Resolution 2015 -08 passed unanimously. Minutes of Village Council Regular Session held January 8, 2015 Page 4 of 4 RESOLUTION 2015 -09 — PUBLIC WORKS PURCHASE ORDER FOR TIRES A motion was made by Councilman Bush and seconded by Vice Mayor Gebbia to adopt 1, Resolution 2015 -09 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA APPROVING A BLANKET PURCHASE ORDER FOR THE PUBLIC WORKS DEPARTMENT WITH TIRESOLES OF BROWARD, INC. D /B /A ELPEX TIRES IN AN AMOUNT NOT TO EXCEED $45,000; AND PROVIDING FOR AN EFFECTIVE DATE. Thereafter, the motion to adopt Resolution 2015 -09 passed unanimously. RESOLUTION 2015 -10 — FPE COLLECTIVE BARGAINING AGREEMENT A motion was made by Councilman Bush and seconded by President Pro Tern Norris to adopt Resolution 2015-10 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, APPROVING A COLLECTIVE BARGAINING AGREEMENT BETWEEN THE VILLAGE AND THE FEDERATION OF PUBLIC EMPLOYEES AND AUTHORIZING THE MAYOR AND VILLAGE CLERK TO EXECUTE THE AGREEMENT ON BEHALF OF THE VILLAGE; PROVIDING FOR CONFLICTS; AND PROVIDING FOR AN EFFECTIVE DATE. Mr. Kelly detailed the negotiated changes in the Collective Bargaining Agreement. Thereafter, the motion to adopt Resolution 2015 -10 passed unanimously. RESOLUTION — EMERGENCY STORM DRAINAGE SYSTEM REPAIR This item was dropped from the agenda. VILLAGE MANAGER MATTERS /REPORTS Mr. Kelly reported the Insurance Services Office conducted a field survey of North Palm Beach Fire Rescue and noted the Village's rating had improved from Class 3 to Class 2. Mr. Kelly announced that of the 48,000 fire protection areas evaluated in the U.S., the Village is in the top two percent. Mr. Kelly noted that the Village is tied with seven other agencies for top - ranking among agencies within Palm Beach County. Mr. Kelly noted this week is Florida First Responder Appreciation Week. Mr. Kelly announced the Food Truck Frenzy and Movie in the Park at Anchorage Park on Saturday, January 10, 2015.
