Barth, Glatting Jackson Date: December 18, 2001 RE: North Palm Beach Village Hall Complex GJ # 15674 Tim: Please find attached: - Three finalized plan descriptions of the Village Hall Complex North Palm Beach Village Hall Complex Three Finalized Concepts Based on the comments from the staff and citizens of North Palm Beach at three previous presentations, we are pleased to present here the finalized concepts for the redesign of the Village Hall grounds. All three concepts create a village gathering place for civic and social occasions, a destination for people of all ages to assemble for holiday events, voting day, reading, listening to concerts, attending arts and craft shows or just watching people in a shaded, campus -like setting. D 156%4- Village - Hall - Master- PlanniiiWNPB final concepts.doe Concept 1 This concept is the simplest and could serve as a first phase to a larger scheme. From south to north: A drop -off point off of Anchorage Drive wraps around a traffic- calming island and then returns to a two -lane, thinned Anchorage Drive. New and reconfigured parking on the south end of the site serve the handicapped and library staff. Centered on the north -south axis, is "the Grove" - where trees create a shady canopy over a grid of wide, paved walkways. Movable seating and tables can be arranged to suit individuals and group events. Centered on the axis and the center of the Village Hall is the "Fountain Plaza ". The logo of North Palm Beach is recreated in two -toned pavers, and within this pattern are placed jets of water which shoot out of the pavement. Water drains back into the pavement for recycling. Next moving north is "the Lawn ", an open grassed area surrounded by more shade trees, further reinforcing the mall concept. This area is a flexible space where crowds can watch a performance in the small pavilion at the north end of the site, sitting on the grass or lawn chairs. Many other types of events could also take place there. The area north of the Library has been made available for parking, in addition to the existing parking along the drive on the north end of the site. The Ted Brown building and duplex remain, screened by trees and hedge. 101 parking spaces Concept 2 This is a continuation of the same features as Concept A, and could be considered a final phase of the first concept. It has the following additions: The Ted Brown building has been incorporated into the scenario, either having been purchased or through joint cooperation. The plan indicates improvements such as a shaded colonnade and others, which would bring the building into the same architectural vocabulary as the renovated Village Hall. One duplex lot has been acquired, with a local history building built on it. The driveway /parking area has been reconfigured along with the alley. These two "streets" meet at a traffic- calming island that would be centered on the mall axis. The additional buildings could enhance the level of activity and interest at the site, making it even more of a village center. A coffee house, small restaurant and a gallery for example, would be welcome additions. 116 parking spaces Concept 3 In this concept, the Ted Brown building has been removed to allow for parking and green space. The new parking is like an extension of the parking lot to the north of the site. An additional mall -like view is created from U.S. l., which frames the pavilion and provides an additional gathering space. This concept also has the history building on the former duplex lot. Norris, Mayor Dr. Edward M. Eissey, Vice Mayor Donald G. Noel, President Pro Tem Charles R. O'Meilia, Councilman Joseph A. Tringali, Councilman Dennis W. Kelly, Village Manager Kathleen F. Kelly, CMC, Village Clerk Absent: George W. Baldwin, Village Attorney ROT.T. CAT.T. The meeting was called to order at 7:00 p.m. All members of the Council were present. All members of staff were present except Village Attorney George Baldwin. COUNTRY CLUB BUDGET — AMENDMENTS The Village Council reviewed the ftnzincials statements and priority list prepared by the Finance Director, and approved the priority list for projects, as submitted. No amendment to the budget was made at this time, but will be reconsidered again after January. A long discussion ensued regarding offering a package to attract more golfers for the afternoons during January. Vice Mayor Eissey moved to approve specials of $5.00 for cart rentals (18 holes) for members after 12 noon, and $3.00 for 9 holes after 12 noon Additionally, walkers' fees will be reduced to $2.00 after 12 noon. Councilman Tringali seconded the motion, and all present voted aye. PRELIMINARY MASTER PLAN — CONCEPT I APPROVED Tim Hullihan of BEA International and Rick Prescott of Glatting, Jackson were present to discuss three concepts for a Village Center Master Plan. After discussion of all three concepts as shown in the conceptual sketches dated December 18, 2001, Mayor Eissey moved to support the first phase of Concept 1 and to continue to pursue purchase of the Ted Brown Building. President Pro Tern Noel seconded the motion. The motion passed 4 -1, with Vice Mayor Eissey, President Pro Tern Noel, Councilman Tringali and Mayor Norris voting aye, and Councilman O'Meilia voted nay.
