A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF
NORTH PALM BEACH, FLORIDA APPROVING AND AUTHORIZING THE
PURCHASE OF THREE PHILIPS HEART START ALS CARDIAC
MONITORS /DEFIBRILLATORS FROM SOUTHEASTERN EMERGENCY
EQUIPMENT FOR USE BY THE FIRE RESCUE DEPARTMENT; WAIVING
THE FORMAL COMPETITIVE BIDDING REQUIREMENT; AUTHORIZING
AND DIRECTING THE MAYOR AND VILLAGE CLERK TO AMEND THE
CAPITAL PROJECTS FUND BUDGET TO TRANSFER $64,056.00 FROM
THE CAPITAL RESERVE ACCOUNT TO THE FIRE RESCUE
MARCHINERY AND EQUIPMENT ACCOUNT TO FUND THE PURCHASE;
DECLARING TWO EXISTING CARDIAC MONITORS /DEFIBRILLATORS
AS SURPLUS PROPERTY; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Fire Rescue Department is requesting the purchase of three Philips Heart Start
MRx ALS monitors utilizing Capital Improvement Plan funds; and
WHEREAS, the Department vetted cardiac monitors /defibrillators from the top three
manufactures and obtained three written quotes for the purchase of this equipment, including the
trade -in of existing equipment; and
WHEREAS, Village Administration is recommending the purchase of three (3) Philips Heart
Start MRx ALS Monitors from Southeastern Emergency Equipment for $64,056.00 based upon
the written quotes, the fair market value of which has been verified by the Project and
Procurement Manager; and
WHEREAS, the Village Council seeks to amend the current capital projects fund budget to
transfer $64,056.00 from the Capital Reserve Account to the Fire Rescue Machinery and
Equipment Capital Account to fund the purchase of this equipment; and
WHEREAS, the Village Council determines that the adoption of this Resolution is in the best
interests of the Village and its residents.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE
OF NORTH PALM BEACH, FLORIDA as follows:
Section 1. The foregoing recitals are ratified as true and incorporated herein.
Section 2. The Village Council hereby approves the purchase of three (3) Philips Heart Start
MRx ALS Monitors from Southeastern Equipment based on verified written quotes and without
requiring formal competitive bidding. The total amount expended for this purchase shall not
exceed $64,056.00, with funds being expended from Account No. K5812 -66490 (Fire Rescue —
Machinery and Equipment).

Section 3. In order to fund this expenditure, the Village Council hereby approves a budget
amendment for the transfer of funds as indicated below:

Section 4. The Mayor and Village Clerk are hereby authorized and directed to execute
the budget amendment for and on behalf of the Village of North Palm Beach.
Section 5. The Village Council declares two existing cardiac monitors /defibrillators as
surplus property and authorizes the trade -in of such equipment to offset the cost of the purchase
of new equipment.
Section 6. This Resolution shall take effect immediately upon its adoption.
