04-15-2014 VC SP-MPresent: ROLL CALL MINUTES OF THE SPECIAL SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA APRIL 15, 2014 Darryl C. Aubrey, Sc.D., Mayor Robert A. Gebbia, Vice Mayor David B. Norris, President Pro Tem William L. Manuel, Councilman Doug Bush, Councilman Leonard Rubin, Village Attorney Melissa Teal, Village Clerk Mayor Aubrey called the meeting to order at 5:00 p.m. All members of Council were present. All members of staff were present, except Village Manager Ed Green. The purpose of the meeting was to discuss Mr. Green's resignation. A motion was made by Councilman Manuel, seconded by Vice Mayor Gebbia, and passed unanimously, to accept Mr. Green's resignation. Discussion took place concerning the timing and conditions of Mr. Green's departure. A motion was made by Councilman Bush, seconded by President Pro Tern Norris, and passed unanimously, to grant Mr. Green a leave of absence through the end of the day on May 1, 2014. Discussion was held regarding appointment of an interim manager. It was noted that all of the department heads were capable of serving in this capacity. A motion was made by Councilman Manuel and seconded by Councilman Bush, to appoint Chuck Huff as Interim Village Manager, effective immediately, to serve at the pleasure of the Village Council. The motion passed unanimously. Discussion ensued on terms and conditions of Mr. Huff's appointment. It was determined that Mr. Huff would receive a 10% increase in salary during his service as Interim Village Manager. The following conditions were established: • Employees may be hired on recommendation of the Interim Village Manager to the Human Resources Director, who has final hiring authority, except for Department Head positions, which require Council approval. • Employees may be suspended on recommendation of the Interim Village Manager to the Human Resources Director and Village Attorney who together will have final authority. • Employees may be terminated on recommendation of the Interim Village Manager to the Village Council, which shall have final authority. • Merit increases up to 4.5% as recommended by the employee's supervisor and Department Head may be implemented by the Interim Village Manager. Salary increases above 4.5% requiring Village Manager approval will be deferred until a new Village Manager is appointed. • The Interim Village Manager shall not participate in any collective bargaining negotiations. A motion was made by Vice Mayor Gebbia and seconded by Councilman Bush to approve the stipulations as discussed.
