ROLL CALL
Mayor Aubrey called the meeting to order at 7:30 p.m. All members of Council were present.
All members of staff were present.
INVOCATION AND PLEDGE OF ALLEGIANCE
The invocation was given by Councilman Bush. Mayor Aubrey led the public in the Pledge
of Allegiance.
AWARDS AND RECOGNITION
On behalf of the Village Council, Mayor Aubrey proclaimed April 13 — 19, 2014 as National
Library Week in the Village of North Palm Beach. Library Director Betty Sammis was present
to accept the proclamation.
APPROVAL OF MINUTES
The Minutes of the Regular Session held March 27, 2014 were approved as written.
STATEMENTS FROM THE PUBLIC
Audit Committee Chairman Tom Magill reviewed the Committee's Annual Report.
SECOND READING AND ENACTMENT OF ORDINANCE 2014 -03 — CODE AMENDMENT-
RECOVERY OF PROSECUTION COSTS
A motion was made by President Pro Tern Norris and seconded by Vice Mayor Gebbia to adopt
and enact on second reading Ordinance 2014 -03 entitled:
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA, AMENDING CHAPTER 1 OF THE VILLAGE CODE OF
ORDINANCES, "GENERAL PROVISIONS," BY AMENDING SECTION 1 -8, "GENERAL
PENALTY; CONTINUING VIOLATIONS," TO UPDATE AND CLARIFY EXISTING
PROVISIONS AND PROVIDE FOR THE RECOVERY OF PROSECUTION COSTS;
PROVIDING FOR CODIFICATION; PROVIDING FOR SEVERABILITY; PROVIDING FOR
CONFLICTS; AND PROVIDING FOR AN EFFECTIVE DATE.
Mayor Aubrey opened the public hearing. There were no comments from the public. Mayor Aubrey
closed the public hearing.
Thereafter, the motion to adopt and enact Ordinance 2014 -03 on second reading passed unanimously.

SECOND READING AND ENACTMENT OF ORDINANCE 2014 -04 — BUDGET AMENDMENT
APPROPRIATING MATCHING GRANT FUNDS
A motion was made by President Pro Tern Norris and seconded by Councilman Bush to adopt
and enact on second reading Ordinance 2014 -04 entitled:
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA, AMENDING THE ADOPTED GENERAL FUND BUDGET FOR
FISCAL YEAR 2013 -2014 TO APPROPRIATE $277,500.00 TO PROVIDE MATCHING
FUNDS FOR THE LAND AND WATER CONSERVATION FUND GRANT AND
RECREATIONAL TRAILS GRANT FOR THE ANCHORAGE PARK IMPROVEMENTS
PROJECT AND AUTHORIZING THE MAYOR AND VILLAGE CLERK TO EXECUTE
THE BUDGET AMENDMENT ON BEHALF OF THE VILLAGE; PROVIDING FOR
CONFLICTS; AND PROVIDING FOR AN EFFECTIVE DATE.
Mayor Aubrey opened the public hearing. There were no comments from the public. Mayor Aubrey
closed the public hearing.
Thereafter, the motion to adopt and enact Ordinance 2014 -04 on second reading passed unanimously.
CONSENT AGENDA APPROVED
A motion was made by Councilman Manuel, seconded by Vice Mayor Gebbia, and passed
unanimously to approve the consent agenda. The following items were approved:
Resolution 2014 -24 declaring one Lanier Transcriber and one Lanier Reformatter as surplus
property and authorizing their disposal in accordance with Village policies and procedures

RESOLUTION 2014 -25 AMENDMENT TO AGREEMENT FOR GRANT SERVICES
A motion was made by Councilman Manuel and seconded by President Pro Tern Norris to adopt
Resolution 2014 -25 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA, APPROVING AN AMENDMENT TO THE AGREEMENT FOR GRANT
PREPARATION AND MANAGEMENT SERVICES WITH RMPK FUNDING, INC. TO
PROVIDE FOR AN ADDITIONAL TERM AND AUTHORIZING THE MAYOR AND
VILLAGE CLERK TO EXECUTE THE AMENDMENT; AND PROVIDING FOR AN
EFFECTIVE DATE.
Mr. Green noted RMPK Funding had obtained over $1,500,000 in grant funding for the Village,
and recommended Council approve the Amendment.

RESOLUTION 2014 -26 DIGITAL LIBRARY RESERVE SERVICES AGREEMENT
A motion was made by President Pro Tern Norris and seconded by Vice Mayor Gebbia to adopt
Resolution 2014 -26 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA, AUTHORIZING THE VILLAGE LIBRARY'S CONTINUED
PARTICIPATION IN THE DIGITAL LIBRARY RESERVE SERVICES AGREEMENT
BETWEEN THE SOUTHEAST FLORIDA MUNICIPAL LIBRARIES DIGITAL
CONSORTIUM AND OVERDRIVE, INC. TO PROVIDE ELECTRONIC BOOKS TO
PATRONS OF THE VILLAGE LIBRARY; AUTHORIZING VILLAGE ADMINISTRATION
TO EXECUTE ALL DOCUMENTS AND TAKE ALL ACTIONS NECESSARY TO ENSURE
CONTINUED PARTICIPATION; AND PROVIDING FOR AN EFFECTIVE DATE.
Mr. Green reported the Southeast Florida Library Information Network (SEFLIN) had renewed
the contract with Overdrive to provide electronic books to library patrons for another two years.
Mr. Green stated the basic cost of $3,000 per year includes $1,000 for the service platform and
$2,000 credit toward the purchase of titles. Mr. Green recommended continued participation in
the Digital Library Services Agreement.
Thereafter, the motion to adopt Resolution 2014 -26 passed unanimously.
MAYOR AND COUNCIL MATTER/REPORTS
Councilman Manuel announced the Palm Beach County League of Cities Installation Gala on
May 21, 2014 and requested council members notify the Village Clerk if they plan to attend.
Vice Mayor Gebbia reported on a meeting with County Commissioner Valeche and others
regarding the draft Five -Year Lake Worth Lagoon Management Plan being developed by Palm
Beach County Environmental Resources Management. Vice Mayor Gebbia distributed a
document entitled "Appendix D, Suggested Process for Development of Proposed Concepts."
Regarding Appendix C -1 entitled "Habitat Restoration and Enhancement Concepts for Potential
Analysis and Development," Vice Mayor Gebbia advised that items 2, 3, and 4 (pertaining to
Little Lake Worth and North Lake Worth Lagoon) had been deleted.
Vice Mayor Gebbia announced the Support Our Troops 5K/lOK/Kid's Run on Saturday, April 12th
at Anchorage Park.
VILLAGE MANAGER MATTERS /REPORTS
Police Chief Jenkins announced a Public Information Session would be held April 14, 2014 at
7:00 p.m. in the Council Chambers in conjunction with the assessment for re- accreditation of the
North Palm Beach Police Department by the Commission on Accreditation for Law Enforcement
Agencies, Inc. (CALEA ).
Public Works Director Moree distributed a summary of the auction results for sales of surplus
vehicles on GovDeals.com. Mr. Moree reviewed the results and noted 17 vehicles had been sold
for a total amount of $48,813.11, an average of 18.8% recovery of the initial purchase price.
Public Works Director Moree distributed a memo detailing the results of an energy consumption
audit of Village facilities. Mr. Moree advised that the rate schedule for several FPL accounts
was changed effective April 1, 2014, and FPL estimated the changes would reduce Village energy
costs by $18,755.33 annually. Mr. Moree stated several Village facilities have been enrolled in
FPL's "On Call" program so that the Village will receive commercial service credits of $2,310 annually.

Public Works Director Moree reported discussions with FPL on funding a study of the feasibility
and potential energy savings of using an alternative chilling unit at the North Palm Beach
Library, Country Club, or Community Center. Mr. Moree detailed the use of Public Works as a
test location for energy conservation. Mr. Moree stated the Public Works facility was retrofitted
with LED lighting and other energy conservation measures, resulting in a 48% decrease in
energy costs for fiscal year 2014 to date. Discussion ensued regarding various solar energy
programs.
Mr. Moree gave an update on the repair status of a leaking pipe under the building slab of the
Country Club, which has caused the restaurant kitchen to close temporarily.
Mr. Moree advised an engineering company had been engaged to prepare a report on the air
conditioning system at the Council Club. The report will be provided to Council and discussed
at the next Council meeting on April 24, 2014.
