03-27-2014 VC WS-MPresent: ROLL CALL MINUTES OF THE WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA MARCH 27, 2014 Darryl C. Aubrey, Sc.D., Mayor Robert A. Gebbia, Vice Mayor David B. Manuel, Councilman Doug Bush, Councilman Ed Green, Village Manager Leonard Rubin, Village Attorney Melissa Teal, Village Clerk Mayor Aubrey called the meeting to order at 8:12 p.m. All members of Council were present. All members of staff were present. . DONATION OFFER FOR VETERANS MEMORIAL PARK Discussion took place concerning an offer from the U.S. Submarine Veterans to donate a Mark 37 World War II torpedo to be placed at Veterans Memorial Park. Mr. Green stated the Mark 37 torpedo was developed for the U.S. Navy after World War II and was phased out of service during the 1970s. Mr. Green reported on the size and weight of the Mark 37 torpedo, and advised the cost to install the torpedo at Veterans Memorial Park is estimated at $2,500. Mr. Green reviewed recommendations from the Village's insurance carrier regarding display of the torpedo. During discussion, it was suggested that Council might wish to consider an overall approach to determining what items are appropriate for placement in Veterans Memorial Park. U.S. Submarine Veterans William C. `Bill" Andrea and Donald Kazimir addressed the Council regarding the proposed donation. Mr. Andrea briefly related the history of the item and detailed the stipulations attached to receiving donations from the Navy. Mr. Andrea advised that should the Village wish to relinquish custody of the torpedo in future, the Village would have to return it to the Hawthorne Naval Ordnance Museum in Nevada or transfer custody back to Mr. Andrea. Discussion was held concerning the required wording of the plaque to be displayed with the torpedo. Discussion ensued on the funding source for the cost of installing the torpedo and purchasing the plaque. Mr. Green stated approximately $3,000 is available in the Developer Fees account that could be used for this purpose. By consensus, Council agreed to accept the donation of a Mark 37 World War II torpedo to be placed at Veterans Memorial Park. It was requested that Mr. Kazimir forward wording for the plaque to the Village Manager. This item was forwarded to an upcoming Regular Session.
