03-13-2014 VC WS-MMINUTES OF THE WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA MARCH 13, 2014 \� Present: Darryl C. Aubrey, Sc.D., Mayor Robert A. Gebbia, Vice Mayor David B. Norris, President Pro Tern William L. Manuel, Councilman Doug Bush, Councilman Ed Green, Village Manager Leonard Rubin, Village Attorney Melissa Teal, Village Clerk ROLL CALL Mayor Aubrey called the meeting to order at 8:12 p.m. All members of Council were present. All members of staff were present. TENNIS AND MORE Mr. Green gave a brief recap of the services provided by Tennis and More, LLC at the North Palm Beach Tennis Center. Mr. Green described proposed changes in services and responsibilities. Mr. Green reviewed the total property taxes and lease payments outstanding, and requested Council consideration to waive the past due lease payments and move forward with Tennis and More, LLC as an independent contractor. Discussion took place regarding these topics: use and /or need of racket stringing services, financial data and analysis, issuing a Request for Proposals, termination of the contract, and the services provided by other area tennis facilities. Mr. James Bewley, Tennis and More, addressed the Council regarding his operations. Mr. Bewley and Parks and Recreation Director Mark Hodgkins responded to Council questions. Council consensus was to bring this back to the next Workshop Session with staff and the contractor to provide more information concerning tennis operations and finances. CODE AMENDMENT — RECOVERY OF PROSECUTION COSTS IN CODE ENFORCEMENT ACTIONS Discussion took place concerning a draft ordinance providing for the recovery of attorney's fees in prosecuting code enforcement actions. Mr. Rubin explained that the proposed code amendment would provide the option of recovering prosecutions costs for code enforcement cases that involve significant legal fees. Mr. Rubin noted that presently the Village has the ability to recover costs incurred for items such as staff time, postage, photographs, and copying. By consensus, Council forwarded this item to the next Regular Session agenda ADJOURNMENT With no further business to come before the Council, the meeting was adjourned at 8:49 p.m. Melissa Teal, CMC, Village Clerk
