05-10-1990 VC SP-MMINUTES OF SPECIAL MEETING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, MAY 10, 1990 Present: V. A. Marks, M.D., Mayor Jerry G. Gardner, Vice Mayor Judy M. Pierman, President Pro Tem ' Manny Grinn, Councilman Al Moore, Councilman Dennis W. Kelly, Village Manager George W. Baldwin, Village Attorney Dolores R. Walker, Village Clerk ROLL CALL Mayor Marks called the Special Meeting to order at 6:45 p.m. All members of the Council and the staff were present. PURPOSE OF MEETING The purpose of the meeting is to discuss annexation goals for Fiscal Year 1990-91. COUNCIL'S COMMENTS All members of Council were afforded the opportunity to express themselves regarding annexation. Councilman Gardner indicated that annexation should pay for itself. Councilman Moore took the position that the Village should limit ' annexation to east of the railroad tracks regarding that area in the southwest corner of the Village. Councilman Grinn indicated he agreed with Councilman Moore in terms of limiting annexation questions to east of the railroad tracks. President Pro Tem Pierman felt that a strategy needed to be developed in anticipation of annexing the areas in the vicinity of Lost Tree, Twelve Oaks, and Hidden Key. Mayor Marks, in reviewing the annexation maps, indicated his position was to move further north up to Seminole Boulevard in the northeast part of town_and felt the Village should take that area as well. He also indicated his desire to move east of U. S. 1, in the vicinity of Pleasant Ridge, across from Captains Key north of Golden Bear Plaza. A portion of the area Mayor Marks referred to was designated for annexation by Palm Beach Gardens in April, 1988, at which time Palm Beach Gardens, Palm Beach County, Lake Park, Riviera Beach, Juno Beach and North Palm Beach met to discuss which areas were unofficially reserved for future annexation by each agency. These areas will have to be verified. The Council discussed the prospect of-developing a strategy whereby ' the Village would begin to implement annexation questions, preferably beginning in the fall of 1990.
