I11 OF CI IAI'77iR 2, ADMINISTRATION; PROVIDING FOR SEVERABILITY; PROVIDING FOR THE RI;1'EAL OI' ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND, T'KOVIDING FOR AN EFFECTIVE DATE. B1;1T ORDAINED BY THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA: Section 1. The Village Council of the Village of North Palm Beach, Florida, does hereby rescind and repeal Division 2, Department of Treasury, and Section 2-51, Treasurer's Duties, of Articlc Ill of Chapter 2, Administration, of the Code of Ordinances of the Village. Section 2. Subsection (b) of Section 2-40, Departmental Organization, of Division 1 of Article 111 of Chapter 2, Administration, of the Code of Ordinances of the Village, is hereby amended to read as follows: "Section 2-40. Departmental organization. (b) In addition, there shall be a department of records headed by the village clerk under the village council, which department shall be coordinated into the administrative service and cooperate with the administrator so as to coordinate the entire administrative service of the village." Section 3. Subsection (2) of Section 2-42, Bonds Required of Certain Officers, of Division 1 of Article 111 of Chapter 2, Administration, of the Code of Ordinances of the Village, is hereby amended to read as follows: • "Section 2-42. Bonds required of certain officers. (2) Finance director, two hundred thousand dollars ($200,000.00)." Section 4. Section 2-59, Finance Director; Duties, of Division 3, Department of Finance, of Article • 111 of Chapter 2, Administration, of the Code of Ordinances of the Village, is hereby amended to read as follows: "Section 2-59. Finance director; duties. The department of f finance shall be headed by the finance director, who shall: (1) Prescribe form. Prescribe the form of accounts and reports to be rendered by him. (2) Budget d:Aies. Prepare estimates of revenue, and shall give such other assistance in the preparation of the budget as may be required of him by the village manager. (3) Financial statements. Transmit to the village manager at least monthly statements of cash on hand and of classified unencumbered appropriation balances for the village as a whole, and such other financial statements as the manager may from time to time require. He shall keep all departments, boards, commissions or institutions currently informed of their classified unencumbered appropriation balances. (4) Keep accounts. Keep all general accounts of the village government and of the respective departments, of7ices, boards, commissions and institutions thereof. (5) Fiscal supervision over officers. Exercise general supervision over all officers of the village regarding the proper management of the fiscal concerns of their respective of7-ices. (6) Examine books. Examine the books of each department, from time to time, and see that they are kept in proper form. (7) Responsibility for proceeds of bonds. Deposit the proceeds of all sales of bonds in village accounts immediately after he shall have received the same; until such deposit, he shall be responsible for the amount thereof. (8) Accounts of receipts and expenditures. Keep in proper books, a full and accurate account of all the moneys received and disbursed by him in behalf of the village, specifying the time of receipt and disbursement, from whom received and to whom disbursed, and on what account received and disbursed, and how paid. (9) Cancellation of evidences of debt. Cancel all warrants and other evidences of debt, against the village, whenever paid by him, by • writing or stamping across the face thereof the words "Paid by the Village Finance Director," with the date of payment written or stamped thereon. (]0) Receive and disburse moneys. Receive and have custody of all moneys paid to the village and shall disburse all village moneys. (11) Pay village employees. Pay village employees upon presentation of the properly certified payroll. (12) C.'ollect moneys and fees due vlllage. Demand and receive all moneys and fees owing to the village whenever any person is indebted to the village in any manner, and the means of collection of such debt is not otherwise provided by law. When any claim shall not be collectible by other methods, he shall report the same to the village attorney for prosecution. (]3) Is responsible for the design, implementation and application of accounting and financial recording systems and procedures; ensures the development and implementation of internal controls, as well as new processes and procedures to ensure efficiency, accuracy, and maximum productivity. (14) Ensures the validity, reliability, and integrity of all financial, statistical, and accounting data related to the Village's financial systems." Section 5. If any section, paragraph, sentence, clause, phrase or word of this Ordinance is for any reason held by a Court to be unconstitutional, inoperative or void, such holding shall not afTect the remainder of this Ordinance. Section 6. All Ordinances or parts o'f Ordinances in conflict herewith are hereby repealed. Section 7. This Ordinance shall take effect immediately upon passage.
