10-10-2013 VC WS-MMINUTES OF THE WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA OCTOBER 10, 2013 CPresent: William L. Manuel, Mayor Darryl C. Aubrey, Sc.D., Vice Mayor David B. Norris, Councilman Ed Green, Village Manager Leonard Rubin, Village Attorney Melissa Teal, Village Clerk Absent: ROLL CALL Robert A. Gebbia, President Pro Tern Doug Bush, Councilman Mayor Manuel called the meeting to order at 9:00 p.m. All members of Council were present, except President Pro Tern Gebbia and Councilman Bush, who were out of town. All members of staff were present. FY 2013 -2014 VEHICLE PURCHASES Discussion was held regarding bundling the purchase of all vehicles identified in the FY 2013 -2014 Capital Improvements Plan in order to maximize cost savings. Mr. Green noted that during the FY 2013 -2014 budgetary process, new vehicles needed for various departments were identified and discussed with Council, and a total of $439,000 was set aside in Capital Improvement Plan (CIP) funds to provide for vehicle purchases in FY 2014. Mr. Green reported that the Village's Project and Procurement Manager researched vehicle purchases and determined that Hub City Ford, a state approved vendor, offered the lowest price and best delivery time; however, vehicle orders must be placed before October 31, 2013 in order to receive pricing under the current state contract. Mr. Green detailed the potential cost savings. I Mr. Green advised that insurance proceeds received for the recently surplused Community Development Department vehicle have been deposited in the General Fund; therefore, the cost of the replacement vehicle would be posted to the General Fund capital line item. During discussion, Council directed that CIP funds be used to cover the shortfall between the insurance proceeds and the cost of the replacement vehicle. Discussion took place regarding the mileage and condition of the vehicles being replaced. Public Works Director Brian Moree reviewed the condition of the vehicles and the measures he has instituted to improve vehicle maintenance. Project and Procurement Manager Susanne Crews reviewed the websites used to research vehicle prices. Discussion ensued regarding the Smart Choice procurement system.
