04-11-2013 VC WS-MMINUTES OF THE WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA APRIL 11, 2013 Present: William L. Manuel, Mayor Darryl C. Aubrey, Sc.D., Vice Mayor Robert A. Gebbia, President Pro Tem. David B. Norris, Councilman Doug Bush, Councilman Ed Green, Village Manager Glen Torcivia, Village Attorney Melissa Teal, Village Clerk ROLL CALL Mayor Manuel called the meeting to order at 9:00 p.m. All members of Council were present. All members of staff were present. UNFUNDED LIABILITY — PENSION PLANS Attorney Bonni S. Jensen of the Law Offices of Perry & Jensen, LLC, gave a presentation on the Police and Fire Pension Plan. COMPREHENSIVE PLAN UPDATE 13 -1 TO THE CAPITAL IMPROVEMENTS ELEMENT Discussion took place concerning Update 13 -1 to the Village's Comprehensive Plan to update the Capital Improvements Element (CIE) including the Five -Year Schedule of Improvements. Mr. Green advised that the primary purpose of the annual update is to assess whether the Village is providing infrastructure services at the desired levels and to identify and program capital improvements that implement the goals, objectives, and policies of the Comprehensive Plan. This item was forwarded to the April 25, 2013 Regular Session agenda. HARBOUR ISLES PLANNED UNIT DEVELOPMENT (PUD) MODIFICATION Discussion was held concerning an application by the Homeowners Association of Harbour Isles, Inc. for a minor modification to the PUD to increase the height of the hedge at the intersection of Prosperity Farms Road and Allamanda Drive, adjacent to Prosperity Harbor, for security purposes. Mr. Green stated the approved master development plan for the PUD depicts a six -foot decorative fence with landscaping material at approximately three feet in height in the area of the subdivision adjacent to Prosperity Harbor. Mr. Green explained the purpose of limiting the height of the landscaping had been to preserve the view of Prosperity Harbor. Police Chief Rick Jenkins discussed security issues pertaining to crimes of opportunity and crime prevention through environmental design. Discussion ensued regarding increasing the height to eight feet and whether a six -foot height limit was applicable. Village Planner Jodi Nentwick will review the original site plan to verify any height limitation specified for the remainder of the hedge.
